The Jefferson County Planning Commission has been invited to sit with the Board during this informational briefing. Attached to this request is a slide show that will be presented. The proposed Pleasant Harbor Master Planned Resort (MPR) development agreement is now available in draft for public review on DCD's web page for the project (www.co.4efferson.wa.us/727/Pleasant-Harbor-Master-Planned-Resort). The draft development agreement is for an agreement between the Pleasant Harbor MPR developer and Jefferson County on how the resort development and operation will proceed over the term of the agreement -25 years or 5 years after buildout, whichever is longer. In 2008, when the County originally designated a master planned resort at this location in Brinnon, it passed Ordinance 01-0128- 08, which has thirty specific conditions that development of the Pleasant Harbor MPR must meet. Much of the development agreement addresses how the resort will meet those 30 requirements. The development agreement includes 31 attachments, which detail how the developer will properly manage natural, wildlife and cultural resources, provide local economic opportunities, and support or provide services. Consultations with area tribes (summaries of which are also uploaded for public view on the project web page) and with other local and state agencies helped refine many of the development agreement's attached management plans. The consultation process with affected tribes continues. The Jefferson County Planning Commission recommended Pleasant Harbor MPR zoning regulations for consideration by the Board of County Commissioners in early 2016. The Planning Commission's recommended zoning regulations and its findings of fact, recommendations and conclusions, as well as a Planning Commission letter, are available for public review on the project web page. RA The Department of Community Development (DCD) is suggesting revisions to the Planning Commission's zoning regulations for clarity and consistency with state and local regulations. DCD's recommended revised version of the zoning regulations, along with an explanatory memo, is available for public review on the project web page. ANALYSIS/STRATEGIC GOALS/PROS and CONS: The principle purpose of this briefing is to review the key aspects of the draft Pleasant Harbor MPR development agreement. It will also include a review of the draft zoning regulations that were part of an earlier informational briefing to the Board and to the Planning Commission in August 2017. In 2016, the Jefferson County Planning Commission held a public hearing, accepted public testimony, deliberated on, and recommended zoning regulations for the Pleasant Harbor MPR. The Planning Commission did not have the benefit of the current draft of the development agreement. Many of the County's 2008 Ordinance requirements and the Pleasant Harbor environmental impact statements' mitigations are addressed in the current draft of the Pleasant Harbor development agreement, and are best addressed there, rather than in new or novel regulations. This briefing will discuss this distinction and provide for questions and answers from the Board and from the Planning Commission. The Board is not requested to take any formal action at this briefing. At a later date, the Board may, at its discretion, choose to set a public hearing date on the draft development agreement and on both versions of zoning regulations, and establish a public comment period. In the future, if the Board considers setting a public hearing, staff would recommend a longer than usual public comment period, such as sixty (60) days, so that there is ample time for public review of all the existing draft documents and ample time provided for public commenting. FISCAL IMPACT/COST-BENEFIT ANALYSIS: There is no fiscal impact of the briefing session other than time and resources utilized to perform the briefing. RECOMMENDATION: DCD recommends the Board of County Commissioners, in a joint session with the Planning Commission, receive a briefing on a Pleasant Harbor MPR draft development agreement and zoning regulations.
