CALL TO ORDER/APPROVAL OF AGENDA The July 8, 2008 Substance Advisory Board meeting was called to order at 3:33 pm. Fran Joswick asked for a motion to approve the Agenda for the July 8, 2008 SAAB meeting. A motion was made to approve the July 8, 2008 SAAB meeting Agenda; M-S-A Catharine Robinson and Anne Winegar. II. INTRODUCTIONS Anne Winegar introduced herself to Bob Archibald who in turn introduced himself. III. APPROVAL OF MINUTES FROM THE LAST MEETING A motion was made to approve the SAAB meeting minutes for June 10, 2008; M-S-A Catharine Robinson and Anne Winegar. IV. PUBLIC COMMENTS/FROM THE FLOOR/ANNOUNCEMENTS V. OLD BUSINESS Law and Justice: No Report SAAB Bylaw Updates The SAAB Bylaw document was reviewed for grammatical errors by Betty Harmon. The grammatical changes were made and the SAAB Bylaw document will be returned to Betty Harmon for another review. The SAAB Bylaw document will then be given to Ford Kessler to present to the Jefferson County Attorney for a review before the SAAB conducts a final 1 vote on approval. The SAAB bylaw document is targeted for final vote at the August 2008 SAAB meeting. Meth Action Team Anne Winegar reported that the Meth Action Team did meet in July. Anne explained that the Meth Action Team White Paper titled “Methamphetamine in Jefferson County” is currently at a commercial printer. Anne also noted that the “Drug Endangered Children’s Guidelines” document will be sent to a commercial printer. The “Drug Endangered Children’s Guidelines” document was approved by the Jefferson County Prosecutors Office, Law Enforcement of Jefferson County, and Jefferson Health Cares Family First Center. Fran Joswick asked Anne Winegar to provide the SAAB members with a copy of each of the documents. VI. PROVIDER REPORTS Prevention: Project Alert Anne Winegar noted that the 6th grade Project Alert classes and the 7th grade booster classes were completed during the last school year with 228 student participants. Teens against Tobacco Use (TATU) Anne Winegar explained that the TATU program was conducted during the last school year. Anne further explained that 80 percent of adult smokers start smoking before finishing High School and that with effective school health education the number of students who start to smoke can be significantly reduced. Twenty-Five Port Townsend High School Students completed a one day TATU training, they in turn presented peer Anti Tobacco education to fourth grade classes at Mountain View Elementary and will do so again in the next school year. The feedback from the High School students who participated in the TATU program was very positive. Limiting Youths Access to Tobacco Anne Winegar stated that a Retailer SYMAR Compliance Check was conducted at thirty-one Jefferson County Tobacco Retailers. There was a 90% Compliance rate at the Jefferson County Tobacco Retailers. Compliant tobacco retailers receive a certificate; non compliant tobacco retailers received a penalty and tobacco education. The non-compliant tobacco retailers will be rechecked within six months. Public Health: No report County Alcohol and Drug Abuse Coordinator’s Report: No Report VII. NEW BUSINESS Power Point Presentation: As a prelude to the Power Point Presentation, Fran Joswick spoke about a meeting she and Ford Kessler had with Steve Richmond at the Jefferson County Jail on June 23, 2008. Fran distributed some statistics about the Jefferson County Jail population stating that she and Ford are checking to 2 see if the information is Public Record before the figures can be used, perhaps in conjunction with the Power Point Presentation. As a result of the meeting with the Jefferson County Jail Fran proposed two six month goals to the SAAB. The first goal is to create a “Relapse Prevention” program at the Jail. Anne Wiggins, the nurse at the Jefferson County Jail, is very supportive of a “Relapse Prevention” program at the Jail. August can be targeted for the “Relapse Prevention” program in the Jefferson County Jail as Anne Wiggins will be back from Maternity leave and Ford Kessler has the “Relapse Prevention” material. The second six month goal would be to heighten the Community Awareness of the Jefferson County Jail population recidivism rate. The Community Awareness could be tied to the SAAB Power Point Presentation to Community groups. Betty Harmon explained that precedence has been set when a previous SAAB presentation was presented to the Port Ludlow Chamber of Commerce, Rotaries, and the AAUW. Betty also explained that the presentations were well received by the Community. Fran also explained that the SAAB could contact Judges, Prosecutors, and Public Defenders presenting a program that offers Drug and Alcohol treatment to offenders released from the Jefferson County Jail between Arraignment and Adjudication. Catharine Robinson suggested that Fran and