Approval of Agenda – M/S/A John Austin / Ray Hunter/ All II. Introductions – HarGopal Singh Boyd: Potential board member, community volunteer Coleman Riddle: Port Townsend High School student, potential board member, community volunteer Barbara Hansen: Prevention Intervention Specialist, Port Townsend High School/Chimacum High School, Student Taskforce Advisor III. Approval of the July, 2010 SAAB meeting minutes – M/S/A Tony Hernandez/John Austin / All IV. Public Comments/From the Floor/Announcements John Austin shared an article from the Peninsula Daily News regarding Clallam County’s prescription drug return program Fran Joswick shared information about the upcoming statewide SAAB meeting, explaining that they are looking at a possible date change V. Old Business Update on Relapse Prevention at the jail – Fran Fran reported that Pat Wiggins has informed her that the numbers attending the groups at the jail are the same (12-14 participants). Update on RX disposal - Conner/Betty A letter was written by Betty Harmon, signed by Tony Hernandez and Conner Daily and sent to the Drug Enforcement Agency expressing interest in providing prescription drug return/disposal program. Tony investigating collection methods/disposal methods. RXs would be transported to Spokane for disposal. Betty continues work on protocols. Update on March 4, 2010 Justice Grant application - Fran Fran reported she had heard from Senator Cantwell’s office that information regarding the March 4th, 2010 grant applications should be available in September, 2010. SAAB member recruitment - Fran Fran spoke on the need to recruit individuals in positions of decision making for the vacancies on the Board. She then requested suggestions from members. Guest, 2 APPROVED September 14, 2010 Coleman Riddle, was strongly encouraged to apply to Board of Health for board membership. Collateral Cost Campaign/Discussion- Fran Creating an ad campaign to run in The Leader, titled, “Did You Know?”. Ads would focus on facts related to substance abuse and the impact it has on our community. Kelly, Karen, Fran and HarGopal volunteered to be on a workgroup. Meth Action Team will put $750 towards advertising cost. Will also put information in the Healthy Youth News, and possibly radio or PTTV. Questions to address include: o What messages have worked other places? o Is this a proven community level strategy? “Safe Home” Agreements discussed Resource Officer will be back in Port Townsend High School in mid-October. Community presentations to service clubs: For the next meeting, please come prepared with the message you feel SAAB should be telling the community and the name of one group to present to. Ray will attend the fair and talk about SAAB at the Sheriff’s Office tent. Should we have a booth next year? VI. Provider Reports Prevention – Tobacco Report Karen Obermeyer shared an article from The Leader on smoking and pregnancy emphasizing “It’s never too late for pregnant women to quit smoking”. She also included current Jefferson County data and activities in prevention efforts for Summer, 2010. Prevention Report Kelly Matlock provided the following information: Project Alert School Administrators and teachers will not be in the school buildings till the end of the month. Planning for PA classes for the 2010 -2011 school year will not begin till then. Protecting You / Protecting Me CPTS training money from DBHR has been used to purchase: A copy of the curriculum for Brinnon School District and one online training for Gay Corey, a Brinnon teacher; A copy of the curriculum for Quilcene School District and one online training for the Wendy Jones, the school nurse with OESD; One online training for the 5th grade curriculum for Mary Turner with the Jeff. Co. Sheriff’s Dept. Three online trainings for 4th grade for the 3 fourth grader teachers at Blue Heron. For the 2010 – 2011 school year it is planned to have: 2 – 3 grade levels receive PY/PM classes in Quilcene Elementary (5th grade to be facilitated by the Sheriff’s Dept.) New; 2 – 3 grade levels receive PY/PM classes in Brinnon Elementary (5th grade to be facilitated by the Sheriff’s Dept.) New; 5th grade class receive PY/PM classes in Chimacum Elementary (facilitated by the Sheriff’s Dept.); and 1st – 5th grades receive PY/PM classes in Grant Street and Blue Heron (5th grade to be facilitated by the PT Police Dept.) 4th grade will be new. 3 APPROVED September 14, 2010 Parent/School/Community Meeting on Student Substance Use and Abuse There were meetings of concerned parents, PT School District staff, Olympic Educational Service District staff, and other community member at the PTHS library to discuss issues around student substance use and abuse on June 3rd, June 22nd and July 13th. the next meeting will be August 18th at 4:00 pm at the PTHS Library. SAAB will be notified as more develops with this community group. DBHR Prevention Redesign The Division of Behavioral Health and Recovery is initiating the Prevention Redesign. Jefferson County Public Health, Jefferson County Community Network and OESD participated in a conference call on August 9, 2010 about the Redesign. JCPH, JCCN and OESD are discussing whether or not to apply to be a part of the first wave of the redesign plan. SAAB will be notified as more develops. Public Health – Julia No Board of Health meeting in August A letter was mailed to an inactive board member thanking them for their service and releasing them from further responsibilities Provided information about Initiatives 1100 and 1105 which seek to privatize liquor retail and distribution processes. This could result in a loss of liquor excise tax to both Port Townsend and Jefferson County. Liquor excise taxes currently fund prevention efforts for both city and county. John Austin shared that there is a $900k shortfall projected for the 2011 County budget. The Commissioners voted to put a ballot measure seeking 3/10ths of 1% on the November, 2010 General Election ballot. The 3/10ths of 1% tax would hopefully generate $1 million dollars. Funds would be divided as approximately 60% to County and 40% to City of Port Townsend. Funds for the County would be distributed towards health, fire and law enforcement efforts. County Alcohol and Drug Abuse Coordinator’s Report– Ford There was a Drug Court Graduation last week w/two graduates State tax cuts for treatment are possible Prosecutor’s Office may not be able to participate in Drug Court if funding is cut VII.
