View Facility 1925 Blaine Street, Port Townsend Room 6 Meeting Minutes Board Members Present: Fran Joswick, Coleman Riddle, Anne Dean, Catharine Robinson, John Austin, Mike Phimister, Arnie Danberg, Conner Daily, Chase Glenn Board Members Absent: Ray Hunter, Sam Markow, Kay Pownall, Tony Hernandez, Hargopal Boyd Staff Present: Ford Kessler, Teresa Wirth, Kelly Matlock, Julia Danskin Staff Absent: None Guests: Ted Stevens I. Approval of Agenda –M/S/A Anne/Chase/All II. Introductions- Ted Stevens was introduced to the board and members introduced themselves to Ted. Ted will be doing a presentation on Spit Tobacco (Chewing Tobacco) Prevention at the end of the meeting. III. Approval of the January, 2012 SAAB meeting minutes M/S/A Catharine/John/All IV. Public Comments/From the Floor/Announcements – None V. Provider Reports Prevention Kelly DBHR Prevention Redesign – Cohort 1 (current status - change from last month indicated by italics) The Division of Behavioral Health and Recovery (DBHR) are underway with the Prevention Redesign Initiative. For Jefferson County the next step/steps will be a series of trainings by the evidence-based Communities that Care from the UW and DBHR staff for the Jefferson County Community Network (JCCN) Board Members. The first training for the coordinator (Kelly, Julia and Anne will be attending) was Tuesday, October 25th. The Key Leader Orientation was held on Thursday, January 26th. 53 community members attended this training. The next training, Investing in Your Community’s Youth: Building Capacity— PT’s Next Steps, will be February 22nd and 23rd at the Quimper Unitarian Universalist Church at 2333 San Juan Ave, PT. All SAAB Board Members are invited to attend this second training. Flyers for this training will be handed out at today’s SAAB meeting. KPTZ Panel Presentation - new Catharine Robinson and Kelly Matlock meet with Larry Stein, the Program Manager for KPTZ, and Lee Erickson, the Volunteer Coordinator, to discuss the SAAB idea of a presentation on the impact underage drinking and drugging has on kids and families. Notes from the meeting were emailed to Board Members and are included below under old business. 2 APPROVED March 13, 2012 Project Alert – new Karen Obermeyer has completed the 11 sessions for 6th graders at Blue Heron Middle School and Chimacum Middle School and the 3 booster lessons for 7th graders at Blue Heron Middle School. There will be no booster lessons for 7th graders at Chimacum Middle School this year. This is the end of the facilitation of this prevention curriculum in Port Townsend and Jefferson County public schools due to loss of funding. Protecting You / Protecting Me (no change from last month) Public Health Julia Board of Health (BOH) Meeting will occur on February 16, 2012, at 3:30 at the Pope Marine Building. Julia informed the group that Whooping Cough has been confirmed in Jefferson County. Vaccines are available at the Health Department and with private physicians. Vaccination clinics are each Tuesday and Thursday from 1:00 to 4:00 at the Health Department. County Drug and Alcohol Coordinator Ford Ford passed around examples of charts of Commonly Abused Drugs and Commonly Abused Prescription Drugs for members to review. Safe Harbor has ordered copies of these charts to bring to a SAAB meeting to address Ray Hunter’s request for a training on the different drugs that are being used in today’s world. Youth Report Coleman Coleman reports that he feels that kids drinking alcohol at school is increasing. Kids are drinking outside during lunch time. When asked if teachers were aware of this Coleman stated he thinks some teachers are aware of the situation. Coleman also stated that marijuana is common and popular at the High School. The Student Task Force is not doing much at this time. VI. Old Business 1. Jail Relapse Prevention program Fran Fran reported there continues to be 12 – 14 participants in the jail Relapse Prevention program. She informed the group that there is now a wait list to participate in the program due to space limitations at the jail. 2. Parent Party Patrol PT radio, Carrie Catharine/Kelly/Anne After a thoughtful discussion it was decided that KPTZ in collaboration with Jefferson County Substance Abuse Advisory Board (SAAB) will sponsor: A series of four radio panel presentations on issues related to underage drinking and drug use. The length will be 30 minutes, with approximately the last 10 minutes devoted to solutions to the issues; All efforts will be made to have the first 2 of the 4 presentations aired before Chimacum and Port Townsend School Districts’ spring break (4-2-12 through 4-6-12); Presentations will most likely be aired twice during the week and once on the weekend (mid-week news air times are noon to 1:00 pm and 6 to 7:00 pm and weekend air time is 11:00 am to 1:00 pm); The four proposed topics are: First Responder Panel Parent and Youth Panel Legal Panel Education Panel 3 APPROVED March 13, 2012 KPTZ believes that there should be a maximum of 3 panel presenters and one interviewer. KPTZ can provide an interviewer, but suggested finding community members well educated in the issues to be the interviewers. Some suggestions for interviewers are Sheila Ramsey, Garin Williams and Kurt Munnich; SAAB Board Members will find the panel presenters and community member interviewers. It was decided there needs to be more research completed for the parent and youth panel. 3. Communities That Care Project Conner Conner reported that Mike Evans is taking over the Communities That Care Project for the Port Townsend Police Department and will provide a report at the next SAAB meeting. 4. Drug Take Back Outreach Project Conner/Tony Conner reported a total of 17 lbs, 13 oz. of medication was turned in during January at the police station. Fran reported 5 lbs was turned in to the Sherriff’s department during the same period Conner informed the group that another National Drug Take Back day is scheduled for April 28, 2012. Place to be determined (working with Safeway). Conner has had a discussion with Don’s pharmacy about flyers being attached to prescription bags. Don’s is open to the idea. Conner has met with some obstacles in meeting with Safeway pharmacy but will continue to pursue a discussion Fran will talk to Tony about having a discussion with pharmacy at QFC in Port Hadlock Anne provided examples of the RX Take-back flyer so members could provide feedback as she felt she still needed to make some changes. 5. Article for press release John John Austin handed out two press releases that had been submitted to The Village Voice (Port Ludlow) and The Port Townsend Leader 6. HB 1370 and SB 5234 Fran Fran informed the group that she had written a letter to Senator Hargrove and Representatives Van DeWege, and Tharinger concerning HB 1370 and SB 5234. In her letter she provided information on the amount of prescription drugs that were collected in Jefferson County. She did receive a letter back from Representative Tharinger stating his intent to support this issue. Anne stated she had read that the pharmaceutical companies had 22 Lobbyist working to prevent these bills from passing. VII. New Business Drug Court Graduation Fran Fran reported on the recent Drug Court graduation. She found it to be a very moving experience and related how one graduate shared how attending an AA meeting while in the jail changed his life. Fran pointed out that a “difference is being made” through the work of the SAAB members. Board Term Expirations Fran Fran will contact Tony Hernandez and Ray Hunter to let them both know their terms are about to expire. Fran confirmed with Julie that they need to send the letters of intent to remain on the board to the Board of Health. 4 APPROVED March 13, 2012 Spit Tobacco Prevention presentation Ted Stevens Ted Stevens provided a presentation on the dangers of spit tobacco. He provided information and hand outs and showed a powerful DVD about his son in law who died from cancer from chewing spit tobacco.
