All members were in attendance. Approval of Agenda Member Robinson moved to approve the agenda as written. Motion seconded by Member Austin. Motion carried unanimously. Approval of Minutes from March 23, 2010 Member Austin moved to approve the minutes as written. Motion seconded by Member Hanson. Motion carried unanimously. Introductions Those in attendance were introduced and a sign-in sheet was circulated. Public Comments No comments at this time. New Business and Presentations: Update on the RFP for the Recycling Center and MRW Risk Management Jack Reid and Al Cairns (Jefferson County Public Works) talked about the RFP that is seeking contracting services to provide/manage the DD component at the recycling center. The RFP is in process and has not yet been released. It is currently under review by the County Administrator and legal staff. There will be a 60 day window of advertising then a two week period for analysis before submitting recommendations to the Board for award of the contract. Al gave additional explanation regarding details of the contract and answered questions. Update on the Transition Network Group/Goals Accomplished-Vision for the Future Janie Nelson-Clark gave an overview on the background and process that the Jefferson County Transition Network has come through over past years. Anna talked about the mission of the Transition Network and details about the various future goals designed to prepare students in all aspects of their life regarding jobs, life skills, independent living and ability to function in the adult world. She explained “flight teams” that include adult providers, DDD case managers, the County Coordinator, DVR Counselor and anyone who is part of the adult world. These teams can go anywhere and talk about the Adult Service System. Developmental Disability Advisory Board - Minutes 05/25/10 Page 2 of 3 Anna noted that parents need more information about what resources are available and various transition programs and many times it requires a multi-faceted approach because the systems are confusing. Presentation from the Port Townsend School District/Special Ed Director, Kathryne Kent, on the vision of the Jefferson County Regional Special Education Consortium Kathryne Kent, Special Ed Director, explained that her job is “to make sure that we provide and coordinate delivery of services to members of our community who have disabilities from birth – 21 years old”. She talked about how services are being delivered to kids age 14 – 21 and their transition into the adult world. The current Jefferson County population of kids with special needs has led them to develop a consortium of services that is a “coordinated” delivery. In the 2010-2011 School Year all of the Life Skills kids who receive more than 50% of their education in a special education setting will be served at Port Townsend High School, the middle school and the elementary school. This grouping of populations to provide better services is a new approach and a culture change. She explained details about what it will look like at the High School. All of the programs described in her handout address remediation of specific academic skills. In addition to that, the transition plans are based on these general pathways. She explained the programs: Deen’s List: students who receive less than 50% of instruction in a special education setting. Pathways: students who receive more than 50% of instruction in a special education setting and have substantial emotional/social/behavioral issues. Life Skills: students who receive more than 50% of instruction in a special education setting and have substantial and multiple cognitive, academic, daily living/self care, motor, and/or health issues. Transition Specialist October is National Disability Employment Awareness Month-Event Planning Sub- Committee Needed Anna passed around a handout and talked about an Oregon campaign that focuses on employing people with developmental disabilities (this is a national campaign). October is National Disability Employment Awareness Month and she is working with Janie (Concerned Citizens) and Lisa (Skookum) to plan local events including: Employee Mentoring Day, working with potential employers & transition students Presentations to Chambers of Commerce meetings (recognizing Employers of the Year during a meeting) Showing a movie about disability to raise awareness Bring in speakers on disability issues/awareness A Poster Campaign that promotes the idea that everyone can work-( Posters in/on Transit busses) Anna hopes to involve the DD Board members in the planning. Carl and Kim expressed interest. Lesly is going to be on the RFQ committee for Project Transition. She will keep the Board updated on plans and progress. Developmental Disability Advisory Board - Minutes 05/25/10 Page 3 of 3 Old Business & Informational Items: Volunteering at Food Bank: Anna went into detail about the steps that have occurred as she continues to inquire and get an accurate picture of the incident at the Food Bank that has been under discussion. At this point the Food Bank does not seem to be receptive to allowing any individuals with developmental disabilities to volunteer. There was further discussion about how best to approach the next steps to allow open doors for people with developmental disabilities. The Food Bank Board needs to be made aware of the local “policy”. Possibilities on how to approach the Board were discussed (possibly a letter from the DD Board or a personal contact to the Food Bank Association by John Austin or Catharine Robinson). Anna will work with Lesly Sheinbaum on drafting up a letter to the Food Bank Board. Carl said he personally knows some of the volunteers at the Food Bank and will speak with them. Anna will find out who is on their Board and will email their contact information to DD Board members. Planning a DD Community Forum in the Fall: It has been a few years since we have had a Community Forum to talk about all the services of the DD program. Parents often attend these meetings and discussion centers around what is working – what is not working – what do we need more of, etc. It helps in setting goals, focusing funding, educating. Lesly expressed willingness to help with planning. This could possibly occur in October in conjunction with National Disability Employment Awareness Month and use the same planning committee. Update on FLASH (Family Life & Sexual Health) Classes: The classes for adults at JCPH are going strong. Kim Rafferty has been at every class and has been very helpful. There was further discussion about feedback from an individual that attended the first class. Final Legislative Update for 2010: Anna will postpone discussion of this item until July (she will know more about the DD budget and any changes at that time).
