IV. Public Comments/From the Floor/Announcements
Fran Joswick announced Sam Markow has submitted his letter of interest to the Board of
Health. Fran and John are scheduled to meet with Sam on Tuesday, May 18, 2010. Fran
also informed the members that a retirement party for Mike Blair is scheduled for June 5th,
2010, from noon to 4:00 pm at HJ Carroll Park.
Anne informed the group that Dr. Nicholas Taylor will be doing a presentation in Jefferson
County on June 29, 2010 called ―Why Don’t They Just Quit?‖ Anne will be providing
details on this presentation as they become available. Fran asked SAAB members to get
details out to community members when they become available.
V. Old Business
Update on Relapse Prevention at the jail – Fran
Fran stated the numbers attending the groups at the jail are the same and there is nothing
else to report at this time.
Update on RX disposal - Conner
Conner Daily spoke with Lt. Sherry Crane from Sequim and stated that the more
information he gathers the better he understands the vastness of this project. He is
hopeful that grant funding will support a project manager for this project. Conner will be
checking with the police volunteer coordinator for possible assistance.
Collateral cost final draft - Anne
Anne provided copies of a rough draft for review and details on where the project is going
One hurtle Anne is encountering is the fact that she keeps finding more data to include in
the project. Fran spoke of the need to get this information out in the community before Dr.
Taylor’s presentation. Anne and Fran will work on marketing the results of this project.
John, Anne, and Mike will work on having members from the press attend the next SAAB
meeting for après release on the collateral cost information.

Provider Reports
Prevention – Kelly
Tobacco Report
Karen Obermeyer will be giving quarterly tobacco prevention update to SAAB. 25 more
compliance checks will be completed between now and the end of June. Currently
completed: 25 tobacco retailer compliance checks (2 failures), each retailer received
education through out the year.
TATU (Teens Against Tobacco Use) students from PTHS completed presentations to
four 4th grade classes at Blue Heron. Tom Opstad participated in one of the lessons.
JCPH supported the Boiler Room March tobacco prevention activities which included a
tobacco prevention fair on March 27. 70 participants learned about the dangers of
tobacco use.
JCPH/ Boiler Room joint project received 29 designs for the tobacco prevention design
contest. The winner was chosen and will be printed on mugs for use at the Boiler Room.
Mugs should be received by the end of May.
The State tobacco program was cut again by an additional 2.6 million dollars. The Master
Settlement funding for tobacco ends June 2011.
WA State passed a new tobacco tax bringing the total tax on tobacco to $3.00 per pack.
In the fall the average cost for a pack of cigarettes will be $8.12. The revenue from the
new tax will go into the general fund. It will not be used directly for tobacco programs.
Project Alert
Quilcene 6th and 7th grades students completed the Project Alert lessons in March. 6th
grade lessons at Blue Heron Middle School were completed in December. The 7th grade
booster classes will be completed next week. 6th grade at Chimacum Middle School
were completed in April and the 7th grade boosters will be completed by the end of May.
Protecting You / Protecting Me
Officer Mike Evans and Officer Dan Huynh of the PT Police facilitated the 8 sessions of
the PY/PM classes for the 5th graders at Blue Heron Middle School. Reports from
teachers, students and PT Police is that it was a success. Jane Ainsley facilitated the 8
classes for the 2nd grade class, and Jeanie Glaspell did all of the lessons for 1st grade
and 3rd grade. It was decided that the 4th grade classes will start next year.
Kelly Matlock will be using CPTS training money from DBHR to purchase a copy of the
curriculum and one online training for the Quilcene School District and Brinnon School
Districts. This opportunity has also been offered to Chimacum School District.
Our Kids: Our Business
This year’s campaign was once again well received. See attached sheet for the list of
community events that happened as a part of OKOB this year.
Prevention Investigations
Karen Obermeyer and Kelly Matlock have begun researching a number of ideas to bring
parenting classes and/or groups to Jefferson County. They are also researching a
number of other Best Practice curriculums that could be used in Jefferson County
schools and visited North Mason County to participate in Project Northland.

VI. New Business
Fran announced that there is another Grant opportunity through the Department of Justice
that is very similar to the Grant that the SAAB submitted a proposal for in March. This
grant would provide funding for individuals with substance abuse and mental health issues
that are in jail. Fran will be meeting with Sam Karkow, Ford Kessler and Kathy Shipman
on the 19th of May to discuss pursuing this opportunity.
Other
Fran asked the board members for direction on addressing the delinquency in attendance
or member Laura Blake. Members suggested sending Laura a letter inquiring about her
availability for continuing on the board. Fran asked members to get the word out that the
SAAB needs good people to serve on the board.
