Meeting Minutes

I. CALL TO ORDER/APPROVAL OF AGENDA
The March 11, 2008 Substance Abuse Advisory board meeting was called
to order at 3:30 pm. Motion to approve the Agenda M-S-A Betty Harmon
and Fran Joswick.
II. INTRODUCTIONS
Mike Blair, the Super Intendent of the Chimacum School District, and Dr.
Dowa Reinstra a general practioner in Port Townsend introduced
themselves to the SAAB members who in turn introduced themselves.
III. APPROVAL OF MINUTES FROM THE LAST MEETING
Objection to approval of the February 12, 2008 SAAB minutes was made
by John Austin. John explained that the Board of County Commissioners,
not the Board of Health, will be hiring the Temporary Transitional County
Administrator.
Motion to approve the February 2008 SAAB Meeting Minutes with
corrections from John Austin M-S-A John Austin and Betty Harmon.
IV. PUBLIC COMMENTS/FROM THE FLOOR/ANNOUNCEMENTS
Mike Blair stated that he has been a part of the Meth Action Team and is
interested in the SAAB.
Betty Harmon passed two informational flyers to the SAAB members from
the CADCA Coalitions Online. The first flyer provides information
regarding a Mental Health Parity Bill recently passed by the House. The
second flyer provides information about a Parenting Forum to Discuss
Challenges in Raising Substance-Free Children.
John Austin recognized that, Paul Wellstone whose name is mentioned in
one of the informational flyers, had passed away and was a strong
advocate for Mental Health, Chemical Dependency Treatment, and Social
Programs.
V. OLD BUSINESS
SIX-YEAR PLAN / POWERPOINT SUBCOMMITTEE –
The Six-Year Strategic Plan work group, in part, met March 6, 2008 and
reviewed the plan. The Six-Year Strategic Plan is to be distributed to a
variety of community groups for review and electronic feedback. Kelly will
provide hard copy and or email copies of the Six-Year Strategic Plan to the
newest SAAB members.
The Power Point presentation will also be sent to the newest SAAB
members. The length of the Power Point Presentation was discussed.
LAW AND JUSTICE –
There was no Law and Justice report.
SAAB BY-LAWS –
Kelly Matlock explained that in the “Proposed Changes” to the SAAB By
Laws, passed to the SAAB members at the February 12, 2008 SAAB
meeting, part of the By Laws was inadvertently deleted. The deletion will
be added back.
John Austin explained that Article 8 Meetings first paragraph appears to be
contradictory to RCW 42.30. The “Proposed Changes” should be rewritten
and clearly state that Meetings are to be held in accordance with RCW
42.30 the Open Public Meetings Act.
The SAAB members asked Kelly to compile all “Proposed Changes” from
previous SAAB meetings into one document. John asked Kelly to
distribute the SAAB By Law “Proposed Changes”, once compiled, to the
SAAB members for review.
John Barth asked that the SAAB members to be prepared to discuss the
“Proposed Changes” at the April 8, 2008 SAAB meeting.
METH ACTION TEAM –
Anne Winegar was not present. Kelly Matlock explained that the White
Paper is finished and it should be finalized before the next SAAB meeting.
VI. PROVIDER REPORTS –
PREVENTION
Project Alert
The 6th grade Project Alert classes are completed at Blue Heron Middle
School. The classes at Chimacum Middle School and Quilcene have
started. Last year the booster classes were added for the Chimacum
School District. Booster classes for the Quilcene School District will be
added this year. (The booster classes have been presented in Port
Townsend for some time.) Karen and Kelly are continuing to work with the
schools to have Peer-Educators co-present the booster classes For Project
Alert for this next school year.
Parenting Wisely – same as last month.
Protecting You / Protecting Me
Deputy Sheriff Kelli King is implementing the Protecting You / Protecting
Me curriculum with the Chimacum Elementary 6th grade class. Feedback
from district staff has been very positive. Troy Surber and Kelly Matlock
are talking with Frank Brou about having the series in the 5th grade in
Mountain View before the end of the year.
Six Year Strategic Plan
The Prevention program is underway. Educational events have been:
The four school assemblies and one Town Hall Meeting on the impact
alcohol and drugs have on our brains by Jerry Blackburn of Lakeside
Milam to date.
A SAMSHA funded ($500 was received to be used as a Town Hall Meeting
stipend) Town Hall Meeting is in the works for this April. The theme is
“How Does Adult Drinking and Drugging Influence Our Teens.” It will be a
part of the “Our Kids: Our Business” April campaign (see below).
There was a discussion regarding the logistics of having a Town Hall
meeting in the south part of Jefferson County in addition to the Port
Townsend Town Hall meeting. The SAAB members also discussed
advertising vehicles for the Town Hall meetings to increase attendance
from Southern Jefferson County. The SAAB members also discussed
having the Town Hall meetings Video Taped and then shared with the
schools.
