The question of where existing features are located and the feasibility of where the reconstructed bulkhead should be placed were posed by Jefferson County and included correspondence with the Department of Ecology and the US Army Corps of Engineers. Regarding jurisdictional boundaries, the mean higher high water (MHHW) line is located waterward of the existing concrete and log bulkhead. The proposed location of the sheet pile just waterward of the existing structures is landward of the USACOE's jurisdiction. There seemed to be confusion regarding the location fo the MHHW line and the ordinary high water line (OHW). Our estimate of the OHW was also at the face of the existing structure. Where the structure has been breached however, the OHW may have encroached landward toward the face of the bluff. The proposed location of the sheet pile at or slightly waterward of the existing OHW line is necessary for two main reasons: The equipment used consists of a sizeable vibratory hammer to install the sheet piling and there is not enough room between the slope and the existing bulkhead • During the driving process, the hammer vibrates not only the sheet piling but the area around it- in this case the upper bluff. We want to minimize additional landslide activity during the installation process. The location as shown is landward of the MHHW which is out of USACOE jurisdiction and at or within 6 feet of the OHW line consistent with the Washington State Department of Fish and Wildlife WDFW, rules on safe construction methods near steep bluffs.
