CALL TO ORDER/APPROVAL OF AGENDA The September 9, 2008 Substance Advisory Board meeting was called to order at 3:37 pm. by Fran Joswick, Chair. Fran requested discussion about a Board Model be added to the Agenda under new business and Kelly Matlock requested the addition of items pertaining to National Recovery Month. A motion was made to approve the amended September 9, 2008 SAAB meeting Agenda; M-S-A Conner Daly and Anne Winegar. II. INTRODUCTIONS Mike Blair was introduced to the board as the newest member. Mike provided information about himself and his interest on being on the Substance Abuse Advisory Board. Board members and staff introduced themselves to Mike and welcomed him to the board. III. APPROVAL OF MINUTES FROM THE LAST MEETING A motion was made to approve the SAAB meeting minutes for July 8, 2008; M-S-A Conner Daly and Anne Winegar. A motion was also made to approve the August 12, 2008 minutes. M-S-A Conner Daly and Bob Archibald. IV. PUBLIC COMMENTS/FROM THE FLOOR/ANNOUNCEMENTS Fran attended the last Drug Court graduation and is urging SAAB members to attend future graduations and stressed the importance of SAAB members getting a sense of drug court and the significance of the graduation process. Fran had Teresa distribute Tips for Effective Lobbying and Recommendations for a Public Presentation, prepared by Betty Harmon, to all board members. V. OLD BUSINESS Law and Justice: 1 The next Law and Justice meeting is scheduled for September 25, 2008. State Legislators (James Hargrove, Lynn Kessler, and Kevin Van De Wege) will be attending this Law and Justice meeting. SAAB Bylaw Updates: There was a short discussion about the email distributed last month by Ford Kessler from David Alvarez. Fran Joswick voiced her support for increasing the SAAB membership rather than changing the bylaws again. Julia Danskin provided information to SAAB members on the protocol to bring new member on the board. Fran requested all SAAB members to “spread the word” about the SAAB when out in the community. Additionally, there was a discussion on recruitment of new members with Fran suggesting a tentative goal of 3 new members by the end of 2008. Fran spoke on the need to develop a job description for the SAAB secretary. Fran reported she and Conner Daly had met with the current secretary, Nicole Black, and asked her to draft out a job description for review and approval. Meth Action Team: Anne Winegar reported that February, 2009 is Meth Action Month. Anne provided copies of a community calendar put out by the Jefferson County Sheriff’s Office that has information in it about Meth Action Month. Anne also reported the Meth Action Team is wrapping up the drug endangered Youth guidelines. VI. PROVIDER REPORTS Prevention: Project Alert Karen Obermeyer has scheduled Project Alert core lessons for the 6th grades and the booster lessons for the 7th grades in Port Townsend, Chimacum and Quilcene. She will be contacting Brinnon School District to see about presenting both core and booster lessons there. Classes will begin at Blue Heron Middle School on September 15th. Parenting Wisely – The Parenting Wisely video programs will now be at the Chimacum Middle School and Blue Heron Middle School. Kelly Matlock will be meeting with the counselors from these two schools later this month to set up a procedure for parents to check out this parenting video program. Kelly contacted Parenting Wisely about the possibility of making DVDs from the videos that the County owns so that we can place the DVDs in the Port Townsend and County Library. Parenting Wisely said no. Protecting You / Protecting Me Deputy Kelli King will be facilitating this class again this school year for the 5th grade class at Chimacum Elementary, and is planning to start presenting this class for the 5th grade in Quilcene Elementary. Troy Surber, with the Port Townsend Police, has informed Kelly that Detective Dan Huynh has been trained in the curriculum. Conner Daily is working on the issue of funding to pay for this service. Karen Obermeyer and Kelly Matlock are still talking to Port Townsend and Chimacum primary and elementary schools about possible ways to present the Protecting 2 You/ Protecting Me curriculum to the first through fourth grade classes. Kelly will report back as things develop. Our Kids: Our Business DASA has invited Jefferson County Community Network and Jefferson County Public Health along with Spokane County to present information about the “Our Kids: Our Business” campaign at the Washington State Prevention Summit in Yakima on October 17 – 18, 2008. The two counties have decided rather than making a presentation, to man an information booth at the Summit. Six Year Strategic Plan The Six Year Strategic Plan Sub-Committee met on July 16th to prioritize the SAAB’s goals. The goals that were prioritized were discussed at the last SAAB meeting. Discussion will continue at a future SAAB meeting. TBD September is National Recovery Month September is National Recovery Month. Jefferson County Community Network, Jefferson County Public Health, and the SAAB are co-sponsoring: • A Proclamation honoring September as National Recovery Month was signed by the County Commissioners and the Port Townsend City Council. Copies of the Proclamation are available at this meeting. Kelly suggested consideration of placing an ad with the Port Townsend Leader versus a press release about the Proclamation as a show of support to The Leader. Kelly voiced her opinion that The Leader has been very supportive of the Department of Health in regards to press releases and paying for an ad