View Facility 1925 Blaine Street, Port Townsend Room 6 Meeting Minutes Board Members Present: Fran Joswick , Ray Hunter, David Sullivan, Mike Phimister, Arnie Danberg, Sam Markow, Catharine Robinson, Hargopal Boyd, Conner Daily, Anne Dean Board Members Absent: Coleman Riddle, Kay Pownall, Tony Hernandez, Chase Glenn Staff Present: Ford Kessler, Teresa Wirth, Kelly Matlock, Julia Danskin Staff Absent: Guests: I. Approval of Agenda –M/S/A Ray Hunter/ Hargopal Boyd/All II. Introductions - Anne Dean has rescinded her resignation from the board and was welcomed back by the board members and staff. III. Approval of the August 2011 SAAB meeting minutes M/S/A David Sullivan/Ray Hunter /All as amended IV. Public Comments/From the Floor/Announcements Fran thanked the members of the board for attending the recent MH/SA Oversight Committee meeting. Fran informed members that at the meeting Scott Rosecrans, Jefferson County Prosecuting Attorney announced that Jefferson County had been approved to develop a Mental Health Court. Fran asked MH/SA Oversight Committee members representing the SAAB to make reports to the SAAB on issues impacting or involving substance abuse and mental health that are on the Oversight agenda. V. Provider Reports Prevention – Kelly DBHR Prevention Redesign – Cohort 1 (current status - change from last month indicated by italics) The Division of Behavioral Health and Recovery (DBHR) is underway with the Prevention Redesign Initiative (we have been referring to this as “Cohort 1”). For Jefferson County the next step/steps will be a series of trainings by the evidence-based Communities that Care from the UW and DBHR staff for the Jefferson County Community Network (JCCN) Board Members. Julia Danskin and Kelly Matlock are working to open up participation in these trainings to other interested community members, specifically SAAB Board Members. Below is the proposed timeline for these trainings, but it is behind schedule. 2 APPROVED OCT. 11, 2011 Draft sequence for Port Townsend CTC July and August 2011 Getting set up, trainers recruited, organized for training September 2011 Coordinator training October 2011 CTC Phase 1 and 2 November and December 2011 CTC phase 3 January and February 2012 CTC phase 4 March through May 2012 CTC phase 5 Community coordinator training to learn CTC process – in our case this would be Jefferson County person(s) plus our DBHR staff 2 days Community Board Orientation (to include Key Leader Orientation) 2 days Assessment Workgroup training ½ to 1 full day working directly w/ data Resource assessment 1 day Community Planning Training - apply the prioritizations from the previous trainings and work 2 days Implementatio n trainings 2 days PRI plan due at end of January 2012 Also, DBHR will be producing a brochure for Jefferson County for PRI and for the State. They should be delivered in the next month. The purpose for the brochures is to: • Assist us in explaining what PRI is to the community; • Assist us in recruiting new Board Members for the Network; • Illustrate to other Cohort 1 and Cohort 2 counties what we are doing Prevention Summit The DBHR fall state-wide Prevention Summit in Yakima has been scheduled for October 27th through 29th. Kelly Matlock, the PRI Community Coordinator, will be attending. The PTHS Student Task Force is applying for a scholarship to attend. If it receives the scholarship, it will be the second year the Task Force has participated. Marla Overman, the manager for the Boiler Room, has applied for a volunteer scholarship for the Summit, and will attend if she receives the scholarship. Project Alert DBHR has changed the way that it is funding prevention services for Jefferson County through the Prevention Redesign Initiative. With this restructuring there is no money for the direct service delivery of Project Alert. There are City of Port Townsend prevention funds through 12-31-11 that will be used for Karen Obermeyer‟s facilitation of the Project Alert classes for the 6th and 7th grades at Blue Heron Middle School in the fall of 2011. Karen started the 6th grade classes on 9-13-11. City of Port Townsend prevention funds for the 2012 – 2013 school year are unclear