I. Approval of Agenda – Catharine Robinson requested the approval of the February
minutes at the last meeting be added to the agenda as there was not a quorum present
and the minutes should not have been approved. M/S/A Anne Dean/Mike Phimister/All

IV. Public Comments/From the Floor/Announcements
Coleman announced he would be resigning from the SAAB as he was going to Thailand
for six weeks and then would be attending college and unable to attend meetings.
Lois Barnett announced she had been invited to seek a position on the SAAB. She
brought in a draft pamphlet about resources in the community that she passed around
asking for members to add to or make changes to existing info.
V. Provider Reports
Prevention Kelly
Protecting You / Protecting Me and Life Skills Training
Last year with the Communities that Care planning process, the evidence-based
prevention programs that were determined to be the best fit for Jefferson County were
Protecting You/ Protecting Me and Life Skills Training and these programs were included
in the Strategic Plan.
PY/PM has been facilitated in the 5th grade in Chimacum by Kelli Greenspane since the
2007 – 2008 school year. This year the funding to facilitate PY/PM was not available, so
the classes were not held. Kelly Matlock will be connecting with the Sheriff’s Department
to see what can be done to have the classes started again for the 2013 – 2014 school
year.
PY/PM was again facilitated in the 5th grade at Blue Heron by Garin Williams and Mike
Evans this spring. They have been doing these classes every spring since the 2008 –
2009 school year.

Greg Peterson facilitated PY/PM for the 1st through 3rd grades at Grant Street and a
4th/5th grade OPEPO class this spring. Pre and post tests were given. Funding to
analyze the pre and post tests will need to be worked out.
Life Skills Training was presented to all 6th,7th and 8th grade students by Garin William
and Mike Evans from the City of Port Townsend, Meghan Barker (formerly DeWalt) with
Jefferson Mental Health and Anne Dean with PTC and JCCN. By all reports (students,
Blue Heron Staff, parents and facilitators) the classes went very well. There was a recap
meeting on June 5th with Anne Dean, Mike Evans, Meghan Barker, Diane Lashinsky and
other Blue Heron staff. Anne Dean will give more details at the SAAB meeting.
In the wake of Initiative 1183 and Initiative 502
With the passing of Initiative 502 (marijuana initiative) there are a number of groups that
are requesting input into the regulations that will be developed around the law. Also the
Liquor Control Board is looking into the unintended consequences of Initiative 1183
(privatization of liquor) and are requesting input about liquor sales. If you are interested

SAVE THE DATE -- July 10, 2013
A statewide meeting to look at the implementation of the marijuana laws and regulations
is being planned in the SeaTac area for July 10th. As more develops Kelly Matlock will
notify you by email.
PRI Site
Port Townsend School District has decided to not participate in the Prevention Redesign
Initiative. This means that the Division of Behavioral Health and Recovery (DBHR)
efforts will now be focused on Chimacum. A tentative meeting has been set up with
OES114 staff and Whitney Meissner, the Principal for the Chimacum Middle School and
High School on Thursday, June 20th. As more developed, more will be reported.

County Drug and Alcohol Coordinator Ford

Mental Health Sam
Sam reported JMH is under threat of funding losses which have facilitated staff being laid
off. Consideration of cutting back hours to 4 days per week is currently being pursued.
There is a story slated to be printed in The Leader tomorrow, June 12, 2013 concerning
funding issues. At this point JMH is struggling to provide services.
Mental Health Court is going well. The number of participants continues to grow.
Youth Report Coleman/Garin
Garin reported on a recent case where a State Trooper caught 2 teens with marijuana in
their possession when they were pulled over. Garin spoke to one of the youth involved
and felt the youth had realized his mistake.
PYPM wrapped up a couple weeks ago and Garin came up with the idea of giving
Frisbees to the kids that had completed PYPM. Garin stated the Frisbees were well
received by the kids.

Coleman reported High School kids were ready to be out of school and he has not heard
much about substance use in the High School lately.. Coleman also reported there was
no evidence of alcohol at Grad night.
VI. Old Business
Jail Relapse Prevention program Fran
Continues as reported previously.
Drug Take Back totals Fran/Kay
No report for Port Townsend Police Department as Kay has retired and they are
restructuring staff responsibilities at the Police Department.
Joe Nole reports 36 pounds received at JCSO during May.
VII. New Business
Coleman inquired about volunteer opportunities for High Scholl students. Teresa
informed the group that Safe Harbor had a list of organizations that is used for Drug
Court clients that needed to do community service and that this may be on option for
High School students also.
