CALL TO ORDER/APPROVAL OF AGENDA The June 10, 2008 Substance Abuse Advisory Board meeting was called to order at 3:35 pm. John Barth motioned to approve the Agenda for the June 10, 2008 SAAB meeting: M-S-A John Austin and Fran Joswick. II. INTRODUCTIONS III. APPROVAL OF MINUTES FROM THE LAST MEETING A motion was made to approve the corrected SAAB meeting minutes for April 2008 with the corrected spelling of Catharine Robinson’s first name; M-S-A Betty Harmon and Fran Joswick. A motion was made to approve the SAAB meeting minutes for May 2008 with the corrected spelling of Catharine Robinson’s first name and the addition of “DASA” as the agency supplying supporting documentation of the appointment of Ford Kessler as the Jefferson County Drug & Alcohol Coordinator; M-S-A Catharine Robinson and John Austin. IV. PUBLIC COMMENTS/FROM THE FLOOR/ANNOUNCEMENTS John Barth stated that notification of the regularly scheduled SAAB meetings has been communicated to the countywide newspaper. John Barth stated that it is the responsibility of the SAAB secretary to notify the countywide newspaper of regularly scheduled meetings as well as special meetings called by the SAAB. John stated that the SAAB does not currently have a Secretary and that Safe Harbor made the notification on the SAAB’s behalf. V. OLD BUSINESS Six Year Plan/Power Point John Barth made a motion to move the Six Year Plan to new Business on the June 10, 2008 SAAB meeting Agenda; M-S-A Betty Harmon and Fran Joswick. Kelly Matlock reminded the SAAB that both the SAAB as well as other facilitators need to be trained to present the Power Point presentation. A Motion was made to show the Power Point presentation to the SAAB at the July 2008 SAAB meeting as part of New Business; M-S-A Fran Joswick and Betty Harmon. A Motion to train the SAAB members to present the Power Point presentation to others at the September 2008 SAAB meeting was made; M-S-A Fran Joswick and Betty Harmon Law and Justice Connor Daily stated that there was no Law and Justice meeting to report on. SAAB Bylaw Updates John Barth reviewed Article 3 of the Jefferson County SAAB Bylaws in conjunction with meeting minutes from the Jefferson County Board of Commissioners meeting dated June 14, 2004 provided by John Austin. The Jefferson County Board of Commissioners meeting minutes dated June 14, 2004 were provided to the SAAB as documentation supporting the original appointment of Ford Kessler as the Jefferson County Alcohol and Drug Abuse Services Program Coordinator. In addition, John Austin provided John Taylor of DASA with the Jefferson County Board of Commissioners meeting minutes dated June 14, 2004 as record of the appointment of Ford Kessler as the Jefferson County Alcohol and Drug Abuse Services Program Coordinator. Ford Kessler, the Jefferson County Alcohol and Drug Abuse Services Program Coordinator, reminded the SAAB that the position of Jefferson County Alcohol and Drug Abuse Services Program Coordinator is a non paid position. John Barth expressed his appreciation of Ford Kessler serving as the Jefferson County Alcohol and Drug Abuse Services Program Coordinator Meth Action Team In Anne Winegar’s absence, Kelly Matlock stated that the June 2008 Meth Action Team meeting has been rescheduled to July 2008. VI. PROVIDER REPORTS Project Alert The 6th grade Project Alert classes and the 7th grade booster classes are completed for the school year. Parenting Wisely – The counselors from Chimacum Middle School and Blue Heron Middle School will be given the videos in the fall to check out to parents of middle school aged students. Protecting You / Protecting Me Deputy Sheriff Kelli King implemented the Protecting You / Protecting Me curriculum with the Chimacum Elementary 6th grade class. Feedback from district staff has been very positive. The Port Townsend Police will be presenting this curriculum in the 2008 – 2009 school year at Mountain View. Karen Obermeyer and Kelly Matlock will be talking to Port Townsend and Chimacum primary and elementary schools about possible ways to present the Protecting You/ Protecting Me curriculum to the first through fourth grade classes. Our Kids: Our Business Kelly Matlock handed out “Thank You’s” to the SAAB, Jefferson Mental Health, Olycap, the Jefferson County Commissioners, and Safe Harbor Recovery Center. Six Year Strategic Plan The Prevention program is underway. Educational events have been: The four school assemblies and one Town Hall Meeting on the impact alcohol and drugs have on our brains by Jerry Blackburn of Lakeside Milam to date. There was a SAMSHA funded (we received the $500 Town Hall Meeting stipend) Town Hall Meeting on April 14, 2008. The theme was “How Does Adult Drinking and Drugging Influence Our Teens.” It was be a part of the “Our Kids: Our Business” April campaign (see below). September is National Recovery Month Board Members interested in working on some promotional ideas and events, please contact Kelly Matlock. 379-4476 or kmatlock@co.jefferson.wa.us Julia Danskin reported that Jean Baldwin did not have any recent letters of interest from individuals applying for a seat on the SAAB. Julia Danskin reminded that the SAAB members that the SAAB Chair has a position on the Board of Health meetings held the third Thursday of each month at 2:30 pm. John Barth noted that the position is not a voting position. Ford Kessler reported that a new Counselor has been hired for the CODIT program. The new counselor starts July 7, 2008. The new counselor has a background in Gambling Addiction. Ford stated that Safe Harbor may explore adding a Gambling Addiction program. Ford Kessler and Fran Joswick will meet with Steve Richnmond at the Jefferson County Jail to discuss educational programs for inmates that address addiction. VII. NEW BUSINESS SAAB Elections John Austin nominated Fran Joswick as new SAAB Chair. John Austin investigated Fran’s background and feels that she is qualified to serve as SAAB Chair. John Barth asked for any other nominations for SAAB Chair. John Barth made the motion to close nominations for SAAB Chair with Fran Joswick as the only nominee; M-S-A Catharine Robinson and John Austin. Connor Daily agreed to continue as Vice Chair. John Barth noted that the SAAB needs to have a secretary. Nichole Black volunteered. Move to nominate Nichole Black as SAAB Secretary was made by Catharine Robinson; M-S-A Catharine Robinson and Fran Joswick. Six Year Strategic Plan Fran Joswick discussed forming a sub-committee to review and prioritize the SAAB deliverables in the Six Year Strategic Plan. The sub-committee will meet in July and present findings to the SAAB in August. The sub- committee will include Fran Joswick, Ford Kessler, Betty Harmon, Anne Winegar, and Kelly Matlock. A tentative meeting date of July 16th 9:30 am at Safe Harbor Recovery Center was agreed upon. The sub-committee will present the first review of the Six Year Strategic Plan to the SAAB at the August Meeting. Fran Joswick asked the Vice Chair to attend the August 2008 Board of Health meeting in her absence as she will be on vacation in August. Connor Daily, the Vice Chair, agreed to attend in Fran’s absence. John Austin offered his thanks and applause to John Barth as the outgoing SAAB Chair. John Barth in turn thanked the SAAB for the opportunity to serve as Chair. Fran Joswick noted that with John Barth’s resignation from the SAAB a new SAAB member is needed to maintain the minimum number of SAAB members required. ADJOURN: A motion to adjourn the June SAAB meeting was made; M-S-A John Austin and Connor Daily. The meeting was adjourned at 4:50 pm.
