HomeMy WebLinkAbout201409_SAAB_Min1 Approved December 9th, 2014 JEFFERSON COUNTY SUBSTANCE ABUSE ADVISORY BOARD Tuesday Sept 9th, 2014 3:30 – 5:00 PM Jefferson County Courthouse Commissioners Chambers Basement Level Meeting Minutes Board Members Present: Catharine Robinson, John Austin, Artis, Conner Daily Board Members Absent: Mike Evans, Garin Williams, Anne Dean, Staff Present: Teresa Wirth, Ford Kessler, Kelly Matlock, Vince Marquis, Eric Nygard Staff Absent: Julia Danskin Guests: Anthonie Cullen I. Approval of Agenda – John requested the addition of membership and frequency of meetings/meeting requirements be added to new business. John Austin/Conner Daily/All as amended. II. Introductions – Anthonie Cullen was re- introduced to the board members. Anthonie will be submitting a letter of interest in becoming a SAAB member. III. Approval of the August, 2014 minutes - John Austin/Conner Daily/All IV. Public Comments/From the Floor/Announcements – Fran Joswick has resigned from the board, effective immediately. John reminded members that an Ordinance establishing a six month moratorium on accepting or processing applications for recreational marijuana businesses in certain land use zones has been adopted. A public hearing will be held on Monday, Oct 6, 2014 at 10:00 a.m. in the Cotton Building, 607 Water Street, and Port Townsend. V. Provider Reports Prevention Kelly Chimacum Prevention Coalition Meeting The Chimacum Prevention Coalition will be having its next meeting tomorrow. Specifics are: When: Wednesday, September 10, 2014 3:00 to 5:00 pm Where: Chimacum High School Library What: Discussion about CPC’s upcoming Social Norms Campaign, presenters for the CPC Public Awareness Campaign and more information about the upcoming 4-H and CPC sponsored Strengthening Families parenting classes. ALL SAAB MEMBERS ARE WELCOME TO ATTEND. CPC Strategic Plan (same as last month) The Chimacum Prevention Coalition’s Strategic Plan has been approved by DBHR. CPC is moving forward on implementation. 2 Approved December 9th, 2014 Attachments RCW 70.96A.300 Agenda for the Chimacum Prevention Coalition 9-10-2014 meeting Copy of email from Fran WASAVP Notice DFAA Webinar Fall Line-Up Public Health Julia No Report John Austin noted there were questions raised at the last BOH meeting on the verbiage used in the hand-out, A Parent’s Guide to Preventing Underage Marijuana Use. . County Drug & Alcohol Coordinator Ford Ford will be going to an Association of County Human Services meeting to continue discussing potential funding changes to substances abuse services. There is a 3 county combination with the Regional Support Network being discussed at this meeting. Safe Harbor will be having a Medicaid audit on October 24, 2014. There is a new inpatient facility opening in Port Angeles that is affiliated with American Behavioral Health Services in Spokane. The facility will have a Detox unit as well as inpatient treatment services. Peninsula clients will have placement priority. Ford and Eric Nygard are working closely with the Mental Health Therapeutic Court. Safe Harbor has recently acquired more office space to accommodate CODIT groups moving from Jefferson Mental Health to Safe Harbor. Believe in Recovery Vince No Report Mental Health Eric Nygard reported a new Executive Director Adam Marquis, has been hired and is slated to start in October. Jefferson Mental Health is in desperate need of prescribers and continues to recruit for this position. Jefferson Mental Health survived Wooden Boat Festival, which is typically a “high crisis” event in Port Townsend. Youth Report Mike No Report VI. Old Business  Jail Relapse Prevention program No Report. SAAB member to be identified to be responsible for gathering this information from the jail.  Drug Take Back totals No Report. SAAB member to be identified to be responsible for gathering this information. Conner reported difficulties getting in touch with the DEA to register the Port Townsend Police Department as a participant in the upcoming Drug Take Back day at Safeway. If registration can be completed Conner, Anne, Mike and Kelly will all be available to participate in this event. 3 Approved December 9th, 2014  Volunteer Opportunities for Youth Garin No Report  Recovery Community Recruitment Ford Ford working on recruiting a female recovery community member to the SAAB.  DEA Collections Rules Teresa forwarded an email from Fran about the DEA Collections Rules to all members. Members are asked to review this information and be ready to discuss at the next meeting.  Drug Free Workplace Policy John/Conner/Anne No Report  Publish article with CPC Julia/Kelly No Report VII. New Business  Other John brought up the low membership and reminded Board members that individuals can submit their letters of interest to the Public Health Department. Anthonie Cullen will be doing so this week. John initiated a discussion about the required number of meetings established in the Bylaws (4 per year) and inquired as to whether the Board should explore reducing the number of meetings. Catharine requested Teresa provide information on the number of “no quorum” meetings at the next meeting for further discussion on this matter.
