HomeMy WebLinkAbout200911_SAAB_Min_NovApproved December 8, 2009 JEFFERSON COUNTY SUBSTANCE ABUSE ADVISORY BOARD Tuesday November 10, 2009 3:30 – 5:00 PM Jefferson Mental Health Services Building Meeting Minutes: Board Members Present: Mike Blair, Laura Blake, John Austin, Anne Dean, Betty Harmon, Fran Joswick, Catharine Robinson, Ray Hunter, Conner Daily Board Members Absent: Tony Hernandez Staff Present: Ford Kessler, Teresa Wirth, Julia Danskin Staff Absent: Karen Obermeyer, Kelly Matlock Guests: Anna McEnery I. Approval of Agenda – Fran Joswick requested we add the board roster to the agenda as notice was received that Anne Dean’s term would be expiring. M/S/A Catharine Robinson/Ray Hunter/All II. Anna McEnery was reintroduced to the members. She will be giving a presentation on an upcoming campaign addressing Fetal Alcohol Spectrum Disorders (FASDs) at the end of today’s meeting. III. Approval of the October, 2009 SAAB meeting minutes-- M/S/A Mike Blair/Catharine Robinson/ Ray Hunter abstained as he was not present at the last board meeting IV. Public Comments/From the Floor/Announcements Mike Blair announced that local Big Brothers/Big Sisters office is at risk of being shut down in the recent future due to budget cuts. Catharine Robinson added that King County has agreed to give 2 weeks for community discussion, commitment, and donations etc. before shutting down the office. V. Old Business Status report on Jail Relapse Prevention Program: Fran Joswick reported she had an email from Pat Wiggins in which she reported that there are fewer participants this month. There are currently 3 male and 3 female participants that are fully engaged in the Jail Relapse Prevention Program. New member recruitment - Fran: Fran provided suggestions on the types of community members (e.g. business owners, Chamber members, Rotary members, School Board members, etc) to recruit for vacancies on the SAAB. Anyone with contacts with the above mentioned types is asked to seek letters of consideration from them. Mike Blair volunteered to see if he can find a Quilcene School Board member to seek a position on the SAAB. Approved December 8, 2009 John Austin provided a draft SAAB Mission statement that the Community Education and PR Outreach committee has developed. Fran requested board members review, add to, etc. and bring them to the December SAAB meeting. Fran also asked members of this committee to work on a letter of introduction for potential new SAAB members. Update on collateral cost project – Anne/Fran: Anne Dean reported the work on the project continues. Fran stated the task involved is huge but once it is completed the data will be useful in many aspects. They are still collecting information from their contacts and thus far 2 of the 6 have responded with information. Update on RX disposal Fran will be meeting with Florence Bucierka to discuss protocols used in Clallam County that will be approved by the Drug Enforcement Agency (DEA). Fran will have more information to share after this meeting. Fran commented on the stringency of the DEA protocols and asked Conner Daily to contact Rob McKenna of the Attorney General’s office about the status with the DEA. Update on reassignment of Relapse Prevention Education Program (RPEP) statistics Fran will meet with Anne Dean, Jean Baldwin, Kelly Matlock and epidemiologist for the Department of Health to discuss data collection techniques that are valid and acceptable. VI. Provider Reports – Prevention – Kelly No Report Public Health – Julia Julia provided details on the scheduling of H1N1 vaccine clinics and the populations that are prioritized. Julia said the general public should call their personal physicians or the Public Health Department for information on getting vaccinated. County Alcohol and Drug Abuse Ford Coordinator’s Report – New budget cuts are projected for substance abuse treatment. There will be no funding for low income individuals with the exception of ADATSA and GAU. There will also be no funding available for outpatient treatment after an individual has completed in patient treatment. The Division of Behavioral Health and Recovery (DBHR – formerly DASA) has received word of another 8 million dollars that will be cut from the state budget. Medical marijuana meetings have been taking place that are looking to add 15 more reasons to provide individuals with medical marijuana permits as well as allowing larger quantities per person. Approved December 8, 2009 VII. New Business Report on the Prevention Summit - Fran Fran provided information on the recent Prevention Summit that took place in Yakima. Of the approximately 400 participants, 200 of them were kids. Fran stressed the need to pay more attention to prevention. December Meeting Fran recommended members consider making next month’s meeting more of a social meeting with a short business meeting to celebrate the holiday season. It was agreed that the meeting will take place at Fiesta Jalisco Restaurant, 10893 Rhody Drive, Port Hadlock. Presentation by Anna McEnery Anna spoke to the group about a campaign she is working on that is designed to educate the community on FASDs with a goal of changing the behaviors of pregnant women concerning drinking while pregnant. The campaign is scheduled for April 2010. Anna provided examples of posters and other materials that are slated to be part of the campaign. Other Anne Dean was nominated to continue her current membership on the SAAB. Anne will be asked to submit a letter of interest. Conner Daily raised the option of moving the SAAB meeting to the Mt. View facility. Members agreed to the option and it was decided the SAAB would start meeting at the Mt. View facility in January, 2010.
