Julia reported that Anne Dean has verbalized her intention of resigning from the SAAB.
She will be submitting her letter of resignation.
V. Provider Reports
Prevention – Kelly
DBHR Prevention Redesign – Cohort 1
The Division of Behavioral Health and Recovery (DBHR) is underway with the Prevention
Redesign Initiative (we have been referring to this as “Cohort 1”). For Jefferson County the
next step/steps will be a series of trainings over the next eight months by the evidence-based
Communities that Care from the UW and DBHR staff for the Jefferson County Community
Network (JCCN) Board Members. Julia Danskin and Kelly Matlock are working to open up
participation in these trainings to other interested community members, specifically SAAB
Board Members.
Project Alert
DBHR has changed the way that it is funding prevention services for Jefferson County
through the Prevention Redesign Initiative. With this restructuring there is no money for
the direct service delivery of Project Alert. There are City of Port Townsend prevention
funds through 12-31-11 that will be used for Karen Obermeyer’s facilitation of the Project
Alert classes for the 6th and 7th grades at Blue Heron Middle School in the fall of 2011.
City of Port Townsend prevention funds for 2012 are unclear at this time. Jefferson
County Public Health is working to identify funds that can be used to pay for Karen
Obermeyer to facilitate Project Alert classes to the other middle schools in the county for
the 2011 – 2012 school year.

Port Townsend High School Student Task Force
The Port Townsend High School Student Task Force received a scholarship from the
Washington State Office of the Attorney General to attend the Spring Youth Prevention
Summit May 18th and 19th at the Great Wolf Lodge in Grand Mound, Washington. The
students made a presentation on the social norms campaign they did last spring.
Protecting You / Protecting Me
Chimacum School District (only has PY/PM in the 5th grade class)
5th grade - Kelli Greenspane facilitated all 8 lessons.
Port Townsend School District
5th grade - Mike Evans and Garin Williams facilitated all 8 classes.
4th grade- will start with the classes next year.
3rd grade – Jeanie Glaspel facilitated all 8 lessons.
2nd grade – Jeanie Glaspel was unable to do these lessons this year.
1st grade - Jeanie Glaspel facilitated all 8 lessons.
PLEASE NOTE: Jeanie Glaspel has retired. Greg Peterson will be replacing her.
Kelly Matlock is working with DBHR to get the funds to have Greg Peterson
trained in the curriculum for next year.
Lynn Humphrey, a volunteer with the PT Police Department, will be training in the
curriculum this summer in order to facilitate the classes for the 4th grade at Blue Heron
Middle School for the 2011 – 2012 school year.
Quilcene School District
Unable to facilitate any grade levels due to budgetary concerns.
Brinnon School District
Classes in Brinnon are combination grade levels. This year all students in the
combination classes received one of the PY/PM grade level curriculums. This was
the first year that Brinnon had these classes facilitated, and the feedback from the
staff was very enthusiastic and supportive.
Public Health- Julia
The next Board of Health meeting is scheduled for Thursday, July 21, 2011
County Drug and Alcohol Coordinator Ford
Ford announced that there has been a 2% budget cut for the upcoming fiscal year and it is
anticipated there are more to come. The Division of Behavioral Health and Recovery
(DBHR) is currently exploring different models for service delivery.
VI. Old Business
Relapse Prevention Jail Program Fran
Pat reported that there continues to be approximately 15 people per month attending the
Relapse Prevention program in the jail. Additionally, there are 4 AA meetings in the jail
per week.
Let’s Draw the Line Kelly/Mike
Let’s Draw the Line has taken a back seat to other projects. Mike presented the following
proposal to the SAAB on a possible SAAB project.
On June 29, 2011, Barbara Hansen, Kelly Matlock, and Mike Phimister met at Port
Townsend High School to discuss a project aimed at addressing the consequences of
underage drinking. Carrie Ehrhardt was aware of the topic of the meeting but was unable
to attend.

