Fran announced she had attended the recent Drug Court graduation and that she felt it
was the “best one yet.” She encouraged SAAB members to attend a graduation if they
have not done so.
V. Provider Reports
Prevention – Kelly
DBHR Prevention Redesign – Cohort 1 (current status - change from last month
indicated by italics and red font)
The Division of Behavioral Health and Recovery (DBHR) is underway with the Prevention
Redesign Initiative (we have been referring to this as “Cohort 1”). For Jefferson County
the next step/steps will be a series of trainings by the evidence-based Communities that
Care from the UW and DBHR staff for the Jefferson County Community Network (JCCN)
Board Members. The first training for the coordinator (Kelly, Julia and Anne will be
attending) will be Tuesday, October 25th. The Key Leader Orientation has been
tentatively planned for mid-January. See new timeline on the back of this page. Also,
DBHR will be producing a brochure for Jefferson County for PRI and for the State. They
should be given to us at the Prevention Summit Oct 27th – 29th. The purpose of the
brochures is to:
• Assist us in explaining what PRI is to the community;
• Assist us in recruiting new Board Members for the Network;
• Illustrate to other Cohort 1 and Cohort 2 counties what we are doing

Prevention Summit (current status - change from last month indicated by italics and red

The DBHR fall state-wide Prevention Summit in Yakima has been scheduled for October
27th through 29th. Kelly Matlock, the PRI Community Coordinator, will be attending. The
PTHS Student Task Force has received a scholarship for 6 students and two parent
chaperones to attend. This is the second year the Task Force has participated. Marla
Overman, the manager for the Boiler Room, has applied for a volunteer scholarship for
the Summit, and will attend if she receives the scholarship.
Project Alert (current status - change from last month indicated by italics and red font)
DBHR has changed the way that it is funding prevention services for Jefferson County
through the Prevention Redesign Initiative. With this restructuring there is no money for
the direct service delivery of Project Alert. There are City of Port Townsend prevention
funds through 12-31-11 that will be used for Karen Obermeyer’s facilitation of the Project
Alert classes for the 6th and 7th grades at Blue Heron Middle School in the fall of 2011.
Karen started the 6th grade classes on 9-13-11. City of Port Townsend prevention funds
will end at the end of 2011.
Protecting You / Protecting Me (current status - change from last month indicated by
italics and red font)
Changes in staff to facilitate PY/PM:
Lynn Humphrey, a volunteer with the PT Police Department, has been trained in
the 4th grade curriculum this summer and will be facilitating the 4th grade classes
at Blue Heron. Lynn and Kelly Matlock will be meeting with the 4th grade teachers
to schedule the classes tomorrow, Oct. 12th.
Greg Peterson, who has replaced Jeanie Glaspel as the counselor at Grant
Street, and Jodi Crimmins, the Grant Street Librarian, are in the process of being
trained in all 5 grades and plan to facilitate the classes for grades 1 through 3.
Chimacum School District (only has PY/PM in the 5th grade class)
5th grade - Kelli Greenspane will facilitate all 8 lessons.
Port Townsend School District
5th grade - Mike Evans and Garin Williams will facilitate all 8 classes.
4th grade- Lynn Humphrey will be facilitating these classes.
3rd grade – Greg Peterson and Jodi Crimmons will facilitate all 8 lessons.
2nd grade – Greg Peterson and Jodi Crimmons will facilitate all 8 lessons.
1st grade Greg Peterson and Jodi Crimmons will facilitate all 8 lessons.
Quilcene School District
Unclear about whether or not Quilcene will facilitate these classes due to staff funding
issues.
Brinnon School District
Brinnon staff is tentatively planning to facilitate the PY/PM classes again this year.
Classes in Brinnon are combination grade levels, so the classes will be provided in
somewhat of a different format.

Public Health- Julia
Julia reported the next Board of Health meeting is scheduled for October 20, 2011 and the
agenda has not been completed. Fran requested Julia have the projected budget cuts
added to the agenda.
County Drug and Alcohol Coordinator Ford
Ford reported he had attended a work group in Olympia last Friday and there is talk of a
55% reduction to the FY 2012 budget and another 73% reduction for the FY 2012-13.
Funding for ADATSA and Disability Lifeline will be completely done away with, leaving
funding only for Criminal Justice Treatment Act (CJTA) clients and some Medicaid clients
(pregnant women). Ford shared his thoughts on the huge impact cutting Substance Abuse
funding will have on communities throughout Washington. Should the above mentioned
budget cuts be implemented it would mean Safe Harbor will have to close down as Ford
will not be able to afford to provide treatment. Fran had Ford write a letter describing the
impact of reducing Substance Abuse funding and had Teresa put the letter on SAAB
letterhead. These letters were addressed to Governor Gregoire, Senator’s Hargrove and
Murray and Representatives Dunshee, Tharinger, and Van De Wege. The letters were
signed by attending members of the SAAB and Ford stated he would see if he could get
Sherriff Hernandez and Commissioner David Sullivan to sign the letters before they are
mailed. Julia requested a copy of this letter be sent to her so she could present it at the
next Board of Health meeting.
PT Police Dept Medication Take Back Kay Pownall
Kay provided a documentation of the amount of drugs received in the Drug Take Back
box. The total amount collected in the past quarter is 23.5 pounds.
Sheriff’s Dept Medication Take Back Tony
Fran reported the Sherriff’s Department took in 4.7 pounds of medication in September.

VI. Old Business
Relapse Prevention Jail Program Fran
Fran reported Pat Wiggins is still on leave but she has been informed that there
continues to be 12-14 participants in the Jail Relapse Prevention group.
Parent Party Patrol Mike/Kelly
Kelly discussed the need to schedule the Spring Presentation. The Public Library is
available for the entire month of March, 2012. There was much discussion on the date
the presentation should be scheduled for. Kelly is going to look into options that were
discussed and get back to the board with a date recommendation.
There was some discussion on a new name for this project and no recommendations
were made. Fran asked member to continue to come up with ideas and bring them to the
next SAAB meeting.
VII. New Business
Ray Hunter announced he had read the Washington Board of Pharmacy has
permanently banned the sale, possession and use of Spice and Bath Salts.
Anne Dean announced the Port Townsend Police Department and the DEA are
participating in the upcoming National Drug Take Back day. It will be on October
29, 2011 from 10:00 to 2:00 at the Port Townsend Safeway. Anne stated there
was a need for volunteers for this event and Fran stated she would be there.
Ford and Chase will check calendars but stated they would be there if there were
no conflicts on there calendars.
