APPROVAL OF THE MARCH AGENDA The March 10, 2009 Substance Abuse Advisory Board meeting was called to order at 3:34 pm by Fran Joswick, Chair. Fran requested the addition of an announcement from the Edward Byrne Memorial Justice Assistance Grant Program. As there were no further additions to the agenda, Fran requested a motion to approve the agenda as amended. M-S-A Betty Harmon and Catharine Robinson. The March 10, 2009 agenda was approved. II. INTRODUCTIONS George Logg was introduced to the SAAB members and provided some background information about himself as well as his interest in becoming a SAAB member. The procedure to apply to become a member was then explained to him. III. APPROVAL OF THE FEBRUARY, 2009 SAAB MINUTES A grammatical error was noted in the February minutes by John Austin. M-S-A John Austin and Molly Force. The February 10, 2009 minutes were approved as amended. IV. PUBLIC COMMENTS/FROM THE FLOOR/ANNOUNCEMENTS John Austin noted the recent death of a model that was known for his role in Winston cigarette commercials. He felt it was ironic as he died of cancer. 1 Ford Kessler announced the death of The Rev. Joseph C. Martin, an expert on alcoholism and drug addiction whose lectures and films have been leading tools in recovery programs for more than 40 years. Ford informed the group that he had received a grant announcement today that has funds available for substance abuse and homeless programs. He did not have the specific’s of the grant announcement because he had just received it before the meeting. Ford will review the announcement and report back to the SAAB members. Anne Winegar handed out flyers about an upcoming training called Adverse Childhood Experiences: Opening the Conversation training, luncheon and discussion. There are 2 dates available to attend this training but space is limited. The flyer provides sign up information. Julia Danskin informed the group that the Board of Health had received an application for the available position on the SAAB. An interview is scheduled for March 19, 2009. V. OLD BUSINESS Board Member Status/Recruitment Fran informed the group she had reviewed the bylaws and found that a member must have 3 unexcused absences before there would be a request of resignation. Therefore, Fran did not send out a request for resignation as agreed at the last meeting. Catharine Robinson asked if the letter should be generated by the County Commissioners as they select members for the SAAB. M-S-A Catharine Robinson and Betty Harmon. Fran will write a letter to the County Commissioners requesting a letter of resignation from Nicole Bla Law and Justice: No report. SAAB Bylaw Updates: The SAAB Bylaws have been approved for submittal by the County Attorney. M-S-A John Austin and Betty Harmon. The Bylaws will be dated March 10, 2009 and forwarded to the Department of Public Health for final approval. Julia Danskin will try to have the Bylaws added to the agenda of the upcoming Board of Health meeting. Relapse Prevention Update: Fran did not have an update from Pat Wiggins but Ford reported that the women’s group was going well and growing. The men’s group is re-assembling. The Tuesday AA meeting at the jail is going well and attendance continues to grow. Brief Committee Progress Reports: 2 Fran requested a brief update from each committee and recommended quarterly reports from each committee in the future. It was decided June, 2009 meeting will be dedicated to committee reports. Community Resource Committee: The Committee Resource committee is collecting and reviewing available resource materials for use in developing a resource document. 211 and Olycap were identified as good existing resources in Jefferson County. Julia Danskin reported she can provide 211 data to the committee for review. Community Education and PR Outreach Committee: This committee has reviewed the current PowerPoint presentation and feels it needs to be re-evaluated and perhaps completely done again to make it more dynamic. Community Issues Committee: Bob Archibald outlined the goals and objectives that have been developed thus far and will be formally presented to the SAAB when they are complete. VI. PROVIDER REPORTS Prevention: No revisions/no corrections Project Alert Karen Obermeyer is mid-way through the 11 core lessons of Project Alert for 6th graders at Chimacum and Quilcene Middle Schools and has completed the 3 booster classes for the 7th graders at Blue Heron and Chimacum Middle Schools. Attempts have been made to connect with Brinnon School District to see about presenting both core and booster lessons there. Protecting You / Protecting Me Deputy Kelli Greenspane (formerly King) has completed 6 of the 8 core classes for the 5th grade at Chimacum Elementary. Due to funding issues the Sheriff’s Dept. will not be able to do these classes this year at Quilcene Elementary. That is a possible goal for next year. Dan Huynh with the PT Police has been trained in the curriculum, but due to funding issues will not be able to facilitate these classes this year. I approached Frank Brou, the principal of Mountain View to see if this class could be facilitated by another community member this year. Last month I reported that Frank told me that Mountain View would not be able to accommodate the Protecting You / Protecting Me classes for the 5th grade. Three weeks ago he contacted me and we are now 3 talking again about another community member facilitating these classes for the 5th graders only for this school year. Our Kids: Our Business The second annual “Our Kids: Our Business” social awareness campaign will have its kick-off event on Friday, March 27th, at the Elks from 12:00 to 1:30 pm. The program will be from 12:30 to 1:30 pm. The cost for the luncheon will be $20.00 (tax and tip included). The keynote speakers will be Chief Gil Kerlikowske, the Chief of Police for Seattle, and Dr. Claudia Black, nationally recognized for her work and writings in the field of co-dependency. Our own Chief Conner Daily will be introducing Chief Kerlikowske. Seating will be limited to 100. You can register for this luncheon online at: www.jeffcocommunitynetwork.org. Receipt of your check at JCPH for the luncheon will be the final confirmation of your reservation. The primary events and activities for OKOB will be in the month of April. Six Year Strategic Plan DASA has recently extended the 2 Year Revision for the 6 Year Strategic Plan till this fall. Power Point “Train the Trainer” (same as last month) Because the Power Point is being revised the Six Year Strategic Plan Sub-Committee is recommending that the “Train the Trainer” be postponed. Public Health: No report. County Alcohol and Drug Abuse Coordinator’s Report: No revisions/no corrections Safe Harbor Recovery Center – The Division of Alcohol and Substance Abuse (DASA) conducted a biennium audit in February. The audit was conducted over a two day period in which personnel, client treatment and policy records were reviewed. Minor areas of need were discovered and many were corrected during the audit process. On a scale of 1 to 10 Safe Harbor was found to be at an 8.5 in compliance with DASA requirements. Safe Harbor, working in conjunction with Jefferson Mental Health, has started a second series of Dialectical Behavioral Therapy groups. 4 These groups are aimed at individuals with methamphetamine as their primary or secondary drug of choice and are members of the meth group. Association of County Human Services - Ford attended an Association of County Human Services (ACHS) work group with DASA in Olympia on March 6. 2009. Agenda items for the work group included a legislative update and Criminal Justice Treatment Act (CJTA) funding. Drug Court – Drug Court has accepted 4 new clients in the past month with one more pending. There has been an announcement of grant funds available for Drug Courts which will be explored by Safe Harbor, the Prosecutor’s office ant Drug Court. Family Therapeutic Court - Ford attended a meeting of the Family Therapeutic Court which is basically non existent because the only family involved terminated. There is a plan to revitalize the program with the assistance of Superior Court. VII. NEW BUSINESS Fran announced the board should have had elections in January and requested elections take place at today’s meeting. Chair nomination: Fran Joswick. M-S-A John Austin and Anne Winegar. Anne Winegar accepted the position. Fran Joswick announced information on some grant funds available through the Edward Byrne Memorial Justice Assistance Grant Program.