Ford speak at the Jefferson County Law & Justice meeting; the next meeting is to be held on 7/24/08 between noon & one pm at the court house. Connor Daily will speak with Steve Richmond, both of whom are on the Law and Justice committee, to add Fran Joswick and Ford Kessler to the Agenda at the next Law & Justice meeting to present the “Treatment between Arraignment and Adjudication” program. Fran explained that she and Ford would need no more than 15 minutes at the Law & Justice meeting. Anne Winegar asked Fran Joswick about funding for the “Treatment between Arraignment and Adjudication” program. Fran Joswick explained that the Washington Health Foundation has Grants available for treatment programs such as the “Treatment between Arraignment and Adjudication” program. Robert Archibald asked Fran about coordinating the “Treatment between Arraignment and Adjudication” program” with support groups in the community such as AA. Fran and Ford spoke about the strength of the AA community in Jefferson County. Catharine Robinson asked Fran Joswick if she is aware of any other “Treatment between Arraignment and Adjudication”. Fran explained that she is aware of the “Friendship Diversion” program but the “Friendship Diversion” program does not provide treatment. Connor Daily posed a question to the SAAB, perhaps before meeting with Law & Justice to discuss the “Treatment between Arraignment and Adjudication” process the SAAB should meet with the Defense Counsel. Connor suggested that the SAAB meet with the core group of Defense 3 Counsel in Jefferson County to present the “Treatment between Arraignment and Adjudication” process. Connor also stated that, if at the very least, the Defense Counsel did not oppose the “Treatment between Arraignment and Adjudication” process that would be a benefit. Betty Harmon suggested that the Defense Counsel may react with more interest if asked to participate in the “Treatment between Arraignment and Adjudication” process rather than react to the process. Fran Joswick explained that the “Treatment between Arraignment and Adjudication” process would be available for Jefferson County residents. Anne Winegar suggested that the SAAB needs to be very sure that the treatment capacity is available. Anne also reminded the SAAB that sustainability will probably be a question posed to the SAAB. Fran Joswick suggested that the “Treatment between Arraignment and Adjudication” program may be started as a “Demonstration Project” that runs for one year and then is reevaluated. Anne Winegar started the Power Point Presentation to the SAAB. Anne asked the SAAB for input as she runs the Power Point Presentation. Anne Winegar noted that on slides that state specific data the Power Point should list the resource for the data. Catharine Robinson stated that on the “Major Categories of Drugs of Abuse” slide the “Club Drugs” should be listed for people who do not know what “Club Drugs” are. Betty Harmon reminded the SAAB that the Power Point Presentation should probably be kept to 15 minutes so that the audience does not loose interest. Connor Daily asked what “AOD” on the “Health consequences due to substance abuse range from accident through illness to death” side is. Anne explained that “AOD” stands for “Alcohol and other Drugs”. Anne explained that “AOD” could be spelled out on the slide. Fran Joswick asked for a slide that talks about the different types of Alcoholics, for instance; Functioning Alcoholics, Binge Alcoholics, Teen Alcoholics. Robert Archibald asked that the Power Point Presentation be updated with the most current data. Anne explained that the Power Point Presentation can continually be updated to include the most current data available. Catharine Robinson suggested that on the third “At Risk Drinking Patterns” slide the last sentence be edited by removing the words “if result is impairment (DUI)”. 4 5 Fran Joswick suggested that if the Power Point Presentation is too long the National figures should be condensed so that the state and county figures are more prevalent. The SAAB would like to see more information in the Power Point Presentation about the influence of Alcohol and Drugs on Domestic Violence rates. Catharine Robinson stated that the number of graphs in the Power Point Presentation should be limited to the slides with the most impact. Connor Daily suggested that the “75 – 80% of all Port Townsend Police calls are AOD related” should be changed to a slide with numbers that include all of Jefferson County. Both Connor Daily and Catharine Robinson suggested that the “Loss of Productivity” related to Alcohol and other Drugs should be expanded in the Power Point Presentation. The SAAB meeting was ended before the entire Power Point Presentation could be shown. ADJOURN: M-S-A Betty Harmon and Catharine Robinson. The meeting was adjourned at 5:00 pm.
