M I N U T E S
September 28, 2010

Call to Order
Co-Chair Carl Hanson called the meeting to order at 3:21 pm.
Approval of Agenda
Proposed changes to the agenda include addition, under Old Business, update on
Letter to Food Bank Association, and, under New Business, CRSA meeting report.
Member Sheinbaum moved to approve the agenda as amended. Motion
seconded by Member Rafferty. Motion carried unanimously.
Approval of Minutes from May 25, 2010
Member Rafferty moved to approve the minutes as presented. Motion seconded
by Member Sheinbaum. Motion carried unanimously.
Introductions
Those in attendance were introduced and a sign-in sheet was circulated.
Public Comments
a) Kaheya Cunningham presented the current Jefferson Transit route and rate schedule
b) Kim Rafferty commented that the Special Olympics to be held at the Silverdale
Bowling Lanes will have 17 participants.
New Business and Presentations:
Report on Community Residential Services Association (CRSA) meeting
Lesly Sheinbaum, a member of CRSA, attended a recent meeting to discuss budgetary
issues where educational handouts were presented. Leslie prepared a packet of these
for 24th District Representative Kevin Van De Wege and will meet with him today
(September 28) for an hour and will show him local residential homes. An additional
comment was made that this might be relative to creation of a DD Board Legislative
Agenda (an Agenda Item under Old Business).

Member
As Kaheya Cunningham has moved to Clallam County, she is retiring from the Jefferson
County DD Advisory Board. Carl Hanson presented Kaheya with a Certificate of
Achievement/Appreciation.

Presentation from Member of the Older People First Group & Advisor who
attended State-wide People First Convention.
Janie Nelson-Clark had a presentation from the People First Convention for the
older group. The younger group presentation will be given in November. The Board sent
12 people to the Convention. Highlights were the sign language, dealing with grief,
diabetic cooking and top ways to stay safe workshops. There was a luncheon
presentation on fundraising and marketing. A stimulating afternoon session was
Washington State Developmental Disabilities 101. A keynote speaker, Diana Stanford of
The ARC, spoke on Initiatives on the November ballot; Referendum Bill No. 52,
authorizing and funding bonds for energy efficient projects in schools and on Initiative
1107 that would repeal the temporary tax on soda pop, bottled water and candy. A
newly elected regional representative was sworn in and some funding proposals were
explored. It was also determined that the 2011 convention is to be held in Spokane.
Craig Rogers had comments on a beneficial workshop on employment. He also
will prepare some artwork for a statewide fundraiser.
DD Budget & Performance Measures Update
Anna presented the Jefferson County Public Health – Planned Performance
Measures for 201,1 for Child Development Programs, Community Access Programs,
Group Supported Employment, Person-to-Person Program, Individual Employment and
Community Information & Education. These measures addressed goals/objectives and
key funding/service issues of each program. Anna also distributed copies of a
preliminary 2011 budget. She addressed some specific questions by the members
regarding Individual Employment projections and a cost benefit ratio difference due to
more one-on-one needs. Additionally, all persons in the Person-to-Person Program will,
in July 2011, have technical assistance and be considered as Individual Employment; it
is still not certain what it will look like exactly. Tobias Clawson suggested that perhaps
someone from outside the area would be available to work with an individual with some
“new tools for a toolbox.”
Anna noted that the JLARC Study (a legislative audit) preliminary report and
recommendations is available and positive; it is focusing on more oversight. When the
final report is available, it will be shared.
Defining DD Board Goals
To answer how the Board determines priorities and needs for and to work toward
enhancing lives of the local population, Kim Rafferty raised concerns around getting
information out to (and methods of obtaining input from) all involved and/or interested
parties. Ideas addressed were parents and community forums, the Board retreat noting
feedback from forums, interviews, and meetings with Advisory Board members. Anna
volunteered to be involved in creating a sub-committee (Carl, Kim and Catharine) to
address, as well as prepare an appropriate survey questionnaire.
Also, it was noted that the Community Forum is to be held on October 20th from
1:00 to 3:30 p.m. at Mt. View Commons meeting room. Chris Christian, who has done
much work in the community, will help facilitate. The forum will begin with current
achievements & services and then looks at funding issues and sources. Usually
Skookum, Concerned Citizens and other contractors speak to their current activities.
Those present at the Forum are asked the following questions; what’s working, what’s
not working & what do we need more of.

October National Disability Awareness & Employment Month: Event Planning
Update
Anna updated the members on events planned for October, National Disability
Awareness & Employment month.
a) October 4, 9:00 a.m., Board of County Commissioners proclamation and
presentation of Employer Certificates (Safeway, Pane D’ Amore, and Hadlock
Building Supply);
b) October 20, 9:00 a.m. to noon, Developmental Disabilities providers
forum/meeting at Church of Christ;
c) October 20, 1:00 p.m. to 3:30 p.m., Developmental Disabilities community forum
at Mr. View Commons;
d) October 24, 12:30 p.m. to 2:30 p.m., movie showing of A Friend Indeed-the Bill
Sackter Story at the Rose Theater (158 seats);
e) Preparation of new posters showing people with developmental disabilities
working in Jefferson County, with an October mantra of “Everyone Can Work!”
f) November 8, noon, Jefferson Chamber of Commerce presentation, with current
employers and a possible slide show with Lisa on hiring people with
developmental disabilities in Jefferson County.
Project Search staff changes update
Carl raised the subject of any effect to Project Search since contract was awarded
to Concerned Citizens. Kathryne Kent indicated that Concerned Citizens effected a
really good transition with personnel; both students and parents are very comfortable
with the process. She additionally noted that Project Transition is also going very well.
Lisa , too, remarked that it is going well and they are now in the discovery process with
students, having already met with parents.
Old Business & Informational Items
a. Letter to Food Bank Association
b. Firstly, Carl expressed appreciation to Anna and Lesly for composing a letter to
the Food Bank Association. He noted that he has spoken with Phil Flynn who
assured him that time has been spent in addressing the letter. Things are not as
initially appeared, and the door is still open for persons with developmental
disabilities to work. He brought up concerns about volunteers needing to
“shepherd” and any possibility of injuries. He also noted that Helen (who works
with the Food Bank) would like to interview potential workers.
c. Creating a DD Board Legislative Agenda for 2011
Anna indicated that she can present to Jenell DeMatteo in November, and will
previously email to members.
