Summary of Key Funding/Services Issues for 2015:
Jefferson County Public Health (JCPH) delivers programs that promote healthier communities and individuals. The above programs provide
universal prevention services to youth, families and businesses in the community.
Nationally preventing substance abuse and tobacco use have proven to be cost effective. The results of the 2012 Washington State Healthy Youth
Survey were released in the spring of 2013 and are used to determine community needs and prioritize services based on funds available. The next
Healthy Youth Survey will be done Fall 2014 with results available spring 2015.
The Drug and Alcohol Prevention Program continues to provide integrated prevention services that promote healthy behaviors, prevent harm and
support youth and families in the community and in the schools. Washington State Division of Behavioral Health and Recovery (DBHR)
funding/contracts “Statements of Work” require development and maintenance of a Prevention Coalition focused on a specific School District.
Funds support a Prevention Coalition Coordinator. In November 2013 DBHR received additional Federal funds through a Partnership for Success
grant. Addition funds are used to increase the Coalition Coordinator position (split between two JCPH staff) and implement interventions
identified in the Coalition’s Strategic plan. Partnership for Success funding continues into 2015.
Starting July 1, 2013 the prevention efforts funded by the Division of Behavioral Health and Recovery (DBHR) changed from Port Townsend
School District to Chimacum School District due to changes in the Port Townsend School Districts financial support for the Prevention
Intervention Specialist. The Prevention Coordinator organized and help developed the Chimacum Prevention Coalition which started in
September 2013.
From the fall of 2013 to the spring of 2014 the Coalition assessed the unique community needs and strengths, canvassed existing resources, and
then developed a universal Strategic Prevention Plan. Implementation of the Plan started in the summer of 2014 and continues through 2015.
Activities include:
- prevention policy development
- social norms campaign as an environmental strategy
- 3 – 5 public presentations on topics related to youth alcohol and other drug use as a public awareness campaign
- Direct service delivery of an evidence-based parenting education program, Strengthening Families starting fall 2014 and again spring
2015. Funding for the evidence-based parenting education program, the environmental strategy and public awareness campaign will be
from DBHR, OESD114 and other community partners including 4-H.
- Update Strategic Plan Spring 2015 with Healthy Youth Survey results from HYS administered Fall 2014
- Continued Coalition development

JCPH contracts directly with school districts to provide required Human Growth and Development classes including HIV education and school
health screening (hearing and vision). Those contracts continue 2015. There has been a slight reduction in Health Education classes and students
served due to declining student enrollment. The cost to provide these services has increased and the contracts for the 2014-2015 are being revised.
Human Growth and Development classes are also supported by the Federal Family Planning Title X contract that requires activities to facilitate
community awareness of and access to family planning services.
Since 1999, additional funding for school health services has been achieved through the State funded ESD School Nurse Corp Program. Many
adult health disorders and chronic diseases begin in childhood as a result of unhealthy behaviors. Reaching students is key for success in public
health’s efforts to reduce the future burden of chronic disease. JCPH nurses work in schools to identify health and safety needs of all students,
with a special focus on students with chronic health issues. The school nurse provides: staff training so schools meet health and safety needs of
students; creates school health care plans for children with chronic health conditions; provide consultation for communicable disease and
immunizations; coordinates annual hearing and vision screening; provides information for healthy school environments; and provides individual
student health education as needed. State funds have remained level since 1999 and cost to provide the services has increased causing a need to
reduced the number of hours provided in the ESD contract.
Healthy Community activities included working with community partners to increase opportunities and access for safe walking and biking in the
county, and policies around smoking prevention and healthy behaviors. Health Community activities for 2015 will be funded by State Public
Health discretionary funds provided through the State Treasures Office to improve the overall health of communities.
State Tobacco and Youth Tobacco Prevention funding was totally cut July 2013. JCPH continues to be responsible to enforce Washington
State’s Clean Indoor Air Act. Environmental Health staff will follow up on any enforcement. Community Health staff will continue to provide
education to help businesses comply with the state law.
JCPH “In-Person Assisters” (AKA Navigators) will be recertified Fall 2014 to continue to be able to provide assistance to low income families
and individuals to apply for free or low cost Health insurance through Washington Health Benefit Exchange. By enrolling clients in State Health
Insurance (Apple Health) JCPH has increased client fee reimbursement for clinic services. Low income clients that would have been “Sliding
Scale” fee payment have full health insurance benefits and have access to preventive health benefits at no cost.
