Summary of Key Funding/Services Issues for 2017:
Jefferson County Public Health (JCPH) delivers programs that promote healthier communities and individuals. The above programs provide
universal prevention services to youth, families and businesses in the community.
The results of the 2016 Washington State Healthy Youth Survey will be released in the spring of 2017 and will be used to determine community
needs and prioritize services based on funds available. Chimacum Prevention Coalition (CPC) will use the 2016 HYS data the 2016 Community
survey and other relevant date to develop a new Strategic Plan for the 2017-2018 year.
The Drug and Alcohol Prevention Program continues to provide integrated prevention services that promote healthy behaviors, prevent harm and
support youth and families in the community and in the schools. Washington State Division of Behavioral Health and Recovery (DBHR)
funding/contracts “Statements of Work” require development and maintenance of a Prevention Coalition focused on a specific School District.
Funds support a Prevention Coalition Coordinator. Additional Federal funds through a Partnership for Success grant which started fall 2013
continues into 2018. The Prevention Coalition Coordinator position, which was previously shared by two staff members, will be filled by one
staff member in the summer of 2016. As of January 2016, the Chimacum Prevention Coalition was allocated Dedicated Marijuana Account funds
which comes from a portion of the retail marijuana sales taxes. This money will continue through June 30, 2017 and will be used for the
marijuana evidence-based programs, Strengthening Families and Nurse Family Partnership and for Project Toward No Drug Abuse, a marijuana
promising program.
Starting September 2016 Port Townsend School District will be contracting with a different agency for the School Nursing and Human Growth
and Development and HIV/AIDS classes. Chimacum School District is continuing to contract with JCPH for both School Nursing and Human
Growth and Development and HIV/AIDS classes for the 2016-2017 school year.
Quilene and Brinnon School Districts continue the current JCPH contracts to provide required Human Growth and Development and HIV/AIDS
classes.
Brinnon and Quilcene School Districts received School Nurse Corp service directly from the Olympic Education Service District.
Port Townsend School District (PTSD) ended School Nursing Contracts with JCPH June 2016. PTSD is contracting with a School Nursing
Service agency from Kitsap County.
Chimacum School District is continuing to contract with JCPH for School Nursing Service 2016-2017 school year. *Number of School
Screenings and Care Plans planned for 2017 was reduced based on only providing School Nursing Services to only one School District. School
Nursing Staffing was reduced to providing 20 hours a week for one School District

JCPH School Nurses work in schools to identify health and safety needs of all students, with a special focus on students with chronic health
issues. The school nurse provides: staff training so schools meet health and safety needs of students; creates school health care plans for children
with chronic health conditions; provide consultation for communicable disease and immunizations; coordinates annual hearing and vision
screening; provides information for healthy school environments; and provides individual student health education as needed.
Healthy Community activities includes working with community partners to increase opportunities and access for safe walking and biking in the
county, and policies around smoking prevention and healthy behaviors. JCPH worked with the city of Port Townsend as they completed their
Comp plan in 2016 and continues to work with Jefferson County to add a health component to the County Comprehensive Plan 2017. Health
Community activities for 2017 will be funded by a Federal Health Community Grant administered through Kitsap Public Health District. 2016
activities included increasing access to community blood pressure screenings and diabetic screening to identify risk factor and prevent chronic
diseases. 2017 activities focus on Worksite Wellness policies and implementing 5-2-1-0 campaign. 5-2-1-0 is a chronic disease prevention
strategy to increase awareness and adoption of healthy behaviors. (5- Servings of fruits and vegetables a day, 2 hours of less of recreational
screen time per day, one hour of physical activity per day and 0- sugary beverages a day.)
JCPH continues to be responsible to enforce Washington State’s Clean Indoor Air Act. Environmental Health staff will follow up on any
enforcement. Community Health staff will continue to provide education to help businesses comply with the state law.
JCPH staff continue to assist clients enroll in Apple Health, free insurance for low income individuals and families. JCPH primarily provides
assistance to clients who have no health insurance and are receiving health services from JCPH for Family Planning, Immunization and/or other
direct services.. Funding and contracting to assist with enrolling in Qualified Health Plans ended March 2015. JCPH refers client who need
assistance with enrollment in Qualified Health Plans to Jefferson Healthcare Financial counseling office or Olympic Area on Ageing State Health
Insurance Benefits Advisors (SHIBA)
