PURPOSE. The topography of Woodridge Village, Division I, includes slopes and other characteristics that warrant careful consideration and planning.during building site development and residential construction. During the subdivision approval process, Jefferson County has imposed several Lot development requirements and conditions within Woodridge Village, Division I. In addition, Pope Resources has identified additional improvements that may be required in order to accommodate sewer and water service to certain Lots due to the topography of the site. Owners are encouraged to utilize consultants to address these issues and assist in the site development process. The purpose of this Notice to Purchasers is to provide additional information to purchasers with regard to the governmental restrictions, and additional improvements that may be required. '2. STORM WATER SITE PLAN. A. Prior to commencement of any land disturbing activities and prior to issuance of .ana building permit, a Storm Water Site Plan shall be developed to the standards of the Washington State Department of Ecology Storm Water Management Manual (current edition) d be submitled to the Department of P~blic Works for approval. Temporary erosion control Best Management Practices shall be implemented at all times during land disturbing activities. Due to drainage characteristics within Woodridge Village, Division I, it appears that owners of several Lots will be required to construct, at their sole cost and expense, individual storm detention systems to serve their Lots. which construction must conform to a design submitted by a licensed civil engineer and approved by the Jefferson County Department of Public Works. B. Based upon preliminary, evaluation performed for Pope Resources within Woodridge Village, Division I, Pope Resources understands, but does not warrant, that as of December, 1996: (i) Lots 1.3, 4, 5, 8, 15 and 36 are not likely to require individual storm detention systems: and (ii) Lots 6,7,9, 10 and I1 are likely to require individual storm detention systems. This may change based upon further evaluation on any particular Lot or changes in the current regulations. Individual storm detention systems will be required to comply with the provisions of Paragraph 3 below relating to the Geotechnical Reports and conditions. Pope Resources has has submitted an individual storm detention design, which Notice- I BEC 2 4 ,996 ':has been recorded under jefferson County Auditor's l:ile No. 395786, and received pre- approval by Jefferson County. Owners may be able to us,: this pre-approved design on their LotS. However, owners may be required to utilize a different design developed by their own civil engineer and submitted for approval by Jefferson County. C. All Lots that do not require individual storm detention systems will be required to r--x~irect roof run-off to the Woodridge Drive drainage and detention system. If this is not possible or feasible, then individual storm detention systems must be used. /// 3. GEOTECHNICAL REPORT. A Geotechnical Report has been prePare,d that''a jAJncludes Woodridge Village, Division I, and is recorded under Jefferson County Auditor s File ,~,,~iNo. 392~ An addendum to that Geotechnical Report in letter form dated December 9. 996, is attached hereto as Exhibit B (the Geotechnical Report and Addendum will be referred to herein collectively as "the Geotechnical Report"). The Geotechnical Report contains information and recommendations relating to site work, construction activities and related ~T.l~};~tters associated with soils and slope stability. All construction, clearing and land disturbing ~z4ivities on 'any LOt Within Woodridge Village, Division l, shall either (1) comply with the recommendations Se* forth in the Geotechnical Report; or (2) comply with the recommendations of an alternative geotechnical/engineering report approved by the Department of Public Works. In the event that an alternative geotechnical/engineering report is desired, then prior to commencement of any land disturbing or construction activities on an>' Lot, and prior to the issuance ora building permit, the report shall be prepared by a licensed, qualified engineer and be submitted to the Department of Public Works for approval. Except for non-critical structures, such as decks and patios, the report shall include a determination whether any proposed foundations, reinforcements or rock walls are required to be engineered. The engineering report shall illustrate the exact location of all proposed residential foundations, reinforcements or rock walls that will be located on slopes in excess of 15% grade. In addition, all land disturbing activities must comply with all Jefferson County ordinances and regulations applicable. 4. SEWER CONNECTION.  A. Each Lot within Woodridge Village, Division I, shall be connected to public sanitary sewer. On-site septic systems are prohibited; provided, h°wever, that Lots ma.'