The Call for Bids is required for publication for procurement of products in accordance with RCW 36.32.240 Et RCW 39.04. Analysis/Strategic Goals/Pro's Et Con's: The liquid asphalt products are to be used by Department of Public Works Road Operations Crews in the annual road preservation chip seal program over the term of this three (3) year contract. Fiscal Impact/Cost Benefit Analysis: Purchase of liquid asphalt products is accounted for in the Department of Public Works Road Operations Budgets for calendar years 2018 through 2020. The estimated annual value of this contract is $276,000.00. Recommendation: The Department of Public Works recommends the Board approve the Call for Bids and authorize the Chair to sign the attached Call for Bids where indicated, and return it to the Department of Public Works for publishing. Department Contact: Dale Seward, Project Manager, 385-9160 Reviewed By: Hipp Mor ,County ' trator 4��Ftlell 2-, Date NOTICE TO CONTRACTORS CALL FOR BIDS Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive SEALED BIDS for: SUPPLY OF LIQUID ASPHALT PRODUCTS FOR BITUMINOUS SURFACE TREATMENT PROGRAMS IN CALENDAR YEARS 2018 THROUGH 2020 Bids will be accepted up until the hour of 9:30 a.m. on Monday, February 12, 2018 at the office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, WA 98368. Sealed bids will be opened and read publicly at 10:00 a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers, also located on the basement level of the Jefferson County Courthouse. This Contract provides for supply of liquid asphalt products for use by the Jefferson County Department of Public Works in the annual road surface maintenance program on various county roads in calendar years 2018 through 2020, all in accordance with the Contract Provisions and the current WSDOT Standard Specifications. The estimated annual value of this contract is $276,000.00 (plus Washington State Sales Tax). Bids shall be submitted in accordance with the General Contract Provisions on file at the office of the Dept. of Public Works, 623 Sheridan Street, Port Townsend, WA, where copies may be obtained by prospective bidders. Printed and/or electronic copies may also be obtained by calling the Dept. of Public Works at 360-385-9160, or by emailing pubworksCaD-co.iefferson.wa.us. Each bid shall be accompanied by a proposal guarantee in the form of surety bond, postal money order, cash, cashiers check or certified check payable to the Treasurer of Jefferson County in the sum of five percent (5%) of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract within ten (10) calendar days of bid award. It will be the sole responsibility of the bidders to ensure bids are in the possession of the Board of County Commissioners by the appointed date and time. No facsimile bid documents will be accepted. The Board of County Commissioners reserves the right to reject any and all bids, and to accept the bid deemed most advantageous to Jefferson County, and to waive all informalities in the bidding process. Jefferson County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.
