CALL TO ORDER/APPROVAL OF AGENDA The November 11, 2008 Substance Advisory Board meeting was called to order at 3:34 pm. by Fran Joswick, Chair. Fran added PowerPoint presentation under old business to the agenda, and then asked if there were any additions to the agenda. No further additions so Fran requested a motion to approve the agenda as presented. A motion was made to approve the amended November 11, 2008 SAAB meeting Agenda; M-S-A John Austin and Bob Archibald. November 11, 2008 agenda was approved. II. INTRODUCTIONS Molly Force was introduced to the board as a potential new member. Molly provided some background information and then the board members introduced themselves to Molly. III. APPROVAL OF MINUTES FROM THE LAST MEETING A motion was made to approve the SAAB meeting minutes for October14, 2008; M-S-A Mike Blair and John Austin. The September minutes were approved. IV. PUBLIC COMMENTS/FROM THE FLOOR/ANNOUNCEMENTS Fran announced that Senators Cantwell and Murray will be in Sequim on November 19th to present a symposium on Federal Funding. Fran asked that SAAB members commit to going to this event as she feels pursuing grant funding is imperative to the goals of the SAAB. Fran mentioned the recent article in the Peninsula Daily News about the Relapse Prevention program in the jail. Fran had copies of the article made but forgot them at home. Fran will bring them to the next meeting. V. OLD BUSINESS New Board Member Orientation: Ford Kessler announced he is waiting on some information from other counties. Ford plans on obtaining the information at the next County 1 Coordinators meeting in Yakima later this month. Ford and Julia will present the information gathered at the January, 2009 meeting. Jail Relapse Prevention Program Status: Currently there are 10 participants in the men’s group and the women’s group fluctuates between 2 and 4 participants. Ford reported that 3 women have gone to inpatient treatment. Ford noted it appears the participants are motivated to go into treatment. The men’s 12 step AA meeting has been having higher attendance than the treatment group. Working is continuing on getting a 12 step meeting started for the women. Membership Recruitment Update Recruitment is coming along well. There is one meeting/interview scheduled with a potential member on the 20th. Mike Blair will investigate the possibility of a Port Townsend School District member becoming a SAAB member Law and Justice: No Report. SAAB Bylaw Updates: The board is waiting for a full board membership to address issues raised by the County attorney. Meth Action Team: Pamphlets, business cards and a press release for the Jefferson County Methamphetamine Treatment Services were handed out to members. Anne informed the group that letters have been sent to legislators requesting funding for this program for a full three years rather than two. Committee Selection: Fran requested that all SAAB members sign up on committees to address the SAAB goals. Fran would like the PowerPoint presentation to be ready in February and Anne Winegar said she felt it could be done by then. Fran spoke of the four goals that need to be attended to and asked members to decide by the December meeting which committee they would be signing up for. Community Partnerships: Fran spoke of a clear need for the county to have long term continuum or partnership between community services and organizations offering services. Housing upon release from jail and while in treatment is an area that clearly needs to be explored and developed. Fran will be meeting with Serenity House to gather information on housing. Fran asked all board members to gather ideas to address housing needs and offer people a second chance. VI. PROVIDER REPORTS Prevention: Project Alert Karen Obermeyer has facilitated 8 of the 11 core lessons of Project Alert at Blue Heron Middle School. The core lessons for 6th graders and the booster lessons for the 7th grades in Chimacum and Quilcene have been 2 scheduled. She will be contacting Brinnon School District to see about presenting both core and booster lessons there. Protecting You / Protecting Me (same as last month) Our Kids: Our Business The information booth manned by both Spokane and Jefferson County on the “Our Kids: Our Business” campaign at the Washington State Prevention Summit in Yakima on October 17 – 18, 2008 went very well. A number of prevention specialist suggested that some kind of presentation at the Association of County Human Services Drug and Alcohol Coordinators Meeting in Yakima on November, 13, 2008 would be helpful. Consequently there will be a 10 – 20 minute presentation this coming Thursday at this meeting. Claudia Black is still on board as a keynote speaker for a kick-off event the last weekend in March. There are also other exciting events for OKOB that are in various stages of development, but it is too early to be talking about them. Kelly will report as more is confirmed. Power Point “Train the Trainer” (same as last month) Project Success The Olympic ESD wrote a grant for a one-year prevention program at Port Townsend High School called Project Success. Kristin Schutte from the OESD made a presentation about the program at the last Health Youth Coalition meeting. Karen Obermeyer, Anne Winegar and Kelly Matlock will be meeting with Kristin Schutte (OESD), Anne Burns (OESD), Pam Rogge (Prevention Specialist with Blue Heron MS and PTHS) and Barb Hanson (Prevention Specialist for Chimacum MS and HS) on Monday, November 24th, to see how the prevention team at Jefferson County Public Health and the Community Network can collaborate with this program. Kelly will report back as things develop. Tobacco Report No Report Public Health: No Report County Alcohol and Drug Abuse Coordinator’s Report: Ford Kessler reported he has been closely involved and busy with getting the Relapse Prevention program up and running in the jail. Ford will be attending the County Coordinators meeting in Yakima later this month. He states the budget is being discussed in Olympia but counties have not heard any “hard numbers” as far as budget cuts and it may be a while before that information is available. VII. NEW BUSINESS Anne Winegar provided information and comments on a Wine and Beer Tasting Pilot program in grocery stores. A fact sheet on this program was handed out to the board members.
