Fran thanked Betty Harmon for her multi-year service on the SAAB and shared
that this would be Betty’s last meeting

The DEA is sponsoring another National RX Takeback Day on April 30, 2011.
The Port Townsend Police Department will be participating. Awaiting word if the
Sheriff’s Office will also participate.
V. Provider Reports –
Prevention Kelly
DBHR Prevention Redesign – Cohort 1
The Division of Behavioral Health and Recovery is underway with the Prevention Redesign. Jefferson
County Public Health and OESD 114 were chosen to be one of 12 counties to participate in the first wave
of the redesign plan, which is called Cohort 1. The Cohort 1 Team (Julia Danskin, Kelly Matlock, Karen
Obermeyer, and Anne Burns from OESD 114) have been meeting and developing the new plan that will
be in effect as of July 1, 2011.
Project Alert
Karen Obermeyer has completed the 11 sessions for the 6th grade Project Alert classes at Blue Heron
Middle School and Chimacum Middle School. She has completed the 3 booster sessions for the 7th
grade classes at Blue Heron, Chimacum and Quilcene Middle Schools. Due to academic concerns for
the 6th grade class in Quilcene, the Project Alert 6th grade classes in Quilcene will not happen this year,
but are being planned for next year.
Let’s Draw the Line
The Port Townsend High School Student Task Force is facilitating the ―Let’s Draw the Line‖ social
awareness campaign sponsored by the Division of Behavioral Health and Recovery. The campaign is
asking for individuals and the community to ―draw a line‖ between youth and alcohol. JCPH staff have
facilitated the application process for this campaign and is giving technical assistance to Barbara Hanson,
the Student Assistance Professional and the Advisor for the PTHS Student Task Force. SAAB will be
informed as more develops.
Protecting You / Protecting Me
The protecting You/Protecting Me classes in Port Townsend, Chimacum, Quilcene and Brinnon are being
scheduled now. They will be facilitated between now and the end of the school year by school district
staff, the Sheriff’s Department and the Port Townsend Police.
Drug Free Community Grant
Jefferson County Community Network is in the process of assessing our county’s readiness for applying
for and implementing the Drug Free Community Grant (a Federal grant). More will be reported at the next
SAAB Board Meeting.
Public Health Julia
No Report
County Drug and Alcohol Coordinator Ford
Ford shared that there has been a significant reduction in low income treatment
reimbursement rates. The State has created a short-term bridge between federal
reimbursement rates and state rates to reimburse treatment providers at the
higher rate temporarily. If the rate is reduced, and the bridge is eliminated, Ford
will be forced to reduce staff and reduce treatment services. Drug Court may be
cancelled as well. Ford will keep the SAAB informed.
A group discussion followed emphasizing that if treatment is significantly reduced
or eliminated, the entire community will be affected. The cuts to preventative
care will create a collateral cost ―down the road‖.
Sam also shared that there is potential impact to mental health services as well
VI. Old Business
1. Jail Relapse Prevention program Fran
Pat reports that there are more participants. There is a new application at the jail
for community volunteers who want to participate in recovery programs at the jail.
Tony shared that there are 33 community volunteers assisting in the jail and 150
community volunteers assisting the Jefferson County Sheriff’s Office.
2. Status of the BJA grant Sam
A JCSO/JMHS grant application was written by Tom Brotherton and submitted.
The focus of the grant would be providing training for 1st responders on how to
respond to mental health issues. Also could set up a mental health diversion
court process.
3. Goals from the communication subcommittee Chase
Not received yet
4. Let’s Draw the Line Coleman
Coleman in Washington, DC for CADCA Conference
Kelly Matlock shared that the Student Task Force at Port Townsend High
School is working on the campaign/events
Chase will assist with media relations, if desired
Arnie looking into duplicating the campaign in the Chimacum Schools
5. Drug Take Back Program Fran
The RX Takeback Box has been relocated into the PTPD offices for security
issues
PTPD/JCSO are working together on policies and procedures
New marketing materials will be compiled when discrepancies/information is
clarified
6. New Board member orientation Julia
Orientation held today
New flowcharts were provided to all board members to show the distribution
of substance-abuse-related funding in the County as well as committee and
board membership information.
VII. New Business
Subcommittee work groups—the subcommittees met and worked on their respective
plans.
