View Facility Room 6 Meeting Minutes: Board Members Present: Fran Joswick, Chase Glenn, John Austin, Hargopal Boyd, Conner Daily, Anne Dean Board Members Absent: Betty Harmon, Tony Hernandez, Sam Markow, Conner Daily, Catharine Robinson Staff Present: Ford Kessler, Teresa Wirth, Kelly Matlock, Julia Danskin Staff Absent: Guests: Michael Phimister, Arnie Danberg, Coleman Riddle I. Approval of Agenda – Chase Glenn requested legislative letters be added to new business. M/S/A John Austin / Chase Glenn / All. II. Introductions – Board members, staff and guests introduced themselves to one another. Fran announced that Michael Phimister, Coleman Riddle, and Arnie Danberg would be attending the next SAAB meeting as new members. III. Approval of the September, 2010 SAAB meeting minutes – M/S/A Ray Hunter / John Austin / All IV. Public Comments/From the Floor/Announcements None V. Provider Reports Prevention – Kelly DBHR Prevention Redesign – Cohort 1 The Division of Behavioral Health and Recovery is initiating the Prevention Redesign. Jefferson County Public Health and OESD were chosen to be one of 12 counties to participate in the first wave of the redesign plan, which is called Cohort 1. As this develops, SAAB will be notified about the changes this will mean to the prevention services that are provided in Jefferson County. Project Alert Karen Obermeyer has started the 6th grade Project Alert classes at Blue Heron Middle School and Chimacum Middle School. She is in the process of scheduling the 7th grade classes for PT and Chimacum and the 6th and 7th grade classes for Quilcene School District. Prevention Summit DBHR funds are being used to pay for two Jefferson County members (Fran Joswick and Barb Hanson) to attend the Prevention Summit in Yakima from October 14th through 16th. Two chaperones and six students with the PTHS Task Force received scholarships to the Summit. DBHR funds will pay for their gas and food to and from the Summit. Karen Obermeyer and Kelly Matlock will also be attending. 2 APPROVED November 9, 2010 Office of Superintendent of Public Instruction‟s (OSPI) “Bridge the Gap” vetting group Karen Obermeyer and Kelly Matlock were asked to participate in “Bridge the Gap,” a state-wide vetting group that is looking at possible strategies around reducing the state‟s high school drop-out rate. Protecting You / Protecting Me CPTS training money from DBHR has been used to purchase curriculums and online trainings for the Protecting You/Protecting Me curriculum for school district personnel. The tentative schedule for these classes to be introduced and expanded in the county school districts is as follows: 2 – 3 grade levels receive PY/PM classes in Quilcene Elementary (5th grade to be facilitated by the Sheriff‟s Dept.) New; 2 – 3 grade levels receive PY/PM classes in Brinnon Elementary (5th grade to be facilitated by the Sheriff‟s Dept.) New; 5th grade class receive PY/PM classes in Chimacum Elementary (facilitated by the Sheriff‟s Dept.); and 1st – 5th grades receive PY/PM classes in Grant Street and Blue Heron (5th grade to be facilitated by the PT Police Dept.) 4th grade will be new Positive input from students about PY/PM In presenting the beginning classes to Project Alert, Karen Obermeyer found that sixth graders in both Port Townsend and Chimacum were sharing with her all kinds of information that they had learned about brain development and how alcohol and drugs impact their brains that they had learned last year in their 5th grade Protecting You/Protecting Me classes. These classes were facilitated by the Port Townsend Police and the Jefferson County Sheriff‟s Department. WAY TO GO, GAVIN, MIKE AND KELLY! Public Health- Julia The next Board of Health meeting is scheduled for October 21, 2010. New SAAB members will be approved at this meeting. Funding issues and concerns are being reviewed to address the impact on programs implemented by the Department of Health. County Drug and Alcohol Coordinator - Ford Treatment budget cuts equaling 3.2% are pending. Counties are waiting for information on these cuts from the Division of Behavioral Health and Recovery (DBHR). There are projections of further cuts to be implemented in January, 2011 and July, 2011. VI. Old Business Relapse Prevention Jail Program Fran Fran stated Pat Wiggins had reported that there continues to be 12-14 individuals attending the RPG groups at this time. It was noted that there is an increase in the number of community members volunteering for this program. Drug Take Back Day Update Anne September 25, 2010 was National Drug Take Back day. A total of 52 people turned in unused prescriptions, two of which came from Kitsap County. The total weight of these unwanted drugs equaled 62 pounds. The oldest medication received dated back to the 1980‟s. Anne stated people were grateful for this opportunity to safely dispose of unused/unwanted prescriptions. By the end of October or early November permanent drop boxed will be in operation at Port Townsend Police Department and at the Jefferson County Sheriff‟s Department. The 3 APPROVED November 9, 2010 local press will be contacted to see if they will announce this new service to the community. Report on State SAAB Conference Chase Chase Glenn provided a hand-out of a recap of the collaborative workshop and briefly discussed the highlights of the workshop. Fran stated it was an „energizing day” and she felt they had come away with a lot of good ideas that have been proven by other SAAB‟s throughout the state. An overview of the Jefferson County SAAB was provided to the conference participants. Fran spoke of the need for this board to develop Communication, Policy, and Legislative committees. Fran will provide a sign-up sheet at the next SAAB meeting and has asked members to be thinking about which committee they will be signing up for. Ford Kessler also attended this workshop and stated he felt the workshop reinforced the work being done in Jefferson County. Continuation of the collateral cost campaign/discussion Anne Anne Dean reported the “Did You Know” ad was in the PT Leader on September 22, 2010. Anne informed the group that there were only seven hits on the web page referred to in the ad and there were no phone calls from individuals seeking further information. This raise a discussion on the effectiveness of the campaign and Fran stated this was a perfect challenge for a Communication committee and she stressed the need for committees to have strategic plans. VII. New Business New Board member orientation will be scheduled in the near future (once all new members are officially on board) and will be facilitated by Julia Danskin.
