Meeting Minutes

I. CALL TO ORDER/APPROVAL OF AGENDA
The October 14, 2008 Substance Advisory Board meeting was called to
order at 3:33 pm. by Fran Joswick, Chair. Fran added Committee
Selection to the agenda, and then asked if there were any additions to the
agenda. No further additions so Fran requested a motion to approve the
agenda as presented. A motion was made to approve the amended
October 14, 2008 SAAB meeting Agenda; M-S-A Mike Blair and John
Austin. October 14, 2008 agenda was approved.
II. INTRODUCTIONS
Quen Zarrah was reintroduced to the board members. Ronnie Wuest and
Jon Moore, both from Friendship Diversion, were introduced to the board
members. Quen will be finishing up a presentation started at the last
Substance Abuse Advisory Board meeting and Ronnie will be presenting
information about Friendship Diversion Services.
III. APPROVAL OF MINUTES FROM THE LAST MEETING
A motion was made to approve the SAAB meeting minutes for September
12, 2008; M-S-A Mike Blair and Anne Winegar. The September minutes
were approved.
IV. PUBLIC COMMENTS/FROM THE FLOOR/ANNOUNCEMENTS
Quen Zarrah continued her presentation on the Family Services provided
to the community through the Department of Public Health.
V. OLD BUSINESS
New Board Member Orientation:
Julia Danskin reported she had met with Ford Kessler to develop a board
member orientation outline. It was decided that Ford will contact other
advisory boards around the state to gather information on their
procedures for orienting new members. Julia and Ford will meet after Ford
gathers this information to develop plans for orientation. Fran Joswick

would like to devote the January, 2009 board meeting to orientation and
responsibilities of board members. Fran has asked board members to let
Julia or Ford know if they have specific concerns or questions before the
January meeting.
Jail Relapse Prevention Program Status:
The Relapse Prevention Program (RPP) started in the jail 2 weeks ago. The
women’s group has had 2 attendees and the men’s group had 6 the first
week and 7 the second week. Ford stated this was a great opportunity for
him to find out what kind of help individuals need and want. Ford also
reported the men were actively involved in their groups. Jailers informed
Ford that the inmates appear to be having an “attitude adjustment” and
so far the program is being received well. A new AA meeting will be
starting tonight at the jail.
Some barriers and challenges to this new program include getting 12 step
folks involved. Housing is another barrier. Fran stated she had met a
nurse at church that would love to have 3-4 women live with her in her
home which is clean and sober. Fran is doing some investigating on zoning
and licensing for this woman. Fran would like members to keep their eyes
and ears open for individuals that would support and participate in this
project.
Pre-Trial Treatment Enhancement Program:
Ford reported that he found out that this program is already in existence.
According to Juelie Dazell, Jefferson County Prosecuting Attorney,
individuals do have an opportunity before arraignment to opt for
treatment. Juelie went on to inform Ford that there is a problem with
inadequate evaluations as individuals were being found to have “No
Significant Problem” and no treatment recommendation was made. Juelie
suggested to Ford that Conner Daley try to set up a meeting with the Port
Townsend City Prosecutor and local Defense Attorney’s to see if they
would be interested in this program.
Membership Recruitment Update
One letter of interest has been received by the Department of Public
Health by a Doug Daniels. A Victoria McKenna has voiced her interest to
Ford and Ford will ask her to send her letter of interest to the Department
of Public Health. It was reported that an officer that works for Conner has
a wife that is a doctor who may be interested in becoming A SAAB
member. Fran asked Ronnie Wuest if she would consider becoming a
member and sending a letter of interest
Law and Justice:
Fran Joswick attended the last Law and Justice meeting and reported
State Legislators attended this meeting and presented a “picture” of the
next two years.
SAAB Bylaw Updates:
Currently waiting for new members to be brought on board and then Ford
will check with David Alvarez so the Bylaws can be submitted to the
Department of Public Health for approval.

VI. PROVIDER REPORTS
Prevention:
Project Alert - Karen Obermeyer has facilitated 6 of the 11 core lessons of
Project Alert at Blue Heron Middle School. The core lessons for 6th graders
and the booster lessons for the 7th grades in Chimacum and Quilcene have
been scheduled. She will be contacting Brinnon School District to see
about presenting both core and booster lessons there. Classes began at
Blue Heron Middle School on September 15th.
Parenting Wisely – Kelly Matlock’s meeting with the counselors from Blue
Heron Middle School and Chimacum Middle School have been re-
scheduled from late September to late October. At these meetings we will
be setting up a procedure for parents to check out this parenting video
program. Kelly will continue to report back about how this video program
is being used by the counselors with parents.
Protecting You / Protecting Me - Same as September, 2008 minutes.
Our Kids: Our Business – Kelly has contact Claudia Black to see if she
would be willing to participate in “Our Kids: Our Business.” (OKOB) She is
willing to be the keynote speaker at a kick-off event the last weekend in
March, but a round trip ticket from Arizona will need to be covered. She is
also willing to do one-day training at a reduced rate. Her normal fee is
$5000 a day. She is willing to do one-day training in Jefferson County for
$3000. Kelly is in the process of investigating possible community
partners who would be willing to share in the cost of the training. She will
be doing training through the ESD in southeast Washington next month,
so Kelly will be approaching our ESD to see if they would be willing to co-
sponsor training.
The organizers for OKOB have had some preliminary meetings to start the
planning for this year’s OKOB campaign.
Six Year Strategic Plan –Same as noted in September, 2008 minutes.
September is National Recovery Month - The SAAB, Jefferson Community
Network and Jefferson County Public Health sponsored a Proclamation that
was signed by the County Commissioners and the City of Port Townsend.
There were three articles in The Leader and an ad with the SAAB Board
Members holding the Proclamation during the month of September. There
was one Letter to the Editor from an anonymous “Mom in Al-Anon”
thanking the paper for the articles. Kelly received a “thank you” email
from Kimber Rotchford for the first article (Kelly forwarded that to the
SAAB list serve), and has heard many verbal “thank you’s” for all of these
efforts made during the month of September.
Power Point “Train the Trainer”
Because the Power Point is being revised the Six Year Strategic Plan Sub-
Committee is recommending that the “Train the Trainer” be postponed.

Public Health:
Julia announced that the next Board of Health meeting is scheduled for
October 16, 2008 at 2:30 pm at the Pope Marine Building and Fran will be
presenting.
Julia informed the board that the contract with Kitsap Mental Health using
the 1/10 of 1% funds has gone through and Jean Baldwin will be sending
out contracts for substance abuse and mental health.
County Alcohol and Drug Abuse Coordinator’s Report:
Ford Kessler reported that Doug Allen, Director of the Division of Alcohol
and Substance Abuse (DASA) is retiring and John Taylor will be the
interim Director while the state conducts a nation wide search to fill this
position.
VII. NEW BUSINESS
Ronnie Wuest, Jefferson County Branch Manager of Friendship Diversion
Services gave a presentation on the services offered by Friendship
Diversion. The services are intended to provide an alternative to
sentencing for Court defendants, who are referred by the County
Prosecutor’s office. Ronnie provided members with hand outs describing
Friendship Diversion services in detail.
