Climate Action Committee
Meeting Minutes
Wednesday, May 24th, 2017, 3:30 - 5:30 PM
Jefferson County Public Health, Port Townsend, WA

Topic Recommendation/Action
Call to order 3:32PM. Did brief introductions.
Approval of Agenda
& Minutes
Motion to approve agenda by Deborah Stinson, second by Kate Dean,
approved.
Motion to approve March 8, 2017 minutes by Deborah Stinson, second
by Kate Dean, approved.
Public Comment No comments.
Goals for 2017 Kate - Jefferson County BOCC
Mitigation:
• building a covered bike rack at the Courthouse
• lighting at the Courthouse has been almost completely converted to
LED lighting
Adaptation:
• Potential goal of inclusion of climate change preparedness into the
updated county comprehensive plan. Will discuss further at CAC
presentation to BOCC.
• flood plain acquisition in Quilcene, Duckabush
• building more bike trails
• looking at connecting the Larry Scott Trail to the Olympic Discovery
Trail
• putting in electric vehicle charging stations at the Park-n-Ride
Deb – City of Port Townsend:
Mitigation:
LED lighting currently being switched out throughout the City; possibly
completed by the end of the year; working in partnership with the PUD;
it’s a process due to adjusting the height of the lights, color balance, etc.
Matt - Jefferson Healthcare:
Mitigation:
• Green Committee is up and going again! Matt is moving them to
reducing their carbon footprint
• Laura offered to help the hospital with their recycling program by
giving a presentation to the Green Committee about what is recyclable
in Jefferson County; she offered a training slide show that can be used
by the Green Committee with hospital staff
Adaptation:
• Cindy offered to provide assistance for adaptation planning
Darren – PTPC:
Mitigation:
• currently produce a lot of solid waste and are looking to mitigate the
amount generated and how the materials are used
• using reverse osmosis system for de-mineralizing the water resources;
could save a few thousand gallons a day
Adaptation: Suggestion to consider adding a goal related to water usage
given projections for reduction in snowpack and summer precipitation
Sonja - Energy
Mitigation:
• electric bike sharing program
• also looking at a shared fossil fuel vehicle, especially a truck
• looking at ways to get insurance coverage to cover shared vehicles
CAC / Emergency
management
Cindy and Kate met to discuss the county’s plan for emergency
management resulting from climate change issues
• Lynn Sterbenz (Director of Emergency Management) enthusiastic to
be involved with the CAC, she will look to attend a future meeting
• Jefferson County/City of Port Townsend Hazard Mitigation Plan
approved; now being moved up to the state level, then FEMA
• Lynn steering the Natural Hazards Planning Committee; perhaps she
could have a member with a climate change focus on the committee;
CAC could be a resource

and County councils

Cindy presented slides to solicit input from the committee on a proposed
presentation to the BOCC; members provided input to fine tune the
presentation
• Cindy asked Darren to provide an update on GHG from Port
Townsend Paper; Kate Dean has appropriate data that can be provided
as well
• Cindy cited the following:
- SEPA guidance for GHG emissions as well as King County’s
Executive Order PUT 7-10-1
- City of Olympia’s 2014 Work Plan for Climate Preparedness
- Clallam County’s Resolution encouraging emergency
management and DCD to consider climate mitigation and adaptation
measures for their comp plan
• Cindy reviewed the proposed CAC recommendations
Recent Events:
• Cindy thanked Kate and Deb for speaking at the Climate March in Port
Angeles on April 29th
• King Tide Project this Saturday, May 27th with a high tide at 7:48PM
Local 20/20 Taming Bigfoot had an anniversary meeting, with
check in’s on individual’s current footprint.
Cindy presented update on adaptation progress to the Strait
Ecoystem Recovery Network
Public Comment Kate Chadwick asked what this committee is doing for funding to
implement climate action and implementation. Does it get embedded in
the City/County budget? What about private, state or federal funding?
In response to that comment, Kate Dean mentioned that the North
Olympic Development Council has maintained implementation of the
Climate Action Plan as a near term action in the Puget Sound
Partnership (PSP) Action Plan. The North Olympic Peninsula climate
change preparedness plan was the first funded by the EPA and sets local
jurisdictions up for priority funding in the future. Applications for PSP
funding are due this summer.
The City is currently tasking their advisory boards for seeking various
funding sources. This would be an appropriate ask from this committee
to the City.
CAC members agreed to add to the CAC updates to the county and citya
recommendation that seeking funding for local climate mitigation and
adaptation be added to the CAC’s work plan
Next Steps & Agenda
Planning
It was agreed that the next meeting will be on August 23rd, 2017, 3:30 –
5:30 pm. Jeff will scribe. [Note: after the meeting, the next meeting was
changed to July 26th, 2017, 3:30 – 5:30 pm, see below].
Agenda items:
- brainstorm near term actions in the Puget Sound Partnership and
City funding cycles
- update on ideas from the Local 20/20 Climate Outreach group
Adjourn The meeting was adjourned at 5:42 p.m.
Next Meeting Next meeting is scheduled for July 26th, 2017, 3:30-5:30 pm, at the
Jefferson County Public Health Pacific conference room, 615 Sheridan
Street.
