Approval of Agenda – M/S/A John Austin/Mike Phimister/All II. Introductions – Dr. Elaine Nelson was introduced and she then provided information on NAMI and the educational, support, and advocacy services they have available. Dr. Nelson provided an outline on the Family-To-Family Education Classes scheduled to start on Saturday, February 16th, 2013.Hand outs were provided. Garin Williams was introduced as the newest SAAB member. III. Approval of the December, 2012 SAAB meeting minutes – M/S/A John Austin/Arnie Danberg/All IV. Public Comments/From the Floor/Announcements None V. Provider Reports Prevention Kelly DBHR Prevention Redesign – Cohort 1 The Strategic Plan for the Prevention Redesign Initiative Plan was submitted to DBHR and has been approved. A copy has been emailed to all Board Members. If you have any questions, please contact Anne Dean and/or Kelly Matlock. KPTZ Panel Presentation The second Panel Presentation on the legal implications for youth and adults in terms of underage drinking and drugging is in the works. The Panel will be Barb Carr with Juvenile Services, Scott Charlton with the Public Defender’s Office and Steve Williams with State Farm Insurance. Proposed dates and times have been sent to the panel presenters. SAAB Board Members, Port Townsend Coalition and Jefferson County Community Network Board Members will be notified as to the dates and times the program will be aired. Protecting You / Protecting Me and Life Skills Training Last year with the Communities that Care planning process, the evidence-based prevention programs that were determined to be the best fit for Jefferson County were Protecting You/ Protecting Me and Life Skills Training and these programs were included in the Strategic Plan. 2 APPROVED May 14, 2013 Protecting You/Protecting Me will be facilitated in the 5th grade in Chimacum by Kelly Greenspane and in the Port Townsend 5th grade by Garin Williams and Mike Evans. Greg Peterson will be facilitating the 1st through 4th grade PY/PM at Grant Street and Blue Heron schools. Garin Williams, Mike Evans, Kelly Matlock and Anne Dean were able to convince Blue Heron Middle School to switch the prevention program from Project Alert to Life Skills Training. It is currently being presented to all 6th,7th and 8th grade students by Garin Williams and Mike Evans from the City of Port Townsend, Meghan DeWalt with Jefferson Mental Health and Anne Dean with PTC and JCCN. By all reports (students, Blue Heron Staff, parents and facilitators) the classes are going very well. A presentation was made to the PTSD School Board on Monday, January 14, 2013. Due to the incredible interest and questions from the Board the presentation lasted 45 minutes. In the wake of Initiative 1183 and Initiative 502 With the passing of Initiative 502 (marijuana initiative) there are a number of groups that are requesting input into the regulations that will be developed around the law. Also the Liquor Control Board is looking into the unintended consequences of Initiative 1183 (privatization of liquor) and are requesting input about liquor sales. If you are interested in participating in this process, contact Washington Association for Substance Abuse and Violence Prevention at: http://wasavp.org/join-wasavp/ Public Health Julia No Report County Drug and Alcohol Coordinator Ford Ford reported the State is currently revamping the funding formula for how Counties will be funded for providing services. This could lead to a $50,000.00 reduction in funding for Jefferson County starting July 1, 2013. Ford has been involved with work groups, from all Washington State Counties, and DBHR to facilitate a formula that maximizes services within the projected budget. Mental Health Sam Discovery School will be reopening at Jefferson Mental Health (JMH). Staff is in place and students will be starting soon. The school/day program will run 12 months per year. JMH is currently talking with Chimacum to increase services in their school. Sam spoke of difficulties of a funding source withholding payment for 4 months. If this is not resolved soon it will lead to staff layoffs. Youth Report Coleman/Garin Coleman reported he continues to see students intoxicated while at school and does not feel there have been any “real” changes. Fran suggested Coleman, Garin, and Ford have a discussion about Coleman’s observations to develop a plan to address this ongoing issue. 3 APPROVED May 14, 2013 VI. Old Business  Jail Relapse Prevention program Fran Fran reported no changes in the jail relapse program since the last report. Ford shared an email he had received from Steve Richards and announced a resolution to the hold up of getting AA community members into the jail has been found.  Communities That Care Project Workshop Report Anne See Kelly’s Prevention Report  Drug Take Back Outreach Project Fran/Garin Garin reported Port Townsend Police Department took in 12 lbs, 12 oz in December for an annual total of 214.5 lbs for 2013. Fran reported the Sheriff’s Department took in 7 lbs in December, 2012. Fran to provide actual totals for 2012 at the next SAAB meeting. Fran provided information on proposed changes to the rules for the Drug Take Back program. She urges all members to visit www.regulations.gov and search for docket # 316, read it and then provide feedback on the proposed changes on the web site. Teresa has already emailed the web site to SAAB members. Feedback deadline is February 19, 2013. John provided details on the cost of having an insert in the PUD monthly bills. Cost would be approximately $500.00. VII. New Business Nominations of officers completed. Chair- Fran Joswick M/S/A Catharine Robinson/John Austin/All Vice-Chair – Conner Daily M/S/A Catharine Robinson/John Austin/All Secretary – Kay Pownall M/S/A Catharine Robinson/John Austin/All Fran stressed the importance of attending SAAB meetings on a regular basis. It was decided Fran would send a letter to member’s with a high rate of absenteeism thanking them for their services and inquiring if their schedule indicates a need to step down from their position on the SAAB. Fran read a draft of a Press Release on the Drug Take Back program that she had written. She asked for feedback before she forwarded it on the Anne Dean for editing. Members had noted no needed changes so draft will go to Anne for editing. Catharine Robinson asked about the status of the press release for the local radio station. Fran did not know the status and it was decided Fran would contact Hargopal Boyd to get information from him as this was a project he had been working on.
