III. Approval of the February, 2011 SAAB meeting minutes – Approval of February minutes
held over until the April, 2011 meeting.
IV. Public Comments/From the Floor/Announcements
Fran Joswick has received notice that Arnie Danberg has resigned from the board due to
medical reasons. His resignation is effective immediately.
V. Provider Reports
Prevention – Kelly
Tobacco
15 PTHS student were trained on February 16th in the TATU program
(Teens Against Tobacco Use). They will be facilitating the TATU classes
with 4th graders on March 23rd at Blue Heron and Swan School.
Karen Obermeyer and PTHS students conducted 20 tobacco retailer
compliance checks, and there were no sales to minors. The group is
“Drawing the Line” between kids and tobacco. This activity is funded by
the limited remaining tobacco funds.
DBHR Prevention Redesign – Cohort 1
The Division of Behavioral Health and Recovery is underway with the
Prevention Redesign. Jefferson County Public Health and OESD 114
were chosen to be one of 12 counties to participate in the first wave of
the redesign plan, which is called Cohort 1. The Cohort 1 Team (Julia
Danskin, Kelly Matlock, Karen Obermeyer, and Anne Burns from OESD
114) have been meeting and developing the new plan that will be in
effect as of July 1, 2011. Thursday, March 10th, the next Cohort 1
meeting will be in Olympia.

Project Alert
Karen Obermeyer has completed the 11 sessions for the 6th grade
Project Alert classes at Blue Heron Middle School and Chimacum Middle
School. She has completed the 3 booster sessions for the 7th grade
classes at Blue Heron, Chimacum and Quilcene Middle Schools. Due to
academic concerns for the 6th grade class in Quilcene, the Project Alert
6th grade classes in Quilcene will not happen this year, but are being
planned for next year.
Let’s Draw the Line
The Port Townsend High School Student Task Force is facilitating the
“Let’s Draw the Line” social awareness campaign sponsored by the
Division of Behavioral Health and Recovery. The campaign is asking for
individuals and the community to “draw a line” between youth and
alcohol. JCPH staff has facilitated the application process for this
campaign and are giving technical assistance to Barbara Hanson, the
Student Assistance Professional and the Advisor for the PTHS Student
Task Force. The “Let’s Draw the Line” media event is tentatively
planned for some time during the month of April.
Protecting You / Protecting Me
The Protecting You/Protecting Me classes in Port Townsend, Chimacum,
Quilcene and Brinnon are being scheduled now. They will be facilitated
between now and the end of the school year by school district staff, the
Sheriff’s Department. In a spirit of cooperation, Kellie Greenspane, the
Sheriff’s Department will be facilitating the classes at Blue Heron.
Drug Free Community Grant
Jefferson County Community Network decided to not apply for the
Drug Free Community Grant this year. This next year the emphasis will
be in developing the coalition.
Community Teen Read
Jefferson County Public Health has partnered with the Port Townsend
Public Library for a Teen Community Read this March and April. The
book that will be used is 13 Reasons Why. Numerous activities in the
community and the PTHS have been planned to help teens and
community members process the book. The Teen Read will be a part of
the April “Our Kids: Our Business” social awareness campaign.
Our Kids: Our Business
Jefferson County Public Health and Jefferson County Community
Network are again partnering to sponsor the “Our Kids: Our Business”
social awareness campaign that involves many other community
partners. The SAAB will be given more information as more develops.
Public Health- Julia
Julia announced the Tobacco Prevention funding ended on 12/31/10 and that Kelly was
working on redesigning Drug and Alcohol funding with the State.
County Drug and Alcohol Coordinator - Ford
Ford reported Safe Harbor is focused on keeping its head above water. Fiscal concerns
have resulted in the Administrator, Kathy Shipman retiring earlier that she planned and a
senior counselor has been laid off. Ford is now providing clinical supervision and Teresa

Wirth will be the Administrator starting April 1st, 2011. The agency will not be able to
replace her existing position of Office Manager. Fran brought up the option of possibly
using volunteers to enable existing staff to continue to do their jobs.
The State continues to work on moving ADATSA and Disability Lifeline funding to Title
XIX funding.
VI. Old Business
Relapse Prevention Jail Program Fran
Fran stated the RPG at the jail is going well. Pat Wiggins reported there was a wait list for
male inmates for part of the month. It was also reported that the greatest source of
substance abuse issues for this month has been related to alcohol.
Status on the BJA Grant Sam/Ford
No Report
Status on Drug Take Back program Conner/Fran
Conner provided a draft of a press release announcing another unwanted prescription
drug take back event. It is scheduled for April 30th, 2011 at the Port Townsend Police
Department from 10:00 a.m. to 2:00 p.m.
Fran reported she had not heard any news on SB 5234. David Sullivan stated it appeared
the bill had died on the floor. SB 5234 would have meant pharmaceutical companies
would have had to pay for Drug Take Back boxes across the nation. Catharine Robinson
suggested approaching community service clubs (Elks, Rotary, etc.) about funding new
Take Back boxes. Conner will provide the costs of these boxes at the next meeting.
VII. New Business
Fran raised the idea of changing the sub committees to address the goals of the SAAB.
