Board Attendees: Carl Hanson (Co-Chair), Kathleen Kler, Kim Rafferty, Leesa Monroe,
Claudia Edmondson, Patrick Kane

CALL TO ORDER
Co-Chair Hanson called the meeting to order at 3:17 p.m.
APPROVAL OF AGENDA
Co-Chair Hanson added the DD Community Plan to Old Business and removed item 3, update
from the Developmental Disabilities Administration. Member Kler moved to approve the agenda
as written. The motion was seconded by member Rafferty. The motion passed unanimously.
APPROVAL OF MINUTES FROM NOVEMBER 18, 2014
Anna McEnery, Developmental Disabilities Coordinator, Jefferson County Public Health, noted
that Kris Nelson was not identified as absent. Member Rafferty moved to approve the minutes.
The motion was seconded by Member Monroe. The motion passed unanimously.

NEW BUSINESS AND PRESENTATIONS
1. Update from the Arc of Jefferson & Kitsap County Chris Morris-Parent to Parent
Coordinator
a. Chris Morris, Parent to Parent Coordinator and Program Manager, Arc of
Jefferson & Kitsap County, updated the Board about his roles with the Arc of
Jefferson and Kitsap Counties and distributed organization and membership
information brochures.
i. Mr. Morris is working with the Pierce County coordinator to set up a
training/orientation of the Helping Parent program and will keep the Board
informed.

ii. Mr. Morris is working on outreach efforts, including social get-togethers,
outreach to senior family care, networking with local churches, legislative
advocacy, adult education, and mental health counseling.
2. Presentation from the People First Group of Jefferson County on the State
Convention
a. Leslie Bunton, People First, updated the Board on the election of new officers,
and focused on their goal of fundraising. A yearly fundraiser at the Rose Theater
(sponsored by the DD Board and County DD Program) provides funds for
attending the state convention, as well as the Statewide Sustainability Plan,
which pays for audits, and building/vehicle insurance of People First Chapters.
b. Marjorie Mougel, People First President and Amber Kent, People First
Communication Officer, updated the Board on their participation at the WA State
Convention. They enjoyed the workshops they attended, including learning about
sign language and information on seizures.
c. Ms. Bunton reported on a workshop she attended about the Proclamation for
Dignity and Rights for all Human Beings. More information can be found here:

3. Presentation from Carl Hanson/(Final-Talking Points Presentation)/Staff/Board
Action Goals Update
a. Co-Chair Hanson reviewed the Board/Staff Action plan for 2013 – 2015.
Completed objectives include:
i. (A) Develop Presentation Teams
ii. (A) Present Work with Me to the Chamber
iii. (A) Presentation to Olympic Development Council
iv. (I) Host a “Housing for People with Developmental Disabilities” Forum
b. Objectives to be completed include:
i. (A) Presentation to the Kiwanis
Claudia to work with Carl to check dates
ii. (A) Presentation to Rotaries in PT or East Jefferson
Kathleen; Anna to email Mayor and Kris Nelson
iii. (A) Presentation to Jefferson Transit and Transit Authority Board
Leesa and Anna to get on agenda
iv. (A) Determine schedule of newspaper articles
Carl, Leesa, and Anna; Anna to draft target times and set up
Subcommittee meeting
Work With Me Breakfast in October 2015 should get picked up by
press

Anna is working with Natalie to get the videos embedded or linked
on the DD webpage of the JCPH website
Anna has created a page on the DD webpage with People First
Language
ix. (F) Identify a contact with the Leader and PDN newspapers
In progress, working to establish relationships
x. (G) Contact local radio and develop an information show
Carl informed the Board that the radio show he recorded with
Shelia was done in a very comfortable way; questions and stats
prepared, re-recording offered, and he encouraged the Board to
participate in Radio shows if they are interested
xi. (H) Host an event such as a city or state park clean-up
Carl reported this is still in progress, and will include Janie and
People First.
Janet Storm with Friends of the Park organizes clean-up efforts
c. Ms. McEnery reminded the Board that the focus of these presentations is to raise
awareness and get jobs for people with developmental disabilities and provided
the Board with a handout of talking points.
d. Ms. McEnery to provide the Board with a DVD of the videos noted in the
handout.
4. Jefferson County DD Board Legislative Agenda-2015
a. Ms. McEnery presented the Board with a draft handout of the legislative agenda
and pointed out the following areas of focus:
i. Updated document to include the DDAB mission
ii. Adequately address needs of the early intervention system
iii. Employment services for young adults who have graduated
iv. Respite and support services for families
v. People with disabilities need stable and equitable community based
services.
b. The Board asked Ms. McEnery to modify the percentage in early intervention
services to 30%, and asked for correction of a typo.
c. Ms. McEnery to make the changes requested by the Board, finalize the
document, and distribute it next week.
5. Co-Chair Position-Carl Hanson
a. Co-Chair Hanson announced the vacant position for Co-Chair on the
Developmental Disabilities Advisory Board, and recommended Member Monroe
or Member Rafferty.

b. Ms. McEnery also recommended Member Monroe or Member Rafferty, and
asked that any Board members interested should contact her, and it will be
decided upon at the upcoming meeting.
6. Update from the Division of Vocational Rehabilitation, (DVR)/Iris
Wehrle/Vocational Rehabilitation Counselor
a. Ms. Wehrle provided the Board with an overview and update of DVR.
b. Ms. Wehrle informed the Board that the Rehab Services Administration has
established a new rule for the timeline of eligibility to plan. The rule is now 90
days (guideline used to be 120 days). This change is putting pressure on DVR,
and vendors such as Concerned Citizens and Skookum.
c. Member Kane suggested Ms. Wehrle attend a parent night for transition services,
and will inform her of the upcoming date.
