HomeMy WebLinkAbout201211_SAAB_Min_Nov1 NO Quorum November 13, 2012 JEFFERSON COUNTY SUBSTANCE ABUSE ADVISORY BOARD Tuesday November 13, 2012 3:30 – 5:00 PM Jefferson County Courthouse Commissioners Chambers Basement Level Meeting Minutes Board Members Present: Fran Joswick, Sam Markow, Mike Phimister, Catharine Robinson, Mike Evans Board Members Absent: Tony Hernandez, Hargopal Boyd, Anne Dean, Coleman Riddle, Chase Glenn, John Austin, Arnie Danberg, Conner Daily, Kay Pownall Staff Present: Kelly Matlock, Teresa Wirth, Staff Absent: Ford Kessler, Julia Danskin Guests: Garin Williams I. Approval of Agenda –Approval of the agenda was not possible as there was not a quorum present. This month’s meeting is informational only. II. None III. Approval of the October, 2012 SAAB meeting minutes - Approval of the minutes was not possible as there was not a quorum present. Held over until December, 2012 meeting. IV. Public Comments/From the Floor/Announcements None V. Provider Reports Prevention Kelly DBHR Prevention Redesign – Cohort 1 The Prevention Redesign Initiative Plan was submitted to DBHR in October. Anne Dean and Kelly Matlock met with Julie Bartlett, the DBHR Regional Prevention Manager on October 19th to discuss the Plan. They are now in the process of revising the Plan according to DBHR’s suggestion. YOU will receive a copy of the Plan by email when it has been approved by DBHR. KPTZ Panel Presentation Kelly Matlock has not been able at this point to move ahead with the presentation that will feature a parent, a sibling and young person in recovery. So she has begun organizing the presentation on the legal implications of underage use for youth and parents. Dates and times are being discussed now. It is hoped that we can have it air before the holidays. Project Alert (or Life Skills) and Protecting You / Protecting Me These prevention curriculums are a part of the developing Prevention Strategic Plan. Protecting You/Protecting me will be facilitated in the 5th grade in Chimacum by Kelly Greenspane and in the Port Townsend 5th grade by Garin Williams and Mike Evans. 2 NO Quorum November 13, 2012 Greg Peterson will be facilitating the 1st through 4th grade PY/PM at Grant Street and Blue Heron schools. Historically Project Alert has been given to 6th and 7th grade students by a Health Dept staff person. Due to funding cuts, this is no longer possible. The Port Townsend Police Department has stepped up to the plate and is willing to facilitate either Project Alert, or Life Skills Training (during the CTC process, the prevention coalition investigated evidence-based curriculums, and decided that for PT’s risk and protective factors, Life Skills Training would be a better fit. Both are evidence-based curriculums.) On November 26th Garin Williams, Mike Evans, Anne Dean and Kelly Matlock will be meeting with Diane Lashinsky, the Principal at Blue Heron School, and a team of teachers to discuss which prevention curriculum will be used for the Blue Heron Middle school students. Annual DBHR Prevention Summit The annual DBHR Prevention Summit was Sunday, November 4th through Tuesday, November 6th. There were many interesting and relevant workshops presented. Of particular note where presentations by Mary Segawa from the State Liquor Control Board on the impact of I-1183 passing last year, and Kevin Sabet, from the Drug Policy Institute on the possible impact of I-502 passing. Also, Anne Dean and Kelly Matlock were presented Washington State Exemplary Award for Substance Abuse Prevention for their work with Jefferson County Community Network and the Port Townsend Coalition. Anne and Kelly would like to thank SAAB and the Jefferson County Commissioners from the bottom of their hearts for nominating them for this award AND for all of the hard work from Jefferson County Substance Abuse Advisory Board, the Jefferson County Commissioners, the City of Port Townsend, the Jefferson County Community Network and the Port Townsend Coalition. Public Health Julia No Report County Drug and Alcohol Coordinator Ford No Report Mental Health Sam Sam reported JMH is having discussions with the school district about JMH providing schooling to the emotionality disturbed children in the district again. Sam stated the program has fallen apart with the school district. Sam is hopeful the program will be funded appropriately. Sam also reported Mental Health Court is moving forward. Youth Report Coleman No Report VI. Old Business 1. Jail Relapse Prevention program Fran 3 NO Quorum November 13, 2012  Fran reported the Jail Relapse Prevention for males is going well. Currently there are only 2 females incarcerated. Mike Evans to follow up with Sheriff Hernandez about the issues of AA members getting access to the jail. Fran asked Mike to also speak to Sheriff Hernandez about getting more consistent information on the drug take back amounts at the Sheriff’s Department. Is it possible to get the information from somebody else at the Sheriff’s Department? Mike to also check on the status of the box for JMH for medication drop off.  Teresa informed the group that Ford had spoken to Gary Maxfield at the jail but there has been no forward movement on finding a resolution to the ongoing AA members’ issues accessing the jail. 2. Communities That Care Project Workshop Report Anne No Report 3. Drug Take Back Outreach Project Fran/Kay Fran sent out 4 letters to pharmacies about the handouts. She also dropped off some fliers at Hospice and they were thrilled to have them. Fran has requested SAAB members to disperse fliers at personal doctor’s offices, etc. to get them out there. There is a concern about pharmacies running out of fliers. There needs to be a consistent supply of fliers provided to the pharmacies. Mike will get some fliers to Catharine Robinson to take to the Rotary meeting. Kay sent an email to Teresa to report 12 lbs; 5 oz of meds were handed in at the Police Department for the month of October. VII.
