Board Members Absent: Betty Harmon, Anne Winegar and Sherry Kimbrough Staff Present: Ford Kessler, Rose Clemens, Julia Danskin and Kelly Matlock Staff Absent: None Guests: John Newport I. CALL TO ORDER/APPROVAL OF AGENDA The meeting was called to order at 4:45 pm. There were no additions to the agenda. M/S/A Laurie Strong, John Austin II. INTRODUCTIONS There were no introductions III. APPROVAL OF MINUTES FROM THE MARCH MEETING Corrections to the March minutes were as follows: PowerPoint Subcommittee: The PowerPoint committee currently consists of Dean Robertson, Betty Harmon, Kelly Matlock and Anne Winegar. A separate paragraph should state Betty Harmon invited everyone to attend an evening meeting at the Shold Business Park in Port Hadlock on May 15, 2007. Hopefully she will be presenting the Substance Abuse Advisory Board (SAAB) PowerPoint presentation. Prevention/Public Health: The Division of Alcohol and Substance Abuse (DASA) police and sheriff representatives Tony and Troy are training for the Protecting You, Protecting Me presentation for 1st through 5th graders. This program is being looked at and under negotiation for the 2007-2008 school years. Parenting Wisely, a computer program on good parenting will be housed at the County Library later this spring. M/S/A to approve the March meeting minutes with corrections noted, Laurie Strong/Connor Daily IV. PUBLIC COMMENTS/FROM THE FLOOR/ANNOUNCEMENTS John Austin stated that the Department of Veteran Affairs presented a veterans program where the Washington State Department of Veterans Affairs helps get through red tape. More information has been requested to be sent, there may be some cost and he will bring more information as it is available. V. OLD BUSINESS 2 LAW AND JUSTICE – Connor Daily stated that at the meeting in March information was provided that Legislature Representatives will be here in May. The meeting is scheduled to be held from 12:00 pm.-1:00 pm. at the Superior Court room May 24th, 2007. Senator James Hargrove and Representatives Kevin Van De Wege and Lynn Kessler are scheduled to attend. Laurie Strong provided a Co-Occurring Disorder Integrated Treatment (CODIT) update at the March meeting. The Fire Marshall did prevention and inspection presentation indicating fire services will be inspecting and there will be a compliance enforcement issue that will require the help of Law and Justice. Ford Kessler stated regarding substance abuse treatment centers reimbursement budget the House voted to go with the Governor’s budget where the Senate voted 19 million into the medical rate. It now goes to the budget committee to review and a call or note to your Senator to support the reimbursement rate that the Senate approved would be appreciated. POWERPOINT SUBCOMMITTEE – John Barth requested this heading be labeled as Six Year Plan/PowerPoint and the first item under Old Business on the agenda as per the March meeting. Ford Kessler stated at the last meeting of the PowerPoint committee the prevention portion was completed to meet the April 15th deadline. DASA will be coming after the 15th and an email will be sent advising of the scheduled date to meet. Healthy Youth results will be presented at the next meeting. DATA/QUESTIONNAIRE SUBCOMMITTEE – Laurie Strong stated there has been no change since last month. VI. PROVIDER REPORTS PREVENTION/PUBLIC HEALTH – Julia Danskin reported the Board of Health received the letter from the SAAB requesting a seat on the board. They did not have a quorum at the last meeting so the next scheduled meeting is April 19, 2007 and this will be included in the packet to be addressed at that meeting. Kelly Matlock stated that Prevention Core lessons at Blue Heron are complete and Quilcene and Chimacum are in process. Booster refreshers are almost done with the 8th grade at Chimacum and 7th grade at Blue Heron. SAFE HARBOR RECOVERY/CJTA GRANT/ COUNTY COORDINATOR’S REPORT –Ford Kessler stated that the morning and evening Intensive Outpatient groups at Safe Harbor are full. These groups are limited in size to twelve (12) individuals each. Drug Court is going well and Safe Harbor has added five (5) possibly six (6) people in the past month and there are three (3) more applicants applying. The last Drug Court graduation was the largest one since it started. John Chiles asked Ford about post-graduation and contact with prior clients follow up. Ford indicated that graduates are contacted by mail with invitations to attend current graduations and many come by just to say hello. Over 60% have known whereabouts and are still clean and sober. Ford knows of four (4) previous clients that are back out using actively with only one (1) who has committed a new crime and was caught since completing the program. 3 When graduating from Drug Court a General Equivalency Diploma (GED) is a requirement. We have two (2) male clients working on getting their GED, one who is 46 years old and almost complete with the requirements and a 20 year old who just took his last test. Drug Court is hopeful they will graduate with the May group. Ford said he plans on attending the school board meeting regarding the overturned policy on the party that was held where athletes were in attendance and in violation of the signed agreement about the school district policy. The meeting is scheduled for this Thursday, April 12, 2007; at the Lincoln School building from 5:00 pm. – 6:00 pm. please attend if possible. VII. NEW BUSINESS Dean Robertson wanted everyone to know today is a big day in his life, he attended his first day the Wooden Boat School and is observing his 12th year of sobriety as well.