could demonstrate appreciation to The Leader for its support. The SAAB members agreed this was a good idea and Ford Kessler stated Safe Harbor Recovery/ Beacon of Hope, INC. would be willing to pay for the cost of placing the ad in The Leader. • The Leader is scheduled to run an Op Ed article about Recovery Month with a resource information box on 9-10-08 and an article profiling an individual in recovery from chemical dependency on 9-17-08. Amethyst Initiative Currently 129 chancellors and presidents of universities and colleges across the United States have signed the Amethyst Initiative, which calls for an “informed and unimpeded debate on the 21 year-old drinking age. Amethyst Initiative presidents and chancellors call upon elected officials to weigh all the consequences of current alcohol policies and to invite new ideas on how best to prepare young adults to make responsible decisions about alcohol use.” The presidents and chancellors are planning more public efforts, which might include newspaper ads, to promote this conversation. Jefferson County Public Health and Jefferson County Network are inviting the Substance Abuse Advisory Board to sponsor a press release and a letter to the public schools about this issue. Kelly distributed a draft of a letter to the schools (blue sheets) to the SAAB members. Power Point “Train the Trainer” 3 Because the Power Point is being revised the Six Year Strategic Plan Sub- Committee is recommending that the “Train the Trainer” be postponed. Tobacco Report Jefferson County Public Health has decided to coordinate more of the tobacco and alcohol/drug prevention activities. In that spirit, here is Karen Obermeyer’s tobacco report. • Current activities Discussion on 9-9-08 at the Boiler Room about possible cessation and prevention programs with the Boiler Room clientele. • Disparities in tobacco use Jefferson County targeted disparities: Lower income and lower education level, youth, & pregnant women. • Next Tobacco Prevention Advisory meeting is: TBA November 2008 Jefferson County Public Health: Pacific Room SAAB Members are welcome to attend. Public Health: Julia announced that the next Board of Health meeting is scheduled for September 18, 2008 at 2:30 pm at the court house. Julia reported that information about Recovery month will be included in packets for the next meeting. County Alcohol and Drug Abuse Coordinator’s Report: Ford Kessler provided an update on the proposed intervention program. There is a need to educate and have the involvement of the prosecuting attorney and the judge. Fran, Conner and Ford met and developed the following parameters for this program. • Must be a Jefferson county resident • Adult and Youth may participate • Drug User only – NO manufacturing or dealing • Individuals must have private Insurance or be eligible for Department of Social and Health Services benefits • Felon Status – No weapon, violent offenses or child abuse The next step identified is to talk to Juelie Dalzell and schedule an appointment for next week. This program is considered a “demonstration program” for one year. After a brief discussion about concerns about fee for services a motion was made to pursue a plan for the fees for services; M-S-A Mike Blair and Anne Winegar. Ford also reported that he and Fran have met with Pat Wiggins, the nurse at the jail and she is doing an informal survey on inmates and their desire to participate in a Relapse Prevention Education program. Comments were made about the need for strong data collection for a baseline. The Relapse Prevention Education program would include 1 men’s group (Monday) and 1 women’s group (Thursday) as well as a separate weekly AA meeting for 4 5 men and women. Currently the men’s AA meeting is planned for Tuesdays at 6:00pm and the women’s meeting is delayed until scheduling issues can be resolved. Bob Archibald requested ideas for supporting the Relapse Prevention Education group and Fran suggested informing members of the 12 step community. A motion was made for the SAAB to approve support for the Intervention and Relapse Prevention Education programs. M-S-A Bob Archibald and Conner Daly. Ford also reported that he has been recruited and nominated to be the Co-chair of the Association of County Human Services (ACHS) and been encouraged to accept this position. This nomination will be voted on during the November ACHS meeting. VII. NEW BUSINESS Fran raised the issue of SAAB member roles and suggested a “board model” to clarify roles for new members. Mike Blair stated he felt a model and orientation would be a great help to new members. Fran has requested the Department of Health (DOH) do the orientation of new members. Julia Danskin has agreed to take this request to the Department of Health and report the outcomes. Quen Zarrah gave a presentation on what Jefferson County Public Health offers to families and children and some of the differences between public health and health care. Information on services can be found on the Jefferson County Public Health web site. Due to time constraints Fran asked Quen if she would come to the next meeting to finish her presentation. Kelly Matlock provided copies of the signed Proclamation that proclaims the month of September, 2008 as National Alcohol and Drug Addiction Recovery Month. Kelly took pictures of some of the SAAB members holding the proclamation to submit to the Leader for publication. Kelly Matlock has requested that the SAAB consider sponsoring Our Kids Our Business, perhaps with some sort of Andy Mackie event. ADJOURN: A motion was made to adjourn the meeting at 4:58 pm.
