Approval of Agenda—M/S/A Ray Hunter/Mike Blair/All II. Introductions III. Approval of the August, 2009 SAAB meeting minutes-- M/S/A Catharine Robinson/Betty Harmon/All **Note to Secretary, please ensure that “track changes” and edits are all “accepted” prior to e-mailing minutes to board** IV. Public Comments/From the Floor/Announcements • Conner Daily has accepted his second three year term as a member of the SAAB • Bob Archibald submitted a letter of resignation to the Board. He is relocating outside of Jefferson County. The Board accepts the resignation with regret. • Another Jefferson County resident is interested in a board position and Ford will ask him to write a Letter of Intent to the Jefferson County Board of Health • Mike Blair commented on the success of the school-based health clinics (SBHC) at both Chimacum and Port Townsend High School over the past year. Discussed the evaluation questions being utilized to measure outputs and outcomes. • Julia Danskin announced that Kelly Schwab will attend the SAAB meeting on October 13, 2009 to discuss the 211 Program V. Old Business 1. Status report on jail relapse prevention program: • Fran Joswick shared information from Pat Wiggins (Jail RN). There are currently two groups—one of four men, one of five women • Pat still continues to deliver positive feedback about the program 2. Hand in revised sub-committee selections: • Fran Joswick handed out sign-up sheets and would like to receive responses from Doug, Molly and Tony • Data and Assessment Committee Members: Catharine, Mike, Anne and Fran • PR Committee Members: Betty, Conner, Laura and John • Community Issues Committee Members: Ray and Fran 3. SAAB members participating in Protecting You/Protecting Me curriculum: APPROVED OCT. 13, 2009 • Kelly Matlock reported that she is currently working with Steve Finch, from Grant Street Elementary, to define parameters for the program. Principal Finch would prefer that retired teachers/educators/persons with teaching background teach the classes. He feels that they will be more successful in understanding classroom dynamics/classroom management. • Kelly is still seeking additional volunteers to teach this program 4. Sub-committee report on the Meth Action Team (MAT): • Anne Dean reported that the Community Data and Assessment group will be working with MAT. Members of the Data and Assessment group include: Catharine, Mike, Anne and Fran • 7 representatives from Jefferson County will be attending the National Drug- Endangered Children’s (DEC) Conference in Spokane, WA later in September. Attendees will be learning new, updated information about DEC Protocols/Guidelines and looking at how these changes may be applied in Jefferson County. • The next MAT meeting is Tuesday, October 6th—please contact Anne with any questions 5. Update on new jail intake assessment: No report 6. Funding sources for relapse prevention program: • Fran Joswick mailed a letter to the Jefferson County Sheriff’s Foundation requesting $10k funding for the jail’s Relapse Prevention Program. This would cover a five month period. • Ray Hunter discussed approaching other organizations and committees, e.g. the Jefferson County Democrats Executive Committee, to ask for funding. This is not a political request, but will others step-up if they see other community groups contributing? It would be great to have continual media exposure to create a “domino-effect”. • Ford Kessler and Julia Danskin will be meeting to see if some of the Meth Award funding (from Office of Financial Management—associated with the 1/10th of 1% Substance Abuse/Mental Health Tax) can be utilized for this program. VI. Provider Reports – 1. Prevention – Kelly • Please see submitted report • Also noted that going forward the Department of Alcohol and Substance Abuse (DASA) most likely will not be sending prevention funding to counties directly, but to specific communities/coalitions going forward. Changes are still uncertain, but possible. • Continuing to work on an assembly and panel presentation on suicide prevention at Port Townsend High School 2. Public Health – No report Julia 3. County Alcohol and Drug Abuse Ford Coordinator’s Report – • Possibly will face another level of funding cuts • Clallam County’s inpatient facility may close within 30 days • Safe Harbor does have waitlists for assessments currently • A former employee of Safe Harbor has opened South County Addiction Treatment Services—little is known at this point about the program VII. New Business 1. Subcommittee Reports: • Community Data and Assessment Group: Anne discussed the project the group will be looking at, temporarily named, “The TRUE Cost of APPROVED OCT. 13, 2009 APPROVED OCT. 13, 2009 Substance Abuse: Understanding the Financial Impact of Substance Abuse & Addiction in Jefferson County”. In an effort to measure the impact (collateral costs), the group will try to capture the multiple costs by looking at both direct and indirect costs of substance abuse and addiction. This will be modeled after Shoveling Up II: The Impact of Substance Abuse on Federal, State and Local Budgets from the National Center on Addiction and Substance Abuse at Columbia University. 2. Substance Abuse Recovery Month proclamation: Fran attended the proclamation reading with the Jefferson County Commissioners and Conner Daily attended the reading with the Port Townsend City Council. 3. Meeting with Allison Arthur from the Leader: • Fran will be meeting with Allison this week to discuss the Relapse Prevention Program 4. Prescription medication disposal: • Fran is seeking ways of disposing of unused prescription drugs. There is not a pharmacy that will accept in Jefferson County right now. Clallam had an innovative program that was shut down by the DEA recently. Fran will discuss this further with Tony Hernandez. This issue is receiving attention from lawmakers in Olympia as well. Other Presentation by Juelie Dalzell, Jefferson County Prosecutor: • Juelie spoke about the financial challenges being faced by her office. This included recently losing one deputy prosecutor. She is facing significant cuts for at least the next two years. • Discussed the implications of Supreme Court Ruling (US v. Gant) which disallows law enforcement from searching vehicles if a driver has a suspended license (DWLS), unless another crime is committed. Previously, officers could conduct a vehicle search with only a DWLS crime. This is reducing the number of drug court participants. • Drug Court currently has 23 participants. 7 are about to graduate. • Juelie emphasized that she still believes prevention is critical to prevent higher collateral costs further down the road.
