May 22, 2012

Call to Order
Co-Chair Carl Hanson called the meeting to order at 3:27 pm.
Approval of Agenda
No changes or amendments were proposed to the agenda.
Member Austin moved to approve the agenda as presented. Motion seconded by
Member Sheinbaum. Motion carried unanimously.
Approval of Minutes from March 27, 2011
Member Austin moved to accept the minutes as presented. Motion seconded by
Member Kent. Motion carried unanimously.

New Business and Presentations:
Presentation – Goodwill & Hiring People With Developmental Disabilities
Lisa Falcone introduced James Olson and interviewed him about his job at Goodwill. He has
been working there since September of 2011, 20 hours/week as a stocker. James was very
upbeat and positive about his work at Goodwill. Anna suggested that James attend more
meetings and might even be interested in becoming a Board member.
Project SEARCH-Jefferson County Transition Program Update
Kathryne Kent reported about activities and progress. The project has grown and they have
been able to incorporate a much broader range of services for kids who need different kinds of
placements and other individual needs. The needs of the hospital have also evolved for various
reasons. The Transition Academy is going to incorporate Project SEARCH under its umbrella
and the relationship with the hospital will continue, but will not have a separate strand of Project
SEARCH. There will be only one Transition project which will incorporate all of those
workplaces and services into one. The unique thing about the Project SEARCH model is that
it’s a full-day placement for students and the Transition Academy is a full-day activity for the
students, but it’s not always a full-day placement everyday at the same work location. She
talked in detail about exciting future possibilities for students.

Kathryne noted that they have learned a lot this year and it has been a very interesting
collaboration between the School District, Concerned Citizens and Skookum. She talked about
some specific challenges about incoming students with extreme emotional, behavioral and
mental health needs. All of those needs will be able to be met through the partnerships that we
now have.
Catharine Robinson said we should make use of the Project SEARCH model at the hospital for
adults with developmental disabilities. Anna will follow up. Questions and discussion followed.
Update on Legislative Session/Bills Passed/Budget/2012
Jenell De Matteo shared that “the good news is it really wasn’t as bad as everyone thought it
was going to be last fall”. Overall, the budget was not cut as much as anticipated last fall or
early winter when so many services were being threatened. Most things were maintained.
Jenell shared that from her viewpoint that there is over 17,000 people on the waiting list that are
enrolled in DDD but getting no services. This is a real dilemma for the State. 80% of people with
developmental and intellectual disabilities live at home with their families, so families are
carrying the full support. Anna added that there are 182 grads on the Waiver that will get some
funding but there are 543 that get nothing.
She reviewed specifics about some of the items listed on her handout “2012 Supplemental
Budget Comparisons for Programs/Services for People with Developmental Disabilities” and
also “Legislative Update on State Services, State Budget for DD and National Info”. Further
questions and discussion followed.
Jefferson County DD Program Budget Update – Future Budget Changes
It was necessary to postpone this item due to missing budget spreadsheets. This item will be
addressed at the next meeting. Anna did comment that the 2012 contract is looking good right
now.
Conversation about Work Source
Kathy Goldenberger spoke about Work Source and talked about some of the confusion. Some
items that were discussed:
Workforce Consortiums
The challenge of how we might “break through and merge in with Work Source” -
considering their limitations.
Kathy G. complimented the Jefferson County Transition Network on their exceptional
collaboration, saying that “what the school transition program has gotten accomplished
is beyond my belief, beyond what I ever envisioned was going to happen, it’s pretty
remarkable.”
Anna said the next step is with Work Source – possibly meeting with them and
discussing how we might support them. Because of her experience, it would be
beneficial to have Kathy sit in on the meeting.
Kathy clarified that Work Source is not expected to develop jobs for people with
developmental disabilities, but the relationship and connection is so critical to create jobs
and customize employment for people.
John Austin expressed concerns about minimal funding compared with Kitsap and
Clallam counties (based on population) and that we may be forgotten. He noted that they
are very concerned about being perceived as providing enough service, and he
requested that he be notified if that is not happening. Then we could share with them
“some opportunities for growth”.

Kathy G. suggested that they might be invited to share success stories of people they’ve
worked with which might open up opportunity for further discussion.
Kathy G. talked about classes and access to resources and shared a personal
experience that her daughter had with a Work Source class.
Anna said we should consider offering a partnership - we do have many people who
know how to teach and could lend support in that way.
Kathy .G noted that the Federal Government is supposed to have 7% of their employees
made up of people with significant disabilities. Kathy G. is planning on talking to the H.R.
Department at Kitsap Naval Base to consider modifying some jobs to better meet this
criteria.
Anna said that Clallam County is also interested in working with Work Source because
many of the employers don’t want so many job developers coming to them - they want
Work Source to screen people.
County Guidelines Presentation
Kathy Goldenberger gave a “mini in-service” training presentation on the County Guidelines.
This training is designed for Boards and there will also be a component for the employment
providers. She developed this training as requested by Anna and it can be used in the future as
needed.
The County Guidelines were developed in 1992 and implemented state-wide for employment
providers, for community access, for boards, and anyone who is going to be working in the DD
population. She talked about the different aspects of how the Guidelines define what the
benefits are for individuals, including:
Power and choice
To have relationships
Status and contribution
Integration
Competence
Health and safety
Old Business & Informational Items – Anna McEnery
Anna gave very brief updates on the following due to the lack of time remaining in the meeting.
Some items will be covered further at the next meeting.
FASD Workshops – was very successful
Community Connectors Project – Employer event will be Thursday, October 18, 12:00
noon at the Fort Worden Commons, Company Room A
Quimper Mercantile – Peter Quinn next meeting
Workforce Development Council – Bob Potter next meeting
DDD County Self-Evaluation – She submitted many documents and we were not one
of the Counties chosen to audit.
Upcoming Workshops/Meetings:
Person Centered Planning/IEP Workshop – Wednesday, June 6, 8:00 am –3:30 pm at
Skookum Building, Conference Room. Two teachers are coming from Clark County ESD
(paid for by the Jefferson County DD program). Hoping for a good turnout. Agendas
were circulated.
DDD B-3 Eligibility Rules/Process Discussion – Monday, June 11, 1:00–3:00 pm at
Public Health, Main Conference Room. The focus is on streamlining the eligibility
process of people who are eligible but are not in the system.

Transition Network Meeting – Tuesday, June 12, 3:30-5:00 pm at Public Health, Main
Conference Room, will discuss early job development for all students with disabilities.
Supporting People w/Autism & Aspergers & FAS, with Kathy Goldenberger –
Tuesday, June 29, 9:00–3:30 pm at Public Health, Main Conference Room. Checking to
see if clock hours will be available.
Rose Theater Movie Fundraiser – “WRETCHES & Jabbers” - benefit for People First
& Special Olympics, Sunday July 29 at noon.
Future STEP-UP Emergency Prep Classes – for Mental Health Day Treatment
Program & Victoria House
DD Program Planning Update
Sub-Committee for Forum & Retreat - to schedule dates/DD Comp Plan – had a good
meeting and will meet again May 23. Looking at putting out an evaluation tool.
