CALL TO ORDER/APPROVAL OF AGENDA The meeting was called to order at 3:30 pm. There were no additions to the agenda. M/S/A Betty Harmon and Laurie Strong. II. INTRODUCTIONS Nate Winegar, new infant son of Anne Winegar was introduced to the group. III. APPROVAL OF MINUTES FROM THE MEETINGS No corrections were noted for the April and May minutes. M/S/A Laurie Strong and John Austin. April minutes were not approved last month as there was not a quorum present. IV. PUBLIC COMMENTS/FROM THE FLOOR/ANNOUNCEMENTS Sherry Kimbrough announced she had sent an Email to John Barth last month regarding her resignation as secretary and wanted to be sure he had received it. Sherry was asked by John if she would reconsider but she declined to withdraw her resignation. Betty Harmon announced she had given a 45 minute presentation to the American Association of University Women on May 15th, regarding Substance Abuse in Jefferson County. This was a forerunner of our Power Point Presentation, the subcommittee is preparing. V. OLD BUSINESS SIX-YEAR PLAN/POWERPOINT The Six Year Strategic Plan for Prevention and for Intervention, Treatment and Aftercare have all been submitted. Kelly Matlock’s written report due to her absence reported the Work Group is waiting for feedback from Division of Alcohol and Substance Abuse (DASA) and Community Trade and Economic Development (CTED) about the plans. 2 A follow-up meeting has been scheduled for the Work Group on Thursday, June 14th, to discuss what worked and what did not work in the planning process to better prepare the team for the on-going evaluations and modifications to the Plan. Kelly Matlock also emailed copies of the report to everyone on the Substance Abuse Advisory Board (SAAB) and it is quite the document at around 90 pages. Ford Kessler stated for the best summary of important information reference pages 40-52.Some of the highlights were discussed including transportation issues and the lack of transportation being a huge problem. There was a meeting at the Health Department with Jefferson County Transit recently but Ford was not notified until the day of the meeting and both Laurie Strong and Ford were unable to attend. Many do not have driver’s license or vehicles so transit is their only option. With the transit system stopping at 6 pm. and treatment can go until 9 pm. that leaves most without alternative options. Julie Danskin indicated that there is the issue of access on to Sims Way from the business park that is a huge problem for the transit system. POWER POINT SUBCOMMITTEE The Power Point Committee is in the process of scheduling a meeting to review data that was used for the Six Year Strategic Plan and then prioritizing what data to use for the SAAB presentation. LAW AND JUSTICE – Connor Daily reported that at the last meeting three (3) of the State Representatives were there and he observed that they are working hard and together as a team. Senator James Hargrove is no doubt the team leader but it is a very congenial relationship and they are all about getting the funding necessary but more importantly they realize more is needed for mental health and substance abuse. There was a discussion about how to get drugs off of the school campus and the concerns of parents and school officials. Ford Kessler said a parent called him expressing concerns about Chimacum School and Betty Harmon stated she has heard similar concerns from officials in the schools. Education is needed but funding is what is needed first so education and prevention can happen. Connor indicated that ballot issues have been denied and funding is not forthcoming because it seems the community as a whole accepts what is going on. Connor cited a recent arrest that he was involved with that $600,000 worth of marijuana plants were seized and the person received a sentence of only 30 days and this is the second time this same person has been arrested for growing marijuana. This is the reality of the way it is and there is only so much than can be done but Connor still continues to do what the law requires and then it is up to the courts for disposition. DATA/QUESTIONNAIRE SUBCOMMITTEE – Laurie Strong reported that the questionnaire is complete and the subcommittee is waiting for time and money to implement it. The actual package needs to be prepared and then take it to the public but at this time Laurie stated she does not have the time or money to do it. 3 VI. PROVIDER REPORTS PREVENTION/PUBLIC HEALTH – Kelly Matlock was unable to attend the meeting but sent her report in advance to be reviewed and it stated as follows: Project Alert classes are now being scheduled for the 2007 -2008 school year for Port Townsend, Chimacum and Quilcene School Districts. This last year the booster classes were added for the Chimacum School District. I am working on adding the booster classes for the Quilcene School District for this upcoming year. (The booster classes have been presented in Port Townsend for some time.) Kelly is also working on the idea of having Peer-Educators from Peer-In present the booster classes with me for this next school year. The Parenting Wisely programs have arrived. We have videos in both English and Spanish. One set with be kept at the Jefferson County Public library. The other set with be rotated through the three different school districts. There was a question raised as to who do we recommend use this program and it was thought parents but Anne Winegar said she would clarify it with Kelly and let us know the next meeting. The training for the Protecting You / Protecting Me prevention curriculum has been paid for. Pam Rogge will be starting the training by the end of June. Troy Surber and Tony Hernandez will be doing the training in July. John Barth asked what exactly this program is. Anne Winegar said she would have answers at the next meeting on that question as well. Kelly has meetings scheduled for this summer with school district personnel to discuss / negotiate scheduling the Protecting You / Protecting Me classes in the elementary schools in the three school districts. Mini RUad Grant The Jefferson County Sheriff’s Department has received a mini RUad Grant. As a part of this grant I will be working with Linda Pfafman to have 2 Town Hall Meetings on underage drinking in Jefferson County in the fall. COUNTY ALCOHOL AND DRUG ABUSE COORDINATOR’S REPORT – Ford Kessler stated that there has been a counselor in the schools since January and over 100 + youths have been seen in the five (5) schools. Twelve (12) have started treatment with more recommended for treatment. DASA is looking at more funding for a full day instead of half days. VII. NEW BUSINESS John Barth asked if it was necessary to meet every month in the summer with vacations coming up. M/S/A Connor Daily, Betty Harmon was made to meet every 2 months during the summer.
