The Call for Bids is required for publication for procurement of products in accordance with RCW 36.32.240 & RCW 39.04. Analysis / Strategic Goals/ Pro's & Con's: Jefferson County Public Health oversees the enforcement Washington State and Local Solid Waste regulations. As such, when citations and other means are unable to remedy egregious violations, local funds are used to bring these properties into compliance. The property located at 890 Old Hadlock Rd has been in violation of these regulations for years and the property owner is unwilling and unable to remedy these violations. Jefferson County Public Health is seeking bids for a contractor to remove the violation and bring the property into compliance with these laws. Fiscal Impact/ Cost Benefit Analysis: Jefferson County has a dedicated fund for the cleanup and abatement of properties in violation of State and Local Solid Waste regulations. These funds come from a small portion of the disposal fees collected by Jefferson County Public Works at the Transfer Station. This fund has a sufficient amount to cover the cost of this cleanup. Recommendation: Jefferson County Environmental Health recommends that the Board approve this CALL FOR BIDS and authorize the Chair to Sign the attached Call for Bids where indicated, and return it to Jefferson County Public Health for publishing. Box 1220, Port Townsend, WA 98368. Sealed bids will be opened and read publicly at 10:00 a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers, also located on the basement level of the Jefferson County Courthouse. This Contract provides for removal of solid waste from the property located at 890 Old Hadlock Rd. per Warrant of Abatement issued January 26, 2018 in Superior Court. Bids shall be submitted in accordance with the General Contract Provisions on file at the office of Jefferson County Public Health, 615 Sheridan Street, Port Townsend, WA, where copies may be obtained by prospective bidders. Printed and/or electronic copies may also be obtained by calling the Roger Parker at 360-385-9444 (x489) or by emailing RParker@co.jefferson.wa.us. Each bid shall be accompanied by a proposal guarantee in the form of surety bond, postal money order, cash, cashiers check or certified check payable to the Treasurer of Jefferson County in the sum of five percent (5%) of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract within ten (10) calendar days of bid award. It will be the sole responsibility of the bidders to ensure bids are in the possession of the Board of County Commissioners by the appointed date and time. No facsimile bid documents will be accepted. The Board of County Commissioners reserves the right to reject any and all bids, and to accept the bid deemed most advantageous to Jefferson County, and to waive all informalities in the bidding process. Jefferson County, in accordance with Title VI of the Civil Rights Act of 1964,78 Stat. 252,42 U.S.C. 2000d to 2000-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.