Anne Winegar, and Karen Obermeyer have been working with a number of
other community partners on a campaign for April. April is National Child
Abuse Prevention and Sexual Assault Awareness month, a number of
community events are planned that will focus on these topics (see
attached information below).
The Six Year Strategic Plan Work Group met on Thursday, March 6th. At
this point things are going well with the plan. The Work Group will meet
again after Ford Kessler has been able to meet with Tiffany from the
regional DASA office.
Our Kids : Our Business
Kelly Matlock asked that the newest prevention campaign for April be
added to the SAAB Meeting Agenda for April. Kelly did provide the
following information to the SAAB as prototype only.
Jefferson County Public Health, The Jefferson County Community Network,
Department of Children and Family Services/Children’s Administration, the
Jefferson County Meth Action Team and The Port Townsend & Jefferson
County Leader are involved in a pilot social-awareness/prevention
campaign called “Healthy Kids, Healthy Families and a Healthy
Community.”
For the month of April the campaign will use the tag line “Our Kids: Our
Business.” April is National Child Abuse Prevention Month and Sexual
Assault Awareness Month, so this tag line is focusing specifically on the
issue of child abuse prevention and sexual assault awareness. The
community partners for this campaign are the Jefferson County
Community Network, Jefferson County Domestic Violence and Sexual
Assault, Jefferson County Historic Society, Jefferson County Juvenile and
Family Services, Jefferson County METH Action Team, Jefferson County
Public Health, Chimacum School District, Port Townsend School District,
Department of Children and Family Services/Children’s Administration,
Jumping Mouse Children’s Center, the Boiler Room, Safe Harbor Recovery
Center, Substance Abuse Advisory Board and The Port Townsend &
Jefferson County Leader. Here are some of the commitments that have
been made to date for April:
• The Leader has committed to having a front page story every week (in April)
on a topic that relates to child abuse. There will also be an editorial with a
“Call to Action” for the residents of Jefferson County. This will be a request
for citizens to pledge to do something in the next year to make Jefferson
County a more nurturing and safe environment for children.
• The Jefferson County Commissioners and the City of Port Townsend will be
asked to endorse a proclamation about the month of April being National
Child Abuse Prevention Month & Sexual Assault Awareness month.
• Numerous agencies, organizations and businesses will have information on
the community-wide “Call to Action” with copies of the pledge.
• The Jefferson County Historic Society will host a student art show for the April
Gallery Walk at the Historic Museum. The theme for the exhibit is: The
devastating effects of child abuse / What a happy healthy home looks like /
What a resilient child looks like.
• There will be a Town Hall meeting on “How Does Adult Drinking and Drugging
Influence Our Teens.”
• There will be two half-day workshops at the Port Townsend High School on
teen issues.
• PPTV will air a number of programs on child abuse and sexual assault.
• The campaign has a series of 20 ads that have been appearing in the Leader
weekly.
Kelly Matlock noted it is hoped that the Healthy Youth Coalition will adopt
the Healthy Kids, Healthy Families, Healthy Community campaign. Kelly
has targeted future months for specific campaigns. September is
targeted as it is National Recovery Month. December is targeted as the
First Night campaign, Kelly stated that this campaign was very successful
last year.
Kelly mentioned that resources are needed to get the campaigns out to
the public. The SAAB members suggested various community groups who
might be approached for support. It was suggested that perhaps Drug
Court participants may be able to do Community Service related to the
Prevention campaigns.
The new manager at the Boiler Room is very supportive of the “Our Kids,
Our Business” campaign. The Boiler Room will be facilitating Community
Forums related to the issue of adults facilitating underage drinking.
PUBLIC HEALTH –
Julia Danskin stated that three Letters of Interest for the SAAB have been
submitted to the Board of Health.
COUNTY ALCOHOL AND DRUG ABUSE COORDINATOR’S REPORT –
As a result of 1/10 of 1% there are incentive funds available specifically
for Meth treatment with co-occurring disorder treatment. Treatment
programs are being developed.
The current CODIT program is running smoothly.
Jefferson County Drug Court Graduations were discussed. The SAAB
members asked that email reminders be sent the day before the Jefferson
County Drug Court Graduations
VII. NEW BUSINESS
John Barth announced that Dean Robertson submitted his resignation
letter to the SAAB on March 11, 2008.
John Barth passed a Flyer, for an upcoming Andy Mackie Music Foundation
event, that was dropped off by Andy Mackie. Andy could not stay and
attend the SAAB meeting.
John Austin noted that Letters of Appreciation need to be generated for
SAAB members who have left the board.