at this time. Protecting You / Protecting Me Changes in staff to facilitate PY/PM: Lynn Humphrey, a volunteer with the PT Police Department, has been trained in the 4th grade curriculum this summer and will be facilitating the 4th grade classes at Blue Heron. Greg Peterson, who has replaced Jeanie Glaspel as the counselor at Grant Street, and Jodi Crimmins, the Grant Street Librarian, are in the process of being trained in all 5 grades and plan to facilitate the classes for grades 1 through 3. Chimacum School District (only has PY/PM in the 5th grade class) 3 APPROVED OCT. 11, 2011 5th grade - Kelli Greenspane will facilitate all 8 lessons. Port Townsend School District 5th grade - Mike Evans and Garin Williams will facilitate all 8 classes. 4th grade- Lynn Humphrey will be facilitating these classes. 3rd grade – Greg Peterson and Jodi Crimmons will facilitate all 8 lessons. 2nd grade – Greg Peterson and Jodi Crimmons will facilitate all 8 lessons. 1st grade Greg Peterson and Jodi Crimmons will facilitate all 8 lessons. Quilcene School District Unclear about whether or not Quilcene will facilitate these classes due to staff funding issues. Brinnon School District Brinnon staff is tentatively planning to facilitate the PY/PM classes again this year. Classes in Brinnon are combination grade levels, so the classes will be provided in somewhat of a different format. . Public Health- Julia Julia reported the Public Health Department continues to deal with the budget reductions and the impact on services. The next Board of Health meeting is scheduled for Thursday, September 15, 2011. Julia informed the SAAB members that since Anne Dean‟s letter of resignation had not been voted on for acceptance by the Board of Health her resignation from the SAAB would be rescinded. County Drug and Alcohol Coordinator Ford Ford thanked the SAAB members for their support at the MH/SA Oversight Committee meeting. Ford reported he has a meeting on Thursday with Mental Health to discuss the Recovery- Oriented Systems of Care. He will also be going to the County Coordinator‟s meeting in Wenatchee on September 20 and 21, 2011. Mental Health will be meeting with Substance Abuse to discuss service delivery. PT Police Dept Medication Take Back Kay Pownall No report. Sheriff’s Dept Medication Take Back Tony Fran reported the Sherriff‟s Department took in 5.5 pounds of medication in August. VI. Old Business Relapse Prevention Jail Program Fran Fran reported Pat Wiggins is on vacation and she has not received a report yet. Parent Party Patrol Mike/Kelly Mike handed out a “to do” list to members. Conner reported he has the name of an ER doctor for the project. Discussion on date(s) to present to the community. The Board agreed to defer until spring of 2012. Discussion on steps to be completed to prepare for spring presentation. Julia Danskin suggested involving Barb Carr with the project. Kelly Matlock will contact Barb Carr. Goal for next month is to fill slots identified on #2 of the „to do” list. Kelly suggested the board consider a different name for this project. Committee #1 has developed a list of organizations. Fran requested a report from both committee #1 and #2 at the next meeting. 4 APPROVED OCT. 11, 2011 VII. New Business Fran asked members to support the following action alert. Complete and immediate elimination of the Office of Juvenile Justice and Delinquency Prevention (OJJDP) Enforcing Underage Drinking Laws (EUDL) funding in Washington State would mean: $1.4 Million eliminated in FFY 2011 and FFY 2012 Elimination of staff support for the Washington State Coalition to Reduce Underage Drinking Elimination of resources to support "Let's Draw the Line" communications campaign Elimination of State coordination support for Underage Drinking Town Hall Meetings Reduction in financial support for Washington State Annual Prevention Summit Reduction in financial support for the Washington State Healthy Youth Survey Reduction in capacity to develop and implement enforcing underage drinking laws pilot projects in target communities Please Contact Senator Patty Murray at her Washington DC office today (or tomorrow 9/13, at the latest) at the number below.
