HomeMy WebLinkAbout200906_SAAB_Min_Jun 1 Jefferson County Substance Abuse Advisory Board DATE: June 9, 2009 3:30-5:00 p.m. Jefferson Mental Health Conference Room Meeting Minutes Board Members Present: Fran Joswick, Catharine Robinson, Bob Archibald, Mike Blair, Anne Dean (formerly Winegar), Betty Harmon, Molly Force, Anthony Hernandez, Conner Daily, and Doug Daniels Board Members Absent: Ray Hunter, Laura Blake, and John Austin Staff Present: Julia Danskin, Ford Kessler, Teresa Wirth, Kelly Matlock Staff Absent: Guests: None I. CALL TO ORDER/APPROVAL OF AGENDA The June 9, 2009 Substance Abuse Advisory Meeting was called to order at 3:32 pm. by Fran Joswick. No additions to the agenda were noted. M-S- A Anne Dean and Betty Harmon. The agenda was approved as amended. II. INTRODUCTIONS None III. APPROVAL OF THE MAY MINUTES M-S-A Betty Harmon and Mike Blair. The May, 09 minutes were approved as presented. IV. PUBLIC COMMENTS/FROM THE FLOOR/ANNOUNCEMENTS Fran announced the upcoming Drug Court graduation on June 11, 2009 and encouraged members to attend. Betty mentioned the CADCA Coalitions Online flyer she had Teresa forward to all members. Kelly Matlock announced her intentions of approaching community members to participate in “Protecting You, Protecting Me” curriculum. Additionally, she mentioned that the Developmental Disabilities Board is doing an awareness campaign of fetal alcohol syndrome and fetal alcohol effects. Heidi Dodd, of DASA, has contacted Kelly to inform her there is $800.00 remaining in the budget that can be used to train new trainers for the Protecting You/ Protecting Me curriculum for implementation in the 1st – 5th grades. These funds will pay for 6 additional individuals to become trained to be trainers and Kelly has identified several community members. Fran asked members, who are interested, to contact Kelly and possibly form a sub-committee. Fran reminded members that sub- committees must get SAAB approval prior to implementing ideas, etc. V. OLD BUSINESS 2 Byrne Grant: The city has submitted an application for the Byrne Grant which is slated to be used for the “Protecting You Protecting Me” project and prevention efforts. As stated at the last SAAB meeting the county is submitting their Byrne Grant as an application requesting funds for Search and Rescue. Committee Updates: Community Resource Committee – 211 services have been reviewed and 211 cards were handed out to the members. The Youth Yellow Pages resource book is not being updated at this time. Discussion on having 211 cards available at a variety of community places. Committee suggested a member of the 211 project come speak to the SAAB members. The committee will continue to work on ways to get information out to the community. Julia Danskin also passed out copies of the “Help Cards” that identify multiple community resources. Community Issues – Fran provided members with minutes from the last Community Issues meeting. The Relapse Prevention program at the jail continues to be a priority in seeking funding and utilization of gathered data. The committee is working on an intake/assessment for inmates to complete when they are being processed into jail. Fran, Tony and Ford will be meeting with Representative Lynn Kessler on July 13, 2009 to discuss this program and the need for funding. The committee will continue exploring many ideas and options. Community Education & PR Outreach – The committee has been reviewing the “Best Method” information to ensure it is accurate and current. The need for a simple, clear, and concise presentation was clarified. Questions that need to be answered include: Where to make presentations and who will make the presentations? Fran requested a plan be presented at the August meeting. Fran also asked all members to list groups they belong to and to bring lists to the next meeting. SAAB Bylaw Updates: Julia Danskin provided members with copies of the signed updated bylaws and requested members place them in their notebooks. Jail Relapse Program Update: Fran handed out an email she had received from Pat Wiggins with information on the Relapse Prevention Education group at the jail. From Oct, 08 to May 31, 2009 seventy inmates have participated in the group. Six participants have gone into treatment with two of those in long term (9 to 12 months) and two more awaiting treatment dates. VI. PROVIDER REPORTS Prevention: Project Alert Karen Obermeyer has completed all of the Project Alert for 6th grader classes and the 7th grade booster classes in Port Townsend, Chimacum and Quilcene Middle Schools. She is continuing to work to get the classes in the Brinnon School District for next year. Protecting You / Protecting Me DASA has maintained the CPTS training money for this biennium. We have been told that this training money will not be available next 3 biennium. Jefferson County Public Health has decided to use the money for 6 additional online trainings for the Protecting You/Protecting Me curriculum for school district staff and community members. Kelly Matlock will explain this more fully at the June SAAB meeting. Six Year Strategic Plan DASA has recently extended the 2 Year Revision for the 6 Year Strategic Plan till this fall. Power Point “Train the Trainer” Because the Power Point is being revised the Six Year Strategic Plan Sub-Committee is recommending that the “Train the Trainer” be postponed. Public Health: Julia Danskin handed out orientation material to new board members. County Alcohol and Drug Abuse Coordinator’s Report: Safe Harbor Recovery Center – Ford Kessler announced a recent notification of the termination of a Medicaid contract between the State and Dr. Rotchford. The termination of this contract will result in 171 patients not being able to see Dr. Rotchford any longer. Ford went on to provide details of conference calls with Division of Substance Abuse (DASA), and Evergreen Treatment Services. These individuals will be offered Drug and Alcohol assessment to assist in determining pain management patients and/or chemical dependency issues. Ford will be attending a meeting in Olympia for further discussion on this issue. Association of County Human Services – No Report Drug Court – No Report Family Therapeutic Court – No Report. VII. NEW BUSINESS Fran asked members to consider joining a sub-committee for the State mandated Meth-Action Team. The team is mandated to meet four times yearly. Anne Dean suggested waiting until funds for the group are awarded to determine the structure and work. The scope of the work done by the team is totally dependent on the amount of funding awarded.
