A new policy was approved in July 2017 that guides which solid waste education and enforcement activities will be discontinued, and which activities will be continued, until funding is restored. Discontinued activities include:  Illegal Burning Investigations – referred to EJFR  Illegal Dumping Investigations – referred to JCSO  Completion of current case load of solid waste complaints that don’t include imminent health hazard waste streams.  Education and outreach (workshops, seminars, brochures, manuals)  Technical assistance to the public.  Investigation of new solid waste management complaints that don’t have an imminent health hazard component  Vehicle Affidavits Activities that will be continued include:  Permitted facility inspection and compliance (covered by fees)  Exempt Facility inspection and compliance (covered by fees)  New facility permitting and compliance (covered by fees)  Investigation of new complaints or referrals that have an imminent health hazard component, which includes (but is not limited to) hazardous substance or waste spills, un-containerized putrescible waste in excess of 2 cubic yards, needles, medical wastes, etc.  Site abatement proceedings for current case load (covered by abatement fund) Site Hazard Assessment As of the date of this report, the Department of Ecology has suspended its partnership with local health jurisdictions to implement its Site Hazard Assessment Program. No activities are planned for 2018. Local Source Control and Enviro Stars These activities will continue in 2018-19 at the same funding levels as previous biennium.
