CALL TO ORDER/APPROVAL OF AGENDA The January 8, 2008 Substance Abuse Advisory board meeting was called to order at 3:37 pm. Motion to approve the Agenda M-S-A Sherry Kimbrough and Connor Daily. II. INTRODUCTIONS Two new SAAB members Fran Joswick and Nichole Black were introduced to the SAAB members, who in turn introduced themselves. III. APPROVAL OF MINUTES FROM THE LAST MEETING Motion to approve the December Minutes M-S-A John Austin and Connor Daily. IV. PUBLIC COMMENTS/FROM THE FLOOR/ANNOUNCEMENTS Betty Harmon presented a (CADCA) Coalitions Online flyer warning public health and safety leaders across the country about a new drug threat coming from Canada, Ecstasy laced with methamphetamine. Ford Kessler announced that the Meth Action Team met on January 8, 2008. The Meth Action Team will ask that they become a sub committee of the SAAB. Ford stated that one of the Meth Action Team Board Members and an individual from Jefferson Mental Health may apply to be a SAAB member. Kelly Matlock noted that Jean will meet with John Barth, Ford Kessler, and the Head of Jefferson Mental Health to discuss short term plans for the disbursement of money designated for Methamphetamine treatment in Jefferson County. Jean asked the Meth Action Team to write a White Paper and present it to the SAAB. Kelly stated that Jean is looking for a long term plan to provide an educational outreach campaign targeted at Doctors and Community Agencies as well as Individual members of the community about the utilization of resources for Methamphetamine treatment in Jefferson County. The funds for the resources are available as a result of 1/10th of 1% funds. Ford Kessler and Frances Joswick are interested in being involved with the Methamphetamine Educational Outreach campaign. V. OLD BUSINESS SIX-YEAR PLAN / POWERPOINT SUBCOMMITTEE – Six-year plan/Power Point – There has been suggestions that the SAAB Power Point presentation be presented to the community with the Meth 360 presentation. Ann Winegar and Karen Obermeyer presented the Meth 360 presentation to counselors at the monthly ESD meeting; the Meth 360 presentation was well received. Power Point – Kelly Matlock stated that the Power Point presentation is ready for the Power Point committee to meet and discuss the presentation. The presentation is available on the Jefferson County Public Health website “jeffersoncountypublichealth.org”. LAW AND JUSTICE – Connor Daily spoke to Michelle Moore and extended an invitation to visiting judges and Pro Tems to Law & Justice meetings. The next meeting is January 24th, 2008, 12 noon to 1:00 pm. VI. PROVIDER REPORTS PREVENTION/PUBLIC HEALTH – Project Alert – No report Parenting Wisely – One set of tapes in English and one set of tapes in Spanish are still at the county Library, but 1 set of tapes in English previously at the schools are now at the county offices. Protecting You / Protecting Me – Troy Server is being trained to present Protecting You / Protecting Me and the program will be implemented at the Mountain View school for the 5th grade. Kelly King will start the Protecting You / Protecting Me program for the 5th grade at the Chimacum School next week. Six Year Strategic Plan The Prevention program is underway. A future Town Hall meeting as a result of a SAMSHA grant will be presented in April to coincide with National Child Abuse month. SAAB Power Point Committee Meeting The Power Point presentation was re-structured by Sherry Kimbrough. The Power Point Committee still needs to meet. John Austin asked Kelly about educational presentations to the Jail. Kelly thought that perhaps educational presentations to the Jail could be included in the six year plan. Kelly and Ford Kessler did confirm that there are Twelve Step programs in the Jail both NA and AA meetings. Kimber Rotchford asked if there were any Treatment programs in the Jail. Ford explained that the state does not fund treatment in the jails and that there are many logistical issues that are not conducive to providing treatment in the jail. COUNTY ALCOHOL AND DRUG ABUSE COORDINATOR’S REPORT – No report. VII. NEW BUSINESS The SAAB By-Laws were reviewed and discussed in detail. A sub- committee was formed to further review the SAAB By-Laws and present recommendations to the SAAB for approval. Volunteers for the SAAB By- Laws Review Sub-Committee are Catharine Robinson, Kimber Rotchford, Nichole Black, and Kelly Matlock. Board Membership – John Barth noted that his position on the SAAB as Chair will need to be filled. Sherry Kimbrough stated that she will not seek reappointment to the SAAB.
