The above programs provide universal prevention services to youth, families and businesses in the community. JEFFERSON COUNTY PUBLIC HEALTH – REPORT PERFORMANCE MEASURES 2014 COMMUNITY HEALTH - POPULATION AND PREVENTION PROGRAM [3] The Drug and Alcohol Prevention Program continues to provide integrated prevention services that promote healthy behaviors, prevent harm and support youth and families in the community and in the schools. The Division of Behavioral Health and Recover (DBHR) fund approximately 1 FTE JCPH Coalition Coordinator to work with the Chimacum Prevention Coalition (CPC). The CPC completed their initial Strategic Plan spring 2014. See plan and Coalition activities on JCPH web site under Substance Abuse Prevention, http://www.jeffersoncountypublichealth.org/index.php?c-p-c . Interventions identified in the plan were Strengthening Families Parenting Classes and Public Awareness events. Chimacum Prevention Coalition will be updating their Strategic Plan spring 2015 with the 2014 Healthy Youth Survey data that will be released Spring 2015. For over 30 years JCPH contracts directly with school districts to provide required health education classes and health screening. Those contracts remained the same in 2014. There has been a slight reduction in Health Education classes and students served due to declining student enrollment. The cost to provide these services has increased and the contracts were updated for the 2014-2015 school year. Since 1999, additional funding for school health services has been achieved through the State funded ESD School Nurse Corp Program. Many adult health disorders and chronic diseases begin in childhood as a result of unhealthy behaviors. Reaching students is key for success in public health’s efforts to reduce the future burden of chronic disease. JCPH nurses work in schools to identify health and safety needs of all students, with a special focus on students with chronic health issues. The school nurse provides: staff training so schools meet health and safety needs of students; creates school health care plans for children with chronic health conditions; provide consultation for communicable disease and immunizations; coordinates annual hearing and vision screening; provides information for healthy school environments; and provides individual student health education as needed. State funds have remained level since 1999 and cost to provide the services has increased causing a need to reduce the number of hours provided in the ESD contract. As of January 2015 JCPH Director has notified the school superintendents that Jefferson County Public Health will be ending the contract with Olympic ESD to provide School Nurse Corp services as of April 2015 unless additional funding is provided to adequately staff critical School Nursing Services. State Tobacco and Youth Tobacco Prevention funding was totally cut July 2013. JCPH continues to be responsible to enforce Washington State’s Clean Indoor Air Act. Environmental Health staff will follow up on any enforcement. Community Health staff will continue to provide education to help businesses comply with the state law. New insurance coverage through the Washington Health Plan Finder website started January 2014. Starting in 2014 increased health insurance coverage, including prevention services, will increase the overall health of community, and also increase the potential for reimbursement for medical/health services JCPH Community Health Services provides. JCPH staff provided individuals and families with assistance with their insurance application throughout the year for low income families and during Open Enrollment for Qualified Health Plans starting Nov. 2014. JCPH staff also provided community awareness/outreach regarding the Affordable Care Act throughout the county. Healthy Community Grant 2014:  Partnered with Jefferson county Famers Market to create tobacco free environment at All Jefferson Co Farmers Market Locations.  Collaborated with community and PTSD50 partners in wellness committee to amend, finalize and adopt a district wide wellness policy that meets state and federal physical activity recommendations Active Living; PTSD50 School Wellness committee meeting JEFFERSON COUNTY PUBLIC HEALTH – REPORT PERFORMANCE MEASURES 2014 COMMUNITY HEALTH - POPULATION AND PREVENTION PROGRAM [4]  Collaborate with community & CSD49 to implement a campus wide Safe Routes to School (SRTS) policy for Chimacum elementary, Middle and High School campus. Chimacum adopts SRTS routes and registers them with WA DOT Funding continues for Healthy Community projects in 2015 through another federal grant through Department of Health and Kitsap Health District called Olympic Health Action Network. April 6, 2015 – Kelly Matlock, Marti Haley, Karen Obermeyer and Julia Danskin
