CALL TO ORDER
Co-Chair Sheinbaum called the meeting to order at 3:18 pm.
APPROVAL OF AGENDA
No revisions or corrections required to the draft agenda. Member Rafferty moved to approve the
agenda as written. The motion was seconded by member Austin. The motion passed
unanimously.
APPROVAL OF MINUTES FROM JULY 22, 2014
Co-Chair Hanson noted that Co-Chair Sheinbaum was incorrectly identified as “member
Sheinbaum” in the Housing Sub-Committee List. Member Austin moved to approve the minutes.
The motion was seconded by Member Monroe. The motion passed unanimously.
PUBLIC COMMENTS
No public comment.
NEW BUSINESS AND PRESENTATIONS
1. Thank You Presentation for John Austin and Lesly Sheinbaum
a. Anna McEnery, Developmental Disabilities Coordinator, Jefferson County Public Health,
presented Co-Chair Sheinbaum and member Austin with certificates of appreciation and
thanked them for their 11-year and eight-year (respectively) commitments to the DDAB.
Co-Chair Hanson also thanked Co-Chair Sheinbaum and member Austin.
2. Review DD Budget-2014/2015
a. Veronica Shaw, Deputy Director, Jefferson County Public Health, provided the Board
with the 2011-2015 Developmental Disabilities Budget, which included the 2014
Projection, 2015 Budget, and 2014-2015 Variance
b. Ms. Shaw reported that the budget projections were done in July/August 2014 and the
2015 budget will be submitted to the Board of County Commissioners for approval in
December 2014.

c. Ms. Shaw informed the Board that the main source of revenue is the DDA County
Contract-Intergovernmental, but that the Board is encouraged to get involved to come up
with other ways to find support, such as property tax distribution or grants.
d. Ms. Shaw informed the Board that the DD Program had a recent audit and the auditors
were impressed with the information presented, the process implemented for monitoring
vendors and contracts, and with Ms. McEnery
3. Welcome to our newest DD Board Member, Patrick Kane
Co-Chair Sheinbaum welcomed Patrick Kane, Learning Support Services Director for Port
Townsend Schools, as the newest member of the DDAB.
4. Update from the Developmental Disabilities Administration (DDA)
Catie Morton, Case Resource Manager, DDA, updated the Board with the following
information:
a. Ms. Morton’s case load is about 70% Jefferson County, 30% Clallam County
b. There is a new interim regional administrator (Kris Peterson).
c. New services/changes at the direction of the state legislature will bring in more federal
funding and serve thousands of individuals in WA on the no-paid services case load.
Currently working with people on a wait list for Individual and family services. About
5,000 people will be served and it will be turning into a waiver in Spring 2015.
d. Medicaid State Plan will be replaced with the Community First Choice Option in August
2015. More information is available at www.informingfamilies.org. Ms. Morton is currently
being trained on what the changes will be and will report back to the DDAB when an
update is available.
5. Update from the Division of Vocational Rehabilitation (DVR)
Iris Wehrle, Vocational Rehabilitation Counselor, DVR, updated the Board with the following
information:
a. Ms. Wehrle is currently filling in at Port Angeles, prior to that she was in Silverdale.
b. Ms. Wehrle thanked Ms. McEnery and Ms. Morton for being great resources, and
thanked Skookum and Concerned Citizens for being great Community Rehab
Professionals (CPRs).
c. Ms. Wehrle announced that Lisa Falcone will be returning to Skookum in January.
d. 80% of funding comes from the federal government, and DVR is under Juvenile Justice
and Rehabilitation Administration.
6. New DD Advisory Board Manuals 2015/Community Plan/2015 DD Calendar/Action
Goals Update
a. Ms. McEnery provided the Board with an overview of the 2015 Board manuals.
b. Co-Chair Hanson, members Monroe and Edmonson, and Ms. McEnery are to meet to
discuss the Staff Action Plan.
c. Member Austin will email Ms. McEnery with the contact information of the assistants to
the legislators listed in the 24th Legislative District. Ms. McEnery will update the page and
email it to the Board.

d. Ms. McEnery asked the Board to review the section in the Community Plan called
Trends in the Field of Developmental Disabilities, pages 21-33 and provide feedback by
the end of the year. It will then be submitted to the BOCC for approval, and then the
State.
e. Ms. McEnery will update the 2015 DD Calendar with a corrected date for the November
meeting and provide a new copy to the Board.
OLD BUSINESS & INFORMATIONAL ITEMS
1. Housing/Life Network MTG-Update-on 11/13/14 MTG& Future MTG 1/15/15-6:30pm to
8pm at the Grange in Chimacum
Ms. McEnery, Co-Chair Hanson, and member Rafferty attended the November 13 Housing
Life Network meeting and reported back to the Board that is was a great meeting and they
enjoyed the portion that spoke about building a debt-free house in Issaquah. The take-away
message they got was to tell your story in the right way. The next meeting is January 15,
2015. The Housing Authority will be in attendance.
2. Grant Opportunity from the Governor’s Committee on Disability Issues &
Employment-Future MTG-December 2-2014 -1:30pm @ Public Health
Ms. McEnery invited the Board to attend.
3. Disability Employment Month Update-Proclamation & News Article/Enclosures
Ms. McEnery provided the Board with a copy of the Proclamation that proclaims October as
Disability Employment Month. Ms. McEnery also informed the Board that there were articles
in the Leader and Peninsula Daily News about the Employers of the Year.
4. Jefferson County DD Board Legislative Agenda-2015
Ms. McEnery provided the Board with the Legislative agenda for 2015. The Board
suggested she write something similar to send to the legislature. Ms. McEnery will draft a
letter for the Board to review at the January meeting.
