July 22, 2014
Board Attendees: Carl Hanson (Co-Chair), Lesly Sheinbaum (Co-chair), John Austin, Kris

CALL TO ORDER
Co-Chair Hanson called the meeting to order at 3:16 pm.
APPROVAL OF AGENDA
No revisions or corrections required to the draft agenda. Member Rafferty moved to approve the
agenda as written. The motion was seconded by Co-Chair Sheinbaum. The motion passed
unanimously.
APPROVAL OF MINUTES FROM MAY 27, 2014
Co-Chair Hanson noted that Co-Chair Sheinbaum served as Chair of the May 27 meeting. Janie
Nelson-Achodor noted that her last name was misspelled in section 4. Member Austin moved to
approve the minutes. The motion was seconded by Member Rafferty. The motion passed
unanimously.
PUBLIC COMMENTS
No public comment.
NEW BUSINESS AND PRESENTATIONS
1. Review of DD Budget 2013-2014
a. Veronica Shaw, Deputy Director, JCPH, provided the Board with the 2012, 2013, and
2014 Developmental Disabilities Budget.
b. Ms. Shaw reported that the main source of revenue is from the DDD County Contract,
which is budgeted at $187,325 for 2014. The 2014 Budget summary is as follows: total
revenue $515,132, total expense $406,580, rev/exp variance of $108,552.
c. The Budget is due September 2, 2014. Ms. Shaw will provide the Board with hard
numbers at the September 2014 meeting.
d. Co-Chair Hanson expressed his support for Ms. McEnery’s position to remain funded
without any cuts to her hours.
2. Disability Awareness Presentation
a. Leslie Bunton, People First, gave the Board a presentation about Disability Awareness.
Ms. Bunton’s presentation focused on global, local, and personal awareness. Ms.
Bunton provided the Board with a handout about People First Language, which puts the

person before the disability, and describes what the person has, not who the person is.
Ms. Bunton asked the Board to visit the websites www.peoplefirstofwashington.org,
www.disabilityisnatural.com, and www.un.org/disabilities.
3. Housing Forum for People with Developmental Disabilities Update
a. Anna McEnery, Developmental Disabilities Coordinator, JCPH, informed the Board that
there were 41 attendees from Kitsap, Clallam, Jefferson, and Island Counties at the May
29th Housing Sub-Committee Meeting.
b. Ms. McEnery provided the Board with a handout summary of the meeting.
c. Ms. McEnery is working with the Housing Sub-Committee (Co-Chair Sheinbaum, Co-
Chair Hanson, Al Latham, and Les Parker) to set up a regular housing meeting that will
start in September 2014. It will be every other month at the Grange in Chimacum.
Housing Authority and OlyCAP will be invited to attend. The agenda is still being
developed.
4. Performance Measures 2014
a. Ms. McEnery informed the Board that she feels she has met all the goals of the 2014
Performance Measures, which are done annually for the County.
b. Ms. McEnery informed the Board that the Developmental Disabilities Program will be
audited by the DD Administration on Friday, October 17, 2014.
5. Open Public Meetings Act & Open Public Records Act Mandatory Training
a. The Board was provided a handout with information on how to view the required training
videos and where to send the completed certificates. This mandatory training is required
every four years.
OLD BUSINESS & INFORMATIONAL ITEMS
1. Updates/Informational Items
a. Ms. McEnery informed the Board that Patrick Kane, Port Townsend School District
Special Education and Assessment Director, is interested in joining the Board. Ms.
McEnery will set up the interview process.
b. Ms. McEnery updated the Board on the grant opportunity from the Governor’s
Committee on Disability Issues & Employment. They are putting more energy and effort
into getting people involved, including the Disability Awareness Starts Here (DASH)
Board of which Member Monroe is affiliated, and will continue to work on it.
c. Ms. McEnery updated the Board on the Jeff. Co. DD Community Plan Update. The
Board received a copy of the Resource Guide. The Employment Planning Guide and
Executive Summary are in the process of being updated. The Transition guide is finished
and will be handed out to school districts and providers. How to Create a Transition
Portfolio and the Jeff. Co. Transition Portfolio Workbook are finished.
d. Ms. McEnery updated the Board on the Jennifer White iPad and iMovie Workshop that
she attended with Skookum and Concerned Citizens staff on June 26, 2014. Ms.
McEnery will now be able to create videos to educate the community and will not have to
hire outside videographers. Member Austin suggested the Board view the film Life
According to Sam which was shown at the Port Townsend Film Festival.
Public Comment
Dan Toepper, Port Ludlow, requested the number of individuals who receive services from the
Developmental Disabilities Program and how many of those individuals are veterans. Ms.

McEnery informed Mr. Toepper that there are approximately 136 people on the DDA caseload
in Jefferson County. In order to receive services an individual must have a developmental
disability before the age of 18, therefore no veterans are served.
