Meeting Minutes

II. Introductions- Fran re-introduced Commissioner John Austin as a returning member to
SAAB. David Sullivan was thanked for his participation on SAAB as a representative of
the County Commissioners.
III. Approval of the December, 2011 SAAB meeting minutes M/S/A Arnie/Catharine/All
IV. Public Comments/From the Floor/Announcements –
Ford mentioned that a friend of Mike Phimister’s has a presentation regarding smokeless
tobacco prevention. Ford would like to invite him to a future SAAB meeting and see if he
will present for the group.

PREVENTION REPORT / SAAB Board Meeting
January 10, 2012
DBHR Prevention Redesign – Cohort 1 (current status - change from last month indicated by italics)
The Division of Behavioral Health and Recovery (DBHR) is underway with the Prevention Redesign Initiative.
For Jefferson County the next step/steps will be a series of trainings by the evidence-based Communities that
Care from the UW and DBHR staff for the Jefferson County Community Network (JCCN) Board Members.
The first training for the coordinator (Kelly, Julia and Anne will be attending) was Tuesday, October 25th. The
Key Leader Orientation has been planned for Thursday, January 26, 2012 from 9:00 am to 12:00 noon at the
Quimper Unitarian Universalist Church at 2333 San Juan Ave, PT. All SAAB Board Members are invited to
attend the Key Leader Orientation. Attached is an invitation to the Key Leader Orientation training with
instructions on how to register. Specifically note the online registration instructions.
DBHR Demonstration Grant (current status - change from last month indicated by italics)
Anne Dean and Kelly Matlock applied for the Division of Behavioral Health and Recovery (DBHR) small
demonstration project grant that is designed to bridge primary health care providers with the prevention
community. (Despite a wonderful idea and application) we were not chosen to be one of the three recipients
of the grant.

KPTZ Panel Presentation (current status - change from last month indicated by italics)
Kelly Matlock contacted Larry Stein, the Program Manager for KPTZ, about the SAAB idea of a presentation
on the impact underage drinking has on kids and families. Larry is very excited about the idea. He would like
to start working on it as soon as possible. He believes it should be recorded in the KPTZ studios. He
believes that there should be a moderator and no more than 3 speakers. He also believes that there can be
more than one of these presentations. He has asked that a Board Member and Kelly Matlock meet with him
as soon as possible to set this process in motion. Kelly Matlock and Larry have been playing phone tag, but
have not been able to connect yet. DBHR became aware of this project and asked to be kept informed as to
the progress and outcomes.
Social Host Ordinance (new)
On Dec 30th Kelly Matlock emailed SAAB a link to an article about Mercer Island’s passing a Social Host
Ordinance (a copy is attached). On November 3rd Kelly Matlock sent you a how-to guide for Social Host
Ordinances. Fran Joswick suggested that Kelly Matlock talk about this at the 1-10-12 meeting.

Article on the Adolescent Brain (new)
John Austin has provided the SAAB with an article from the periodical Neurology Now entield “The
Adolescent Brain.” The article is attached.
Public Health Julia
Board of Health (BOH) Meeting will occur on January 19, 2012
Julia will add RX Takeback Program information (see PTPD report below) for
2011 to BOH agenda
County Drug and Alcohol Coordinator Ford
Ford shared a copy of an article titled, New painkiller worries abuse experts from
the January 1, 2012 Peninsula Daily News. Article discusses that
pharmaceutical companies are working to develop more powerful versions of
hydrocodone and what that will mean to substance abuse trends.
PT Police Dept. Drug Take Back Kay
291 lbs and 15 ounces of prescription medications were returned to the PTPD
and JCSO in 2011 during program duration.
Group would like a press release reflecting this. John Austin will work on press
release for PL Village and other media outlets.
Sheriff’s Dept. Medication Take Back Fran

VI. Old Business
1. Jail Relapse Prevention program Fran
2. Parent Party Patrol PT radio, Carrie Catharine/Kelly/Anne
Kelly still talking to Larry Stein from KPTZ. Nothing has been negotiated at
this time, but Kelly and Catharine will continue to look at this.
RUAD Town Hall Meeting—The Division of Behavioral Health and Recovery
(DBHR) is exploring ways to see if RUAD’s definition of ―town hall‖ and use of
funding can be expanded
Kelly and Catharine will attempt to solidify dates and topics for radio program
by next meeting. Mike Phimister is also working on this project.

a. Law enforcement not in attendance, no updates
b. Tony to talk to QFC in Port Hadlock and Conner to talk to Safeway and Don’s
to see if they are willing to do this.
c. Anne will re-design the RX Takeback flyer of a size to be stapled on to the
bag
VII. New Business
Mercer Island ordinance/social host handbook
Starting next month, Mercer Island’s ordinance will go into effect. This is the first
ordinance of its kind in the state, see Kelly’s prevention report above
Does SAAB want to get behind this? Create same thing in Jefferson County?
Kelly encourages all members to participate in CTC process to see if this is
something that the workgroups may explore. Don’t want this to linger forever.
City/County are very busy right now and probably will be best to start having
conversations about this at CTC meetings.
What are challenges to this? Barriers? Fines only? We can contact Mercer
Island in the future to find out how things are going.
