View Facility 1925 Blaine Street, Port Townsend Room 6 Meeting Minutes: Board Members Present: Fran Joswick, Arnie Danberg, Conner Daily, Catharine Robinson, Ray Hunter, Betty Harmon, Tony Hernandez, Anne Dean, Coleman Riddle, John Austin Board Members Absent: Chase Glenn, Hargopal Boyd, Sam Markow, Mike Phimister Staff Present: Ford Kessler, Teresa Wirth, Kelly Matlock, Julia Danskin Staff Absent: Guests: David Sullivan and Pete Gilles I. Introductions – Fran introduced Commissioner David Sullivan to the group and then members introduced themselves. Commissioner Sullivan is taking Commissioner John Austin’s place on the SAAB. Community member Pete Gilles was introduced and informed the SAAB members he was interested in finding out what the SAAB does. II. Approval of Agenda – M/S/A Ray Hunter / David Sullivan / All III. Approval of the December, 2010 SAAB meeting minutes – M/S/A Betty Harmon / Ray Hunter / All IV. Public Comments/From the Floor/Announcements Tony Hernandez announced The Drug Take Back Program would be starting this coming week. Members from local newspapers were present and Tony provided details on the conception, the development, and the implementation of the program. Additionally, Tony had a community member who had lost a family member to a drug overdose speak on the effects to him and his family. Press releases are anticipated to be in both the Port Townsend Leader and the Peninsula Daily News. V. Provider Reports Prevention – Kelly DBHR Prevention Redesign – Cohort 1 The Division of Behavioral Health and Recovery is underway with the Prevention Redesign. Jefferson County Public Health and OESD 114 were chosen as one of twelve counties to participate in the first wave of the redesign plan, which is called Cohort 1. The Cohort 1 Team (Julia Danskin, Kelly Matlock, Karen Obermeyer, and Anne Burns from OESD 114) have been meeting and developing the new plan that will be in effect as of July 1, 2011. Project Alert Karen Obermeyer has completed the 11 sessions for the 6th grade Project Alert classes at Blue Heron Middle School and Chimacum Middle School. She is facilitating the 3 booster sessions for the 7th grade classes at Blue Heron and Chimacum Middle Schools, 2 DRAFT and is in the process of scheduling the 6th and 7th grade classes for Quilcene School District. Let’s Draw the Line The Port Townsend High School Student Task Force is facilitating the “Let’s Draw the Line” social awareness campaign sponsored by the Division of Behavioral Health and Recovery. The campaign is asking for individuals and the community to “draw a line” between youth and alcohol. JCPH staff has facilitated the application process for this campaign and are giving technical assistance to Barbara Hanson, the Student Assistance Professional and the Advisor for the PTHS Student Task Force. SAAB will be informed as more develops. Protecting You / Protecting Me Due to the holidays it has not been possible to get the exact schedule for the Protecting You/Protecting Me classes in the schools in both Port Townsend and in the county. The schedule will be provided in the next SAAB report. Drug Free Community Grant Jefferson County Public Health and Jefferson County Community Network are partnering on the writing of a Drug Free Community Federal Grant. The grant is due in late March. Public Health- Julia The next Board of Health meeting is scheduled for January 20, 2011. County Drug and Alcohol Coordinator - Ford Washington State has received approval of its request for a Medicaid waiver that will let the state and federal government share the cost of the Basic Health plan and the Medical Care Services program for Disability Lifeline and the Alcohol Drug Addiction Treatment Support Act (ADATSA). While this news appears promising the state will need to provide a match to these federal funds and it remains to be seen if the Governor will include funds for this match in the budget. VI. Old Business Relapse Prevention Jail Program Fran Fran stated the RPG at the jail continues with the census remaining about the same. Steve Richmond continues to work on getting the details for orientating new volunteers worked out. Status on Drug Take Back program Tony/Conner See announcements above. Status on the BJA Grant Sam/Ford Ford reported he had met with Sam to work on the application. Ford mentioned that one of the components of this grant would be to provide training to law enforcement officers on dealing with individuals with mental health and substance abuse issues. Work on the grant application will continue in order to meet the deadline. Fran requested SAAB members to seek out letters of support from the community. Goals from the communication sub-committee Chase No report as Chase was excused from this meeting. 3 DRAFT VII. New Business Officer elections were held with the following outcome: Chair: Fran Joswick M/S/A Anne Dean/Tony Hernandez/All Vice Chair: Conner Daily M/S/A Betty Harmon/Tony Hernandez/All Secretary: Anne Dean M/S/A Catharine Robinson/Tony Hernandez/All Other Fran informed members that at next month’s meeting the business portion would be short to enable sub-committees to work on their goals. Fran asked Julia to schedule a time to do the new member orientation. Julia requested Teresa send out an email to her and the new members and she would reply to all with a tentative time and place.
