SUBJECT: Letter of Assurance for Accessible Communities Act; Debbie Himes,
Governor's Committee on Disability Issues and Employment (GCDE)
STATEMENT OF ISSUE:
Anna McEnery, Jefferson County Public Health staff member has requested that the Letter of Assurance be
considered for approval for future grant funding. Staff also requests approval of the ACAC membership list.
The County received a grant of $45,791.01 which will be used to fund the following projects with the
objective of improving awareness, acceptance, inclusion and access for people with disabilities in our
community.
The following is a list of current ACAC projects:
1. ADA Access at Jefferson County Fairgrounds -Improve Parking Lot
2. ADA Access at Jefferson County Fairgrounds -Sidewalk extension
3. Project Lifesaver (Tracking Device) Sheriffs Department
4. ADA Accessible Main Doors at Public Health
5. ADA Accessible Main Doors at Coyle Community Center
6. Assistive Listening Devices -City of Port Townsend
FISCAL IMPACT: None.
RECOMMENDATION:
Approve the Letter of Assurance for Accessible Communities Act; Debbie Himes, Governor's Committee on
Disability Issues and Employment (GCDE) and the ACAC membership list.

Dear Ms. Himes:
In accordance with the Accessible Communities Act (Chapter 215, Laws of 2010), Jefferson County
assures the Governor's Committee on Disability Issues and Employment hat it has established an active
cross -disability Accessible Community Advisory Committee, (ACAC).
The Jefferson County ACAC membership includes people who have a disability and/or work in the field,
volunteer or are a family member of a person with a disability. The following people are members of the
ACAC; Sue Ammeter, Sarah Grossman, Carl Hanson, Colleen Faragher-Horwell, Roland Faragher-
Horwell, Emily Mandelbaum, Kim Rafferty, Pat Teal and Shirley Williams. We pride ourselves that
membership includes people who are knowledgeable in identifying and eliminating attitudinal,
programmatic, communication and physical barriers encountered by and for persons with disabilities.
Thank you for the $45,791.01 grant that the Jefferson County ACAC is receiving in 2017-18. The
following is a list of local projects we are working on with the objectives of improving awareness,
acceptance, inclusion and access for people with disabilities in our community.

People with disabilities continue to face barriers that could be easily eliminated, but in the ACAC has
been in Jefferson County we have seen the positive effects of this opportunity. When people who have
disabilities are welcomed and included in all aspects of our communities, everyone benefits. Jefferson
County looks forward to continuing this excellent grant opportunity.
Included with this letter is a list of current ACAC members and their affiliations. The undersigned certifies
the above assurances concerning the ACAC membership have been met.
