Meeting Minutes

III. Approval of the May 2011 SAAB meeting minutes Arnie Danberg stated the lead position
for committee #1 was actually David Sullivan and not Arnie, M/S/A Ray Hunter/Chase
Glenn/All as amended
IV. Public Comments/From the Floor/Announcements
Teresa informed the board that keeping up with SAAB duties was getting more
challenging due to the change in her job duties and a reduction in staff necessitated by
budget cuts. Therefore, Teresa has asked members to limit the number of requests for
additional support. Updated member rosters were handed out so members could forward
information directly to SAAB members rather than send it to Teresa. Teresa also
requested members send electronic documents of information intended for the minutes in
a timely manner. Fran informed the group that she will be editing the minutes now as the
secretary position is currently vacant. Members were also asked to bring copies of
information they wanted to hand out at board meetings.
V. Provider Reports
Prevention – Kelly
DBHR Prevention Redesign – Cohort 1
The Division of Behavioral Health and Recovery (DBHR) is underway with the
Prevention Redesign Initiative (we have been referring to this as “Cohort 1”). For
Jefferson County the next step/steps will be a series of trainings by the evidence-
based Communities that Care from the UW and DBHR staff for the Jefferson
County Community Network (JCCN) Board Members. Julia Danskin and Kelly
Matlock are working to open up participation in these trainings to other interested
community members, specifically SAAB Board Members. On the back side is the
proposed timeline for these trainings.

Also, DBHR will be producing a brochure for Jefferson County for PRI and for the
State. See samples that Kelly has brought. The purpose for the brochures is to:
• Assist us in explaining what PRI is to the community;
• Assist us in recruiting new Board Members for the Network;
• Illustrate to other Cohort 1 and Cohort 2 counties what we are doing
Prevention Summit
The DBHR fall state-wide Prevention Summit in Yakima has been scheduled for
October 27th through 29th. DBHR is offering individuals free registration (which
includes hotel and food) at the Summit in exchange for 10 hours of volunteer work
at the Summit. If you are interested in working as a volunteer at the Summit,
contact Kelly at 379-4476 or kmatlock@co.jefferson.wa.us.
Project Alert (current status - no change since last month)
Port Townsend High School Student Task Force (current status - no change since
last month)
Protecting You / Protecting Me (current status - no change since last month)
PLEASE NOTE: Mark Decker has left Port Townsend School District. Tom Kent
will be the interim Principal for Blue Heron Middle School. We do not know if this
will have any impact on the prevention work we do with PTSD.
Public Health- Julia
Julia provided members with an updated member roster. Julia reported that a letter of
resignation from Anne Dean had been received. The next Board of Health meeting is
scheduled for Thursday, August 18, 2011
County Drug and Alcohol Coordinator Ford
Ford reported that with the 2.5% budget cut already realized by Safe Harbor the potential
of funds being cut from the 1/10 of 1% funding would impact services in Jefferson County
greatly. Ford shared that he could not provide free services and a reduction in the 1/10 of
1 % funding would cause a termination of Safe Harbor’s participation in the follow
services:
Drug Court District Court
Topside Family Therapeutic Court
Jail Relapse Prevention Jail Assessments
Fran asked who was on the Mental Health/Substance Abuse (MH/SA) oversight
committee and Julia provided the names of the individuals on this committee. Conner
Daily and Catharine Robinson represent the SAAB on this committee. David Sullivan
provided information on how the committee works with the County Commissioner’s office
and the fact that recommendations from the committee can be challenged by the
community. Sam Markow stated he has attended many of the MH/SA oversight meetings
and felt mental health and substance abuse services were not advocated for. Several
members voiced their concerns about funding, that was intended to be used for Mental
Health and Substance Abuse services, facing cuts so the funding could be used on other
services in Jefferson County. Tony Hernandez also voiced a concern that he was unaware
of the oversight committee and that Jefferson County Sherriff’s Department was not
represented on the committee. It was agreed that SAAB members would be attending the
next MH/SA oversight committee meeting on September 6th, 2011 at 3:00 pm in the
County Commissioners chambers to ensure the MH/SA oversight committee realizes that
funding for mental health and substance abuse services needs to be the priority. SAAB
members will also be asking for clarification on the initial intent of the 1/10th of 1% funds
and what deviations have occurred from the original intent.

VI. Old Business
Relapse Prevention Jail Program Fran
Fran reported there continues to be 7-8 participants in the Jail Relapse Prevention
program. Currently there are four 12-step meetings each week at the jail, two meetings
for the men and two meetings for the women.
Parent Party Patrol Mike/Kelly
Mike and Kelly are in need of names and contact information from SAAB members as
requested at the last meeting. Fran stated she had 2 names and she knew Conner had 2
names also. Fran requested SAAB members email two names and contact information to
Kelly and Mike before the next meeting. Kelly and Mike will work on narrowing down a
date. Mike will be contacting the Tacoma Parent Party Patrol for resources and
strategies.
