Meeting Minutes
Board Members Present: John Barth, John Austin, Conner Daily, Betty Harmon,
Sherry Kimbrough, Dean Robertson, Catharine Robinson, Kimber Rotchford, and
Anne Winegar

I. CALL TO ORDER/APPROVAL OF AGENDA
The December 11, 2007 Substance Abuse Advisory board meeting was
called to order at 3:36 pm. Motion to approve the Agenda M-S-A Betty
Harmon and Sherry Kimbrough.
II. INTRODUCTIONS
Kelly Matlock introduced Karen Obermeyer to the SAAB members, Karen
is a new employee with Jefferson County Public Health and is the
Facilitator for Project Alert and the Tobacco Prevention specialist.
III. APPROVAL OF MINUTES FROM THE LAST MEETING
Motion to approve the October Minutes and November Discussion M-S-A
Betty Harmon and Connor Daily.
IV. PUBLIC COMMENTS/FROM THE FLOOR/ANNOUNCEMENTS
Sherry Kimbrough announced that due to current fiscal constraints it is
unlikely that CODIT will continue operation into the New Year. John
Austin announced that Laurie Strong is retiring.
V. OLD BUSINESS
SIX-YEAR PLAN / POWERPOINT SUBCOMMITTEE –
Six-year plan/Power Point – Kelly Matlock stated that the Prevention
program for the Six-year plan is under way. Educational events consisted
of four school assemblies and a Town Hall meeting where Jerry Blackburn
from Lakeside Milam spoke on the impact of drugs and alcohol on the
developing teenage brain. Kelly received positive feedback regarding the
Town Hall meeting. A $500.00 dollar SAMSHA grant has been received for
another Town Hall meeting.
Future prevention programs will center on “Healthy Child, Healthy Family,
and Healthy Community”. Ann Winegar noted that the “Healthy Child,
Healthy Family, Healthy Community” prevention program will be partly
funded by the Jefferson County Community network, the Meth Action
Team, Public Health, and DSHS.
Betty Harmon suggested checking with the schools to see if there are
teachers in the schools who can lay ground work for school assemblies
and be available for questions from students for some time after the
assemblies.
Power Point – Kelly Matlock stated that the Power Point presentation is
ready for the Power Point committee to meet and discuss the
presentation. The presentation is available on the Jefferson County Public
Health website “jeffersoncountypublichealth.org”.
Kelly Matlock stated that the planning committee for the Six-year plan
needs to meet.
LAW AND JUSTICE –
Connor Daily stated that a presentation on the Mortality of Domestic
Violence at the last Law & Justice committee meeting was well received.
Connor also stated that follow up with service providers regarding the
Mortality of Domestic Violence presentation will occur at the January Law
& Justice meeting.
John Austin wanted visiting judges and Pro Tems invited to the Law &
Justice meetings. The next meeting is January 24th, 2008, 12 noon to
1:00 pm. Connor stated that there are many representatives from the
community who attend the Law & Justice meeting.
DATA/QUESTIONNAIRE SUBCOMMITTEE –
The SAAB members who were on the Data/Questionnaire Subcommittee
have resigned.
VI. PROVIDER REPORTS
PREVENTION/PUBLIC HEALTH –
New Health Department Health Educator
Karen Obermeyer attended the SAAB meeting for the first time on
December 11, 2007. She is the new Project Alert facilitator.
Project Alert
The 6th grade Project Alert classes will be completed at Blue Heron Middle
School next month. The classes have been scheduled for the 2007 - 2008
school year for Chimacum and Quilcene School Districts. This last year
the booster classes were added for the Chimacum School District. Booster
classes for the Quilcene School District will be added this year. (The
booster classes have been presented in Port Townsend for some time.)
Karen and Kelly are continuing to work with the schools to have Peer-
Educators co-present the booster classes For Project Alert for this next
school year.
Parenting Wisely – same as last month.
Protecting You / Protecting Me – same as last month.
Six Year Strategic Plan
The Prevention program is underway. Educational events have been:
The four school assemblies and one Town Hall Meeting on the impact
alcohol and drugs have on our brains by Jerry Blackburn of Lakeside
Milam
A SAMSHA funded (we received the $500 Town Hall Meeting stipend)
Town Hall Meeting is in the works for this spring
Anne Winegar, Karen Obermeyer and Kelly Matlock are working on a
campaign for next April. April is national child abuse month, so we are
planning a campaign that will focus on “Healthy Child, Healthy Family,
Healthy Community.” Details will be shared as they develop.
SAAB Power Point Committee Meeting
The Power Point presentation was re-structured by Sherry Kimbrough.
The Power Point Committee will need to decide if there is anything that
needs to be added.
First Night Event
Jefferson County Historical Society is sponsoring First Night, an alcohol-
free family event on New Year’s Eve.
COUNTY ALCOHOL AND DRUG ABUSE COORDINATOR’S REPORT –
Ford presented statistical data from the Division of Alcohol and Substance
Abuse related to adult alcohol treatment admission rates and the adult
Amphetamine and Marijuana treatment rates.
VII. NEW BUSINESS
Board Membership – John Barth noted that there are several openings on
the SAAB. John asked for referrals.
Julia Danskin noted that the Jefferson County Board of Health has had two
responses to the advertisement placed in the newspaper regarding SAAB
member vacancies.
John asked that each of the SAAB members review the SAAB By-Laws
before the next SAAB meeting. John asked that each SAAB member be
prepared to discuss the By-Laws at the next SAAB meeting. John would
like the SAAB members prepared to adopt the By-Laws at the January
meeting.
John Barth started a discussion suggesting that the Meth Action Team be
a sub committee of the SAAB to improve communication.