A recent presentation of the current Washington Healthy Youth Survey (middle school
through high school) was made by Jefferson County Public Health to community
members. The results of the survey indicate that Jefferson County youth have elevated
levels of substance use (alcohol and other substances) when compared to the statistics
for Washington State. This information supports the observations of Barbara Hansen, the
PTHS and CHS Prevention Specialist, in her work with local youth in terms of how
pervasive substance use and abuse is among county teens. Due to the age of the survey
respondents, the implication exists that they are being supplied by adults, some of whom
may also be providing user friendly environments where underage drinking/drugging is
permitted.
Earlier this year the Jefferson County Substance Abuse Advisory Board gave tentative
approval to support the Let’s Draw the Line, a Division of Behavioral Health and
Recovery (DBHR) state-wide media campaign for the spring of 2011. The objectives of
this campaign were to:
Mobilize youth groups across the state to carry out this campaign to inform adults as to
the legal consequences for supplying alcohol to minors;
To proactively let the adult community know that youth want the community’s support in
keeping alcohol out of the hands of minors; and
To start a conversation in our communities about this issue.
Initially the PTHS Student Task Force chose to take on this campaign project for the City
of Port Townsend. While the Student Task Force was able to fulfill many of the required
tasks associated with the campaign, due to a variety of factors, it was not able to
complete the campaign as prescribed by DBHR. Consequently the local efforts did not
generate a community dialogue regarding the issues of underage drinking.
HISTORY OF THE PARENT PARTY PATROL
Linda Elliott was a concerned parent in Tacoma, Washington. She began to ask where
her underage son was spending his weekend evenings. She found out that he was
attending underage drinking events. Linda then went to local law enforcement and asked
if she could ride along on their underage drinking calls. From the information she
gathered, Linda started a program called the Parent Party Patrol. The Parent Party
Patrol, now a non-profit that has chapters around the country, attempts to inform parents
of the consequences they and their children face when disaster caused by underage
drinking occurs.
The organization of PPP focuses on communicating with local citizens by means of a
panel, made up of local citizens, that addresses a community gathering. A typical panel
consists of a state or local insurance expert, a member of law enforcement, a parent of a
child involved in an underage drinking event, an attorney, an emergency room medical
professional and a city or county official. Attendees are typically concerned parents,
grandparents raising grandchildren, non-parental guardians, members of local service
organizations, and members of faith communities. Students are not asked to attend.
Referrals for additional information are available to those requesting assistance.
While the SAAB represents the whole county, Barbara Hansen, Kelly Matlock and I
discussed the possibility of developing a local professional panel presentation like the
ones that the Parent Party Patrol in Tacoma have developed to use as a pilot in Port
Townsend. It would be my hope and objective to have this professional panel
presentation occur sometime this fall and that it would generate the organization of a
local Parent Party Patrol that would function countywide.
Knowing that the PTSD did not have the ability at this time to take this on as a project,
Kelly Matlock suggested that the professional panel presentation be presented to the
SAAB in an effort to have SAAB take this on as a project. If SAAB decides to do this, the
PTHS will provide a space for the presentation. Information about a community meeting

could be disseminated via the local radio station, churches, school newsletters, and
newspapers. If the SAAB agrees to support this project, it would be necessary to act in a
timely fashion to establish a list of panel members and their willingness to participate and
to schedule the presentation with PTHS.

IF THE PLAN IS ADOPTED, SOME OF THE NEXT STEPS FOR SAAB
All Board Members are to bring two names of potential panelists to the August
meeting. Not having a date for the event, a primary and backup participant would be
important. Categories to be filled are:
a. a state or local insurance expert
b. a member of law enforcement
c. a parent of a child involved in an underage drinking event
d. an attorney
e. an emergency room medical professional and
f. a city or county official
To set (negotiate) a date, a SAAB Board Member will need to contact the primary
community members or the secondary community member who have volunteered to be a
part of this panel presentation and Carrie Erhardt, the PTHS Principal.
Once a date is set, who will be responsible for creating a flyer? Mike Phimister will
handle the posting at obvious locations.
Once a date is set, SAAB members who will commit to contacting media/organizations
for promotion need to be determined.
A source for resource information (pamphlets, etc.) needs to be found.
At some point the District Superintendent and the School Board will have to be
informed. Who will do this before a presentation date is set? Please note: A
Superintendent who is sensitive to dispersal of student use and drug information may not
approve of the presentation...especially around levy time.

VII. New Business
Fran presented the following proposal for a SAAB Community Outreach project
Purpose of the project: To increase the awareness of community members of the hidden
and collateral costs associated with substance abuse, alcohol and prescription medication
to Jefferson County residents. To be accomplished through presentations by SAAB
members to community groups and organizations.
Committee #1
Develop a list of appropriate community organizations with the name of group, program
contact person and phone number.
Committee #2
Develops outlines for speakers to use for presentations using The Collateral Cost Study
and The Drug Take Back program. Presentations to include dollar amounts in specific
areas and remedial actions already in place (jail relapse prevention and drop off boxes).
The outlines will serve to promote consistency and accuracy when speakers address
groups but allow for individual delivery styles.

Committee #3
Select 4 organizations from the list compiled by Committee #1, contact the appropriate
person and do a presentation to the group using the outline developed by Committee #2.
Be prepared to lead a short discussion period to obtain feedback and possible solutions to
the problems identified in the presentation (teams of 2 suggested). Fran asked SAAB
members to sign up for the above mentioned committees.
