Meeting Minutes
Board Members Present: Conner Daily, Ray Hunter, David Sullivan, Sam Markow, Mike Phimister,

I. Introductions – Kay Pownall was introduced to the board members. Conner informed the
group that Kay has submitted a letter of interest in becoming a SAAB member. Julia
Danskin will be scheduling an interview for Kay.

V. Provider Reports
Prevention – Kelly
DBHR Prevention Redesign – Cohort 1
The Division of Behavioral Health and Recovery is underway with the Prevention
Redesign. Jefferson County Public Health and OESD 114 were chosen to be one of 12
counties to participate in the first wave of the redesign plan, which is called Cohort 1.
The Cohort 1 Team (Julia Danskin, Kelly Matlock, Karen Obermeyer, and Anne Burns
from OESD 114) have been meeting and developing the new plan that will be in effect
as of July 1, 2011. Kristin Schutte from OSED114 and Kelly Matlock attended the state-
wide face to face meeting last Thursday, May 5th, in Yakima.
Project Alert
Karen Obermeyer has completed the 11 sessions for the 6th grade Project Alert classes
at Blue Heron Middle School and Chimacum Middle School. She has completed the 3
booster sessions for the 7th grade classes at Blue Heron, Chimacum and Quilcene
Middle Schools. Due to academic concerns for the 6th grade class in Quilcene, the
Project Alert 6th grade classes in Quilcene will not happen this year, but are being
planned for next year.

Port Townsend High School Student Task Force
The Port Townsend High School Student Task Force has received a scholarship from
the Washington State Office of the Attorney General to attend the Spring Youth
Prevention Summit May 18th and 19th at the Great Wolf Lodge in Grand Mound,
Washington. The students will be presenting on the social norms campaign they have
been working on this spring.
Protecting You / Protecting Me
Chimacum School District (only has PY/PM in the 5th grade class)
5th grade - Kelli Greenspane did all 8 lessons.
Port Townsend School District
5th grade - Mike Evans and Garin Williams have completed 4 of the 8 classes so
far, and will have them all completed by the end of the year.
4th grade- will start with the classes next year.
3rd grade – Jeanie Glaspel has facilitated all 8 lessons.
2nd grade – Jeanie Glaspel will have all 8 lessons facilitated by the end of the school
year.
1st grade - Jeanie Glaspel has facilitated all 8 lessons.
Quilcene School District
Unable to facilitate any grade levels due to budgetary concerns.
Brinnon School District
Classes in Brinnon are combination grade levels. This year all students in the
combination classes received one of the PY/PM grade level curriculums. This was the
first year that Brinnon had these classes facilitated, and the feedback from the staff was
very enthusiastic and supportive.
Two Highlights of the “Our Kids: Our Business” campaign
1. The Port Townsend Public Library Teen Community Read of the book, 13 Reasons
Why, also sponsored many activities to help community members discuss and process
the book. There were visual arts, poetry and theater workshops, and book discussions.
Student works were displayed (visual) and read (poetry) as a part of the Gallery Walk.
Jay Asher, the author, made a number of community talks about his book.
2.OESD sponsored a PTHS staff training and a community parent training with Dr.
Dennis Embry, a prevention scientist. His presentations were very well received. Carrie
Erhardt, the principal at PTHS, told me that she and the staff were so impressed that
Carrie is investigating ways to bring Dr. Embry back to the district for more trainings
and/or projects.
Public Health- Julia
Siri Kirshner will be presenting data from the Healthy Youth Survey on May 18, 2011 at
4:00 pm at the Mt. View Facility.
Julia reports that with Anne Dean leaving her position as Prevention Coordinator the
Community Network will be losing Anne’s support.
There is no Board of Health meeting scheduled for May. The next meeting will be held in
June.
County Drug and Alcohol Coordinator - Ford
Ford reported upcoming changes with State contracts. All contracts will be performance
based, which will mean counties will need to maintain a standard of contract performance
to continue to receive State funding.

VI. Old Business
Relapse Prevention Jail Program Conner/Chase
Pat Wiggins reports consistent attendance to the Jail Relapse Education program.
Participant numbers are at 14-15, and 12-step community members’ involvement has
increased
Let’s Draw the Line Kelly
Kelly reported that Barb Hansen has suspended pursuing funding through the “Let’s
Draw the Line campaign.
Status on Drug Take Back program Conner
Conner had Kay Pownall report on the National Drug Take Back day on April 30, 2011 as
she manages the take back program for the Port Townsend Police department. Kay
reported that 25 people brought in drugs weighing approximately 22 pounds.
Julia stated several people have tried to bring drugs into the Department of Public Health
and suggested changing the flyer to include a phone number and website for disposal
sites.
Subcommittee work groups
No reports
VII. New Business
Other: Sam requested ideas from SAAB members on how to get the word out to the
community about services available to people in the community that may otherwise “fall
under the wire.” Sam reported he had contacted the new Port Townsend radio station
about the possibility of a public announcement.
The group had a discussion on the recent suicide of a Chimacum High School student as
well as resources available to youth on suicide prevention.
