CALL TO ORDER
Co-Chair Hanson called the meeting to order at 3:15pm.
APPROVAL OF AGENDA
Member Adams moved to approve the agenda as written. The motion was seconded by Co-
Chair Rafferty. The motion passed unanimously.
APPROVAL OF MINUTES FROM September 27, 2016
Member Sullivan moved to approve the minutes with two corrections, the date should be
September 27th, 2016, and Vicki Kirkpatrick is shown as a Board Member rather than as staff..
The motion was seconded by member Adams. The motion passed unanimously.

NEW BUSINESS AND PRESENTATIONS
1. Presentation from Self Advocates/Students First/Patty Jackson & Tyler Reeves
Patty Taylor facilitates the Student/People First Club at the Sequim High School that
meets once a week. Student/People First is for high school aged kids with disabilities.
Students are assisted through membership in the club on the development their own
voice through their membership in the People/Student First Club. The Club’s focus is on
team building, leadership, club officer training, learning Roberts’ Rules of order, self-
advocacy, communicating their own disability history, transition into adulthood, and self-
determination.
Patty also is the para-educator teaching a life skills class for the same students that
involves taking them out a few times a week to engage in a range of activities that
educate and entertain. These include things like working at a food bank, listening to
speakers that are invited in to present on relevant topics, learning how to participate in a
job interview, and doing various types of tasks such as those involved in hotel cleaning.

Jake Baker, Concerned Citizens outlined how his organization partners with the Sequim
School as an employment provider. Concerned Citizens go into the school with People
First to take the students one-on-one out in the community for vocational assessments
and employment. The Sequim school district does a lot at an earlier stage with these
students, and then linking them up with an adult Employment Provider by the age of 21.
The county pays half the contract and the school District pays the other half of the
contract so Concerned Citizens helps these kids get part time jobs. The agency’s vision
to provide all students with disabilities an equal opportunity to get a job.
2. Person Centered Planning Grant/Anna Mc Enery
We have received a Person Centered grant in the amount of $8k from DDA to increase
our capacity of person-centered transition planning facilitators in Jefferson County. The
goal is for trained facilitators will to work with individuals with developmental disabilities,
to collaborate with parents, schools, and the community to bridge the gap between
school and the adult world. Deb Mclean, a teacher and mentor of ideal person-
centered practices, will be invited to Jefferson County to facilitate conversation in the
community as well as provide training and mentoring for new facilitators. Ideally we
want to include a Life Skill or Special Ed teacher who learn about person centered
planning in connection with transition so they can incorporate a broader vision as they
facilitate IEPs. This effort will commence in the late winter of 2017.
3. 2016 DD Budget/(Handout)/Anna Mc Enery
Veronica Shaw will be at the January DDAB meeting to go through the new budget,
represented in the handout delivered at this meeting.
4. 2016 DD Advisory Board Calendar / (Handout) / Anna Mc Enery
The 2017 DDAB meeting calendar was handed out. Meetings are scheduled at the
JCPH Pacific Room on the 4th Tuesday of January, March, May, July, September, and
November of 2017.
OLD BUSINESS & UPDATES/INFORMATIONAL ITEMS & FUTURE MEETINGS
1. Updates Informational Items
a. Update on Community Inclusion for Everyone MTGs/Kim Rafferty/Anna Mc Enery
This evening is a game night to create opportunities for people with and without
disabilities. Member Mc Enery is also organizing a Christmas caroling night at
Seaport Landing, then Discovery View apartments. All voices are welcomed.
b. Update on the Accessibility Community Act Project/Carl Hanson/Kim Rafferty
The Accessible Community Advisory Committee (ACAC) got a~$25k grant this
past year, and more funding could be pursued from the Governor’s Committee for
2017. Ms. McEnery is organizing a lunchtime disability planning meeting on
December 5th from 12 noon to 1:30pm at QUUF. The meeting will be facilitated by
Bob Wheeler, to be attended by People with Disabilities, Agencies who serve
people with disabilities, City and County officials, Special Ed Directors, Providers,
Case Managers, community members – all who are interested in the topic of
disability. The purpose is to give the ACAC information about disability needs and
wants in Jefferson County, while discussing ways to partner with people with
disabilities, agencies and/or government in order to request grant funding for
another round of projects in 2017 that make a difference.

c. Sub-Committee on Unified Special Olympics in Grant Street School
Co-Chair Kim Rafferty spoke with Morgan Larshay, from School-Based Unified
program. Ms. Larshay said she will contact Member Rafferty to discuss Grant
Street Soccer Team, potential coaches, etc.
d. Member Kane said that Port Townsend/Quilcene applied for a DVR grant for
Transition and received it. The first meeting involved an introduction from the
Center for Change in Transition Service, (CCTS). There’s been three meetings –
the last one reviewing IEPs into the CCTS website. This is a great deal of work for
staff, but worth it. On 12/2 Patrick will be trained with others on developing solid
IEPs. Hopefully there will be more workshops for teachers, etc.
e. Parent to Parent’s Update- Melissa Lund, the Parent to Parent Coordinator from
the Arc said that we still have Caregiver support group once a month. Topics
included Sheriff/Police interactions with a person with a developmental disability
and their Caregiver, as well as guardian. This month’s meeting will focus on
dealing with the holidays. There will also be an Annual Resource Fair at the Arc
on February 4th sponsored by the Kitsap County DD Program. This is an
opportunity for vendors, especially vendors with tech devices for DD.
f. Melissa said she is still advocating signup for the DDA Individual and Family
Services Waiver by February.
g. George Adams used to facilitate the Self Advocates of WA. Anna Mc Enery
brought three self-advocates from Jefferson County to the Self-Advocacy meeting
held at the Arc. George has moved on, but is still willing to facilitate a self-
advocate meeting if the participants come to Kitsap. Anna shared that it worked to
have the meeting right before a “social” meeting. Possibly could do it after the
holidays.
