IV. Public Comments/From the Floor/Announcements
Fran Joswick announced Tony Hernandez had just given her a copy of a letter stating
Jefferson County had not been selected to receive funding for the Recidivism Reduction
grant that had been submitted in March, 2010. Fran went on to inform the group that the
letter included comments on the strengths and weaknesses of the proposal that was
submitted and she would make it available to SAAB members once she had reviewed it.
V. Provider Reports
Prevention – Kelly
DBHR Prevention Redesign – Cohort 1
The Division of Behavioral Health and Recovery is initiating the Prevention Redesign.
Jefferson County Public Health and Olympic Educational Service District (OESD) were
chosen as one of twelve counties to participate in the first wave of the redesign plan,
which is called Cohort 1. The first Cohort 1 meeting has been scheduled for Monday,
November 29th at OESD.
Project Alert
Karen Obermeyer has started the 6th grade Project Alert classes at Blue Heron Middle
School and Chimacum Middle School. She is in the process of scheduling the 7th
grade classes and the 6th and 7th grade classes for Quilcene School District.
The Great American Smoke Out
Thursday, November 18th is the Great American Smoke Out. Karen Obermeyer
provided details on the Great American Smoke Out to the SAAB members.
Prevention Summit
Division of Behavioral Health and Recovery (DBHR) funds paid for two Jefferson
County members (Fran Joswick and Barb Hanson) to attend the Prevention Summit in

Yakima from October 14th through 16th. Two chaperones and six students with the Port
Townsend High School (PTHS) Task Force received scholarships to the Summit.
DBHR funds paid for their gas and food to and from the Summit. Karen Obermeyer and
Kelly Matlock also attended. A media campaign called “Let’s Draw the Line” was
presented at the summit. The PTHS Task Force, through the Jefferson County
Community Network (JCCN), has applied to be one of 100 communities to do the
campaign and receive a $500 stipend. SAAB will be given more information as more
develops.
Coleman Riddle provided details on his impressions of the summit. It was noted that
“Drawing the Line” was his favorite part of the summit.
OSPI’s “Bridge the Gap” vetting group
Karen Obermeyer and Kelly Matlock participated with “Bridge the Gap,” a state-wide
vetting group that is looking at possible strategies around reducing the state’s high
school drop-out rate. Kelly will be attending a follow-up Summit sponsored by Office of
Superintendent of Public Instruction (OSPI) and America’s Promise Alliance has been
schedule for December 6th in Olympia.
Protecting You / Protecting Me
The Protecting You/Protecting Me classes in the county school are TBS. SAAB will be
notified as more develops.
Drug Free Community Grant
Jefferson County Public Health and Jefferson County Community Network have
decided to partner on writing a Drug Free Community Grant, a Federal Grant.
Positive input from students about PY/PM
In presenting the beginning classes to Project Alert, Karen Obermeyer found that sixth
graders in both Port Townsend and Chimacum were sharing with her all kinds of
information that they had learned about brain development and how alcohol and drugs
impact their brains that they had learned last year in their 5th grade Protecting
You/Protecting Me classes. These classes were facilitated by the Port Townsend
Police and the Jefferson County Sheriff’s Department. WAY TO GO, GAVIN, MIKE
AND KELLY! (This has been reported last month as well. It is just so exciting we had
to report it twice.)

VI. Old Business
Relapse Prevention Jail Program Fran
Fran stated Pat Wiggins had reported that there continues to be 12-14 individuals
attending the RPG groups at this time. There is an increase in the number of people
showing an interest in volunteering for this program. Unfortunately, Steve Richmond has
not been able to restructure the volunteer program due to budget cuts. Chase Glenn
reported he volunteers for this program on a regular basis and the turn out continues to
be good.

Drug Take Back Day Update Tony
Tony Hernandez reported he had contacted the Drug Enforcement Agency (DEA) to
follow up on the proposal he had submitted via email. The proposal was approved by the
DEA and has been sent to a Special Agent in Seattle for final approval.
Tony also reported that there will be an article in the newspaper, in several weeks, where
family members of love ones who have died from prescription drug overdoses will be
interviewed.
Report on Board of Health Meeting Regarding Alcohol & Drug Abuse
Sam
Sam Markow reported Siri Kushner had done a slide presentation at the last Board of
Health meeting on Substance Abuse and Mental Health trends and comparisons. Sam
stated Siri was going to provide hard copies of the slide presentation and when he
receives them he will present them to the SAAB.
Develop Goals for Legislative, Communication, Grant, and Policy Sub-committees

Fran passed around a signup sheet and asked SAAB members to select and sign up for
one of the above mentioned sub-committees. Sub-committees sign up noted below:

Sub-committees broke into groups to identify/develop goals. Identified goals outlined
below.
Grant
Goal: Research and write grants to bring additional funds to Jefferson County in regard
to substance abuse prevention, intervention, treatment and aftercare.
Objectives: Perform grant-writing process as applicable. Successfully apply for the Drug
Free Communities Grant. Continue researching future grant opportunities.
Communication

Policy
1. Identify gaps in services.
2. Develop strategies to address the gaps.
3. Are we getting the biggest bang for our buck with existing services?
Legislative
1. Start by compiling a contact list. This contact list will include the names, phone
numbers, addresses, and email addresses of all political representative officials at the
Federal, State, County, and City levels. We will also gather and compile information on
each of the representatives past stances and efforts concerning the legislation of issues
and policies concerning drugs and alcohol.
2. We will than use this information to lobby and promote any policies handed to use by
the SAAB policy committee with the intention of them becoming new statutes or
implemented policies at the city, county, or state level.
VII. New Business
Fran requested member input on whether to have a regular meeting next month or to have
a Christmas party. Members indicated a preference for a party. M/S/A Ray Hunter/ Anne
Dean / All Teresa will ask Ford to make the reservations for the party at Fiesta Jalisco
restaurant.