.' require sewer grinder pumps, to be provided at the sole expense of the Lot Owner, where elevation of the sewer mains prohibits or significantly impairs gravity sewer sera, ice to an3' residence or intended use. whether due to the placement of improvements or general topography. Any sewer grinder pump shall meet the specifications of, and shall be installed in accordance with guidelines provided by, Ludlow Sewer Company. a division of Pope Resources, or its successor (hereafter referred to as "Ludlow Sewer Company." Based upon preliminary, evaluation, it appears that Lots I0, l I. I2 and 13. Woodridge Village. Division Notice - 2 Notice - 3 romps. In the event that the sewer i~ssociated equipment is not repaired and/or maintained, and Ludlow Sewer lines that repairs or maintenance is needed, then it shalI have the right to enter (I0) days after providing written notice to the Lot Owner requesting that . maintenance be completed; provided, however, that no notice is required in the iemergency situation. The Lot Owner shall reimburse Ludlow Sewer Company for and expense associated with said repairs and/or maintenance within fifteen (15) ;an invoice relating thereto. Any such charge shall become a lien on the Lot i'be foreclosed in accordance with the procedures set forth in the Supplemental ~ associated with Woodridge Village. WATER. .4~ -Al! Lots within Woodridge Village, Division I, shall be connected to the public ~$!e,mProvided by Ludlow Water Company, Or successor. No individual wells shall [tied on any Lot. Due to the general topography and location of Woodridge Village, I. Lots may require individual pressure reducing valves to be installed at the time of ~$idential construction. Any individual pressure reducing valves will be installed and maintained at the sole cost and expense of the Lot owners. B. Based upon preliminary evaluation, it appears that Lots I through 7, and Lots 9 through 14, inclusive, of Woodridge Village, Division I, will likely require individual pressure reducing valves to be installed at the time of residential construction. It is likely that other Lots wilI require them as well, but further site evaluation of each Lot will be necessa,7 to make a final determination. 6. ARCHAEOLOGICAL DISCOVERIES. In the event that archaeological items are discovered, the Lot owner shall observe protocol developed by a professional archaeologist in conjunction with local native American tribes as follows: A. STOP WORK. Do not further disturb the area or remove any materials therefrom; B. Notit? immediately the Dircctor of Dcvdopmcnt Review, Jcfflzrson County - (360) 379-4463; C. Director of Development will immediately notify the State Office of Archaeology and Historic Preservation (OAHP) - (206) 753-5010; D. Protect the area from vandals and collectors; E. Obtain sen'ices of a qualified archaeologist to evaluate the site and make recommendations for further work in the area; and F. ~f further excavation or disturbance of the site is necessary, obtain the appropriate permit from OAHP. Proceed only in compliance with the terms and conditions of said permit. 7. VIEW EASEMENT. To preserve some of the territorial mountain and/or water viexvs within Woodridge Village, Division I. the Woodridge Village Homeowners Association, for the benefit of its members and their Lots, shall have the right to protect and preserve lot views throughout Tracts A, B, C, D, E and F of Woodridge Village, Division I. Additional view easements may be created in property annexed into Woodr/dge Village in the future. At its discretion, and subject to any restrictions imposed by Jefferson County or other,vise by law, the Woodridge Village Homeowners Association is permitted to remove vegetation, including trees, if it deems that such vegetation is unreasonably obstructing lot views. Prior to commencement of any such activity a report shaIl be developed by a qualified forester or similar professiona!, with recommendations regarding the activity, and shall be submitted to the Association. In addition, tree removal shall be in accordance with the geotechnical reports referenced on the face of the Plat of Woodridge Village, Division 1. Any costs and expenses associated with performing any such activities and/or obtaining the report may be charged to the Lot owner or owners requesting the activity, at the sole discretion of the Woodridge Village Homeov,'ners Association. 8. FILL MATERIAL, A. Portions of Lots 7, 9 and 10 of Woodridge Village, Division I, may contain amounts of uncontrolled native fill material, including unsuitable and excess material from plat construction. The fill material may render portions of each Lot unsuitable for structural elements, such as foundations, driveways, slabs, etc. However, Pope Resources believes that the Lots are of sufficient area to accommodate a building site pad outside the fill area. Prior to purchase or building activities, Lot owners should obtain a consultant report to evaluate the fill material and any impacts associated with site plan development and construction. Portions of Tract D of Woodridge Village, Division I, a Limited Common Area, contains amounts of uncontrolled native fill material, including unsuitable and excess material from plat construction. 9. WATER LINE EASEMENT. A water line has been constructed on Lot 3 of Woodridge Village. Division I. There is a twenty foot (20') easement created on Lot :3 adjacent to the common boundary with Lot 2.
